All-Star Selection Procedure 2012 Season

Twin Town Little League May 2012 Eligibility – All-Stars To be eligible to participate in All-Stars, the following criteria must be met: The player and parent/guardian must live within the boundaries of Twin Town Little League for the 2012 season, or have a previously approved waiver stating that eligibility for All Stars has been granted. The player must have participated in at least 60% of the regular season games in the Farm, Minors or Majors Division; excluding all school related functions. The player must be available for all practices, games, and activities and will continue until the All Star team either wins their final tournament championship or is eliminated.

Qualities of an All-Star Player Exemplifies the “Good Sport” attitudes and team spirit that Little League requires. Possesses and has consistently demonstrated a positive attitude, effort, and team/league commitment throughout the season. Shows the highest and most consistent ability when executing the fundamentals of the game of baseball. Is skilled at playing more than one position.

Regular Season Manager and Coaches Responsibility Regular season managers and coaches should make every effort to evaluate players throughout the regular season. For example, observing games in their level other than the ones they are managing/coaching and meeting with the opposing manager prior to games to discuss which players are potential all-star candidates.

All-Star Player Agreement Player Agreement: If selected to an All-Star team, the player understands and commits that they must be available for all All-Star practices, games, and activities beginning June 15th until the conclusion of All Star activities. The player understands their team could advance through District (14) and State (NY) tournaments into late July. For the 11/12 team, the State winner can further advance through Regional’s, and finish in August at the Little League World Series.

All-Star Parent Agreement Parent/Guardian Agreement: Parents/Guardians of the all-star player need to provide approval for the player to be eligible for the selection process, agree to participate in any and all tournament and pre-tournament activities, and agree to make the player available for practices, games, and tournament activities throughout the D14 tournament, and every tournament level thereafter that the child’s team advances. If the child becomes unavailable for any reason other than short-term illness or injury resulting from All Star activity, their position on the team will be forfeited. The parent agrees to NOT schedule, or have plans for vacation or other activities, that will interfere with the child’s ability to attend practices, games and other activities during the All Star period. If selected to an All-Star team, the parent also agrees to make available their child’s official Birth Certificate and required residency documents needed by Little League International to verify residency within the boundaries of Twin Town Little League. The parent/guardian must also understand that there WILL be fees associated with playing on the All Star team, including costs for uniforms, extra practices, and various All Star activities. However, these costs will not be a determining factor for eligibility or selection, as scholarships and financial assistance arrangements are available for qualifying families. Parents/guardians must also commit to assisting if necessary with all league activities during the all star period, including field maintenance, volunteering for concession duty, clean up activities, similar to the regular Little League season.

Draft Selection Procedures – All-Stars The President of the Board of Directors or his/her designee(s) (Chairperson) and the appropriate Level Director shall be responsible for conducting the All-Star draft. The designee(s) should not have a player in the All-Star selection meeting they are overseeing. All Managers within a level shall be present for the draft for his/her respective level or shall designate a person (preferably a coach) to represent the team. There will be one (1) “A” level All-Star team at the Major and Minor level. The number of “B” teams will determined by the number of teams at each level. All-Star teams will have a total of 12 players. A player will be removed from the All-Star team if they miss two (2) games or three (3) practices during the All-Star season (excluding sickness or injury). Players will be replaced from either the “B” All-Star team or the nominated list depending which category they are from. All-Star voting should take place using the approved ballot provided by the Chairperson. Teams and managers will be selected as follows:

Team Selection: 12 year old A All-Stars 1) Each manager will nominate the top players on his/her team. 2) Each manager will discuss the qualifications of each nominated player and will present an overall picture of the player’s offense and defense abilities as well as the players overall sportsmanship. 3) Upon completion of these presentations, any other manager may nominate a player from any other team for consideration. This is important because a player not nominated cannot be selected for AllStar play at a later date. 4) The Chairperson or designated recorder shall re-read the list of nominated players. 5) Each manager then votes for 12 players for the team. Each manager casts one vote for each player he believes should be selected. The manager can cast a vote for players from his/her team. The Chairperson’s shall tally the votes in private and present the results. Ties occurring for the twelfth (12th) All-Star will be resolved by another vote involving only the players that have the same number of votes. 6) The 12 players receiving the highest number of votes become the AllStar Team. The next two players receiving the highest votes are automatically placed on the “B” team rosters. One player will be placed on the “Blue B team” and the other on the “Red B team”. 7) Any player who received a vote in the voting process and was not selected to the All-Star team will be eligible to be nominated as a “B” All-Star. There will be no alternates.

Manager’s from the 10 year old (minor level) teams have the right to attend the team selection meeting and nominate 10 year old players from his/her team but do not have voting rights. 2) Each manager will discuss the qualifications of each nominated player and will present an overall picture of the player’s offense and defense abilities as well as the players overall sportsmanship. 3) Upon completion of these presentations, any other manager may nominate a player from any other team for consideration. Ties occurring for the 20th, 22nd and 24th All-Star will be resolved by another vote involving only the players that have the same number of votes. 6) The 20th, 22nd or 24th (determined by level) receiving the highest number of votes become the All-Star Team. There will be no alternates.

All-Star Roster Creation for the 11-12 year old (Major), 9-10 year old (Minor) B All-Stars and 7-8 (Farm) All-Stars 1) The two managers and his/her coach will be placed divided into two sides (Red and Blue). 2) The level director (for the applicable level) will be responsible for the evaluation of players’ strength for each side. The side (Manager and coach’s children) deemed to be lesser in strength will be given the first pick or if the level director deems necessary the first two picks of the remaining 20 selected All-Stars. Each side will alternate players until all players have been selected. (See example 1) {NOTE} The board of directors will determine the number of farm all-star teams each year. In some years it may be determined that only one all-star team will be created. Therefore, the number of available roster spots will be reduced to 12.

Manager Selection 1) Little League Rule: 11-12 Division 9Majors): The manager and coach(es) shall be regular season team managers and/or coaches from the Little League Baseball (Majors) Division. 2) 9-10 Division & 10-11 Division: The manager and coach(es) shall be regular season team managers and/or coaches from the Little League Baseball (Majors) Division or Minor League Division. 3) Interested managers need to come before the Twin Town Little League Board of Directors at the designated meeting or submit of letter of interest. When attending the board meeting or submitting a letter the candidate must present an explanation of interest and name at least one of their coach selections. Their future coach must be approved by the board as well but can be named at a later date. The Board will have a blind vote. Nominees will be ranked from highest to lowest based on the number of votes received. {NOTE} Any substitute or changes to the original manager and/or coach(es) needs to be approved by the majority of the board of directors. 4) A Manager can only miss one game during the All-Star season (excluding sickness or injury). After the second absence the Executive Board will replace the Manager. 5) All board members are eligible to cast a vote for all-star manager selections.
