Aldinga Beach & Silver Sands precinct

1. Preferred future statement Aldinga Beach and Silver Sands… an area where there is … x acknowledgement and protection of its significant Aboriginal heritage x preservation and rehabilitation of its diverse ecological habitats including the cliffs, the scrub, the Washpool, Aldinga Reef and remnant dunes x retention and enhancement of the scenic value of the Esplanade x appropriate recreational use of the beach and foreshore to capture the diversity of activities for local and metropolitan users x enhancement and development of its tourist potential 2. Description This precinct1 covers the area from Quinliven Road in the north to Button Rd in the south (including the Aldinga Scrub Conservation Park and the Washpool) and has a population of 4,539 people (1,721 households). Aldinga Beach, Silver Sands and the Washpool are identified as major nodes in the State Government’s Adelaide Metropolitan Coast Park Concept Plan. The Wattle avenue/ Esplanade intersection, the Aldinga Scrub lookout and the Symonds Street/Esplanade intersection are identified as local nodes. This precinct is characterised by Esplanade residential development from Quinliven Road in the north to Button Road (Aldinga Beach) in the south. Historically it was a popular seaside holiday destination. The original ‘shack’ dwellings have been replaced by modern larger buildings. This precinct has a number of highly significant Aboriginal heritage sites including the Washpool (an important site along the Tjilbruke Dreaming Track) and the Aldinga Scrub Conservation Park. Land uses and key features include a residential area along the Esplanade, a long flat sandy beach to the south, national heritage limestone cliffs to the north, the Aldinga Scrub Conservation Park and the Washpool coastal lagoon (which together comprise a contiguous block of public land of approximately 300 hectares) and the Aldinga Surf Life Saving Club. Current economic activity includes the local shops at Snapper Point and Seaview Street, the café/kiosk at Silver Sands and the kiosk at Aldinga Beach. A district shopping centre is located along Aldinga Beach Road.

A limited portion of Council’s coastline has been formally surveyed for archaeological evidence of Aboriginal heritage. Even so, it is well known that the entire coast (dunes, beach and sea) has importance to the Aboriginal community (past and present). The Native Title Act and the Aboriginal Heritage Act provide legislative protection to known and unknown sites. The registered Kaurna Native Title Claim has particular significance for Crown land. 6. Concept Plans A detailed Structure Plan has been developed for the Aldinga Beach/ Sellicks area at both a regional scale and at a more detailed level for particular sites (and is to be included in Council’s Development Plan). The Structure Plan addresses the following: x detailed policies in relation to stormwater infrastructure x the interface between rural development and Aldinga Scrub Conservation Park x the interface between residential development and the Aldinga Scrub Conservation Park This Structure Plan is being developed through Council’s General Plan Amendment Report and will be influenced by the State government’s Southern Metropolitan Growth Management Plan Amendment Report and the Better Development Plans (BDP) initiative. Concept Plans covered in City of Onkaparinga’s Development Plan include: broadacre residential development south of Aldinga Beach Road x Aldinga District Centre x Aldinga Industrial Park x

Design Guidelines Landscape architects – Hemisphere Design - prepared the following section on design guidelines (2003). Character Theme: ‘Southern Sands’ and Scrub. Character Statement: Broad, expansive views to the south of the soft rounded forms of the escarpment juxtaposed against the colourful seascape. The imposing visual impact of the hills and their curvaceous form is amplified by and through the immediate and direct relationship with the foreshore and gulf. The eye is drawn to and undulates over the view. The sea has a ‘striated’ appearance with layers of blue, green, turquoise and navy hues. The interface between sea and skyline has an ethereal, ‘floating’ like quality, creating a ‘transparency’ between the two surfaces. The northern areas of Aldinga are perched on top of cliffs above the beach and the visual link to the coast line is diminished. The southern area adjacent the Aldinga Scrub provides a visual reconnection back to the natural environment and connectivity to the sea. Recommendations: Encourage themes that respond to the natural character. Space and scale x Imposing views, an understated and modest grandeur. x Views on ‘arrival’ at car parks are marred by obtrusive buildings and infrastructure dominance (“clutter”) for example, signs and bins. x Utilise the natural form and rationalise and consolidate the built form and infrastructure away from the principal views. New buildings, refurbishments and infrastructure x Should be lightweight and transparent in appearance. x Materials should be natural with rammed earth walls of local sands and timbers evoking visual qualities of jetties, boardwalks and beach shacks (‘less is more’ philosophy). Colours and finishes x Ochres and sand colours could be used, along with natural materials such as weathered timber and stone. For visual interest, stronger accent colours with variations on the blues and greens of the sea could be incorporated to highlight areas of interest. Forms x ‘Organic’, curved and billowing forms capturing visual qualities of hills and the elements. Signage and furniture x Rationalize and use natural materials for signs, seats, bus shelters and showers. Fencing x Continue use of post and rail fencing however, reduce to a single rail (currently double). Use feature hardwood bollards to highlight locations. Surfaces and materials x Soften appearance and shape of the car park with surface colours and textured finishes using local aggregates. Planting x Develop a revegetation and management plan for the dune areas and around the car park to mitigate further degradation and erosion and to provide screening. Suggested species may include Alyxia buxifolia (Sea box), Atriplex semibaccata (Berry saltbush), Carprobrotus rossii (Native pigface), Myoporum insulare (Boobialla) and Scaevola angustata (Fanflower). Artistic opportunity x “Sense of place” values (cultural, environmental, and sensory) should be apparent in the built form proposals.
