Introduction Every school system has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by which the school system makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school system stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school system, and the kinds of programs and services that a school system implements to support student learning.
The purpose of the Executive Summary (ES) is to provide a school system with an opportunity to describe in narrative form the strengths and challenges it encounters. By doing so, the public and members of the community will have a more complete picture of how the school system perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school system to reflect on how it provides teaching and learning on a day to day basis.

Description of the School System
Describe the school system's size, community/communities, location, and changes it has experienced in the last three years. Include demographic information about the students, staff, and community at large. What unique features and challenges are associated with the community/communities the school system serves?
The Barbour County School District is a small, rural, school district located in an expansive Alabama county with two school districts, one within the Eufaula City limits (Eufaula City Schools) and the area outside of the Eufaula City limits (Barbour County School District). The Barbour County School District serves all students except those living within the city limits of Eufaula. This includes the towns/communities of; Baker Hill, Blue Springs, Clayton, Louisville, Clio, Elamville, Doster, Mt. Andrew, Spring Hill, Comer, and Texasville. The Barbour County School District has three (3) schools all of which are Title I schools; Barbour County Primary School (grades PreK-2) and the Barbour County Intermediate School (grades 3 -6) located in Louisville, and Barbour County High School (grades 7 - 12) located in Clayton. Over the past 5 years the Barbour County School District has reconfigured our schools to reflect the aforementioned grade spans. The Barbour County School District has approximately an enrollment of 860 district-wide; including PreK students. Currently, out school district student population is comprised of 81.43% African American, 5.88% Caucasian, 11.99% Hispanic, .35% American Indian/Alaskan Native, and .35% Multi-Race. Our total staff for the school district is 124.55, which includes 68.20 certified personnel and 56.35 non-certified personnel. Based on our high-poverty levels, our school district qualifies for the Community Eligibility Program (CEP, which allows 100% free/reduced breakfast and lunch for all students. A unique challenge for the Barbour County School District is that 43.2% of persons under the age of 18 in Barbour County live in poverty.

System's Purpose
Provide the school system's purpose statement and ancillary content such as mission, vision, values, and/or beliefs. Describe how the school system embodies its purpose through its program offerings and expectations for students.
The Barbour County School District's mission is to develop the potential of all students by enabling them to become productive members of society by providing quality, student -centered instruction delivered by dedicated, qualified staff in safe , inclusive learning environments that reflect various educational experiences, use available resources and involve parents and community stakeholders. Our vision is to see that the primary function of the public schools is to provide educational experiences and opportunities for each student and for education to take place in an atmosphere of good order and discipline. The responsibility for good order and discipline belongs to the entire community, meaning students, teachers, parents, school administrators, the school board, and the general public. Our goals for the Barbour County School District and our students are: to have 100% of our students graduate, to have every student achieve 100% literacy at expected grade levels, to have 100% of our students meet or exceed the standards for state achievement assessments, to have committed instructional leadership, to have highly qualified student-centered instructional staff and viable parental involvement and community support. Our purpose is to equip our students with the technological skills to succeed in the 21st Century by providing access to the latest technology and working toward a one-to-one computer student ratio.

Notable Achievements and Areas of Improvement
Describe the school system's notable achievements and areas of improvement in the last three years. Additionally, describe areas for improvement that the school system is striving to achieve in the next three years.
The Past Three Years: The implementation of READ180 Program in grades 4-6 and the iRead Program in grades K - 2 to enhance our Reading program has grown stronger and as a result we have increased the number of students reading on grade level. We have seen an increase in students reading for leisure as evident in our Accelerated Reader reports. We are using our funding sources in ways to improve student learning; placing of Reading Specialist in our Elementary schools, implementing a 1 to 1 digital learning environment in our 3rd grade and 4th grade, upgrading all computer labs within the district. Our graduation rate has been steadily improving over the past three years. We have increased our technology capabilities across the district; from expanding our bandwidth to placing various technology tools in the hands of our teachers and students. The Next Three Years: We want to see continued improvement and growth in the following areas: Reading, Math, Student and Teacher Attendance, and Teachers' Quality. By continuing to improve and grow in the aforementioned areas we can better prepare our students for college and the workforce. We will continue to expand our 1 to 1 computer ratio grade level by grade level. We want to see an increase in our ACT scores, increase the number of students ready to enter college, increase the number of students ready to enter the workforce, and increase in students on track for College- and Career-Readiness.

Barbour County School District is partnering with Wallace College to offer Dual Enrollment to our High School students. We are involved with the GEAR-UP Program, which mentors and monitors students in the 7th grade and follows them until graduation. . For the 2016-2017 school year, we have contracted a computer technician to assist schools with technology needs and to assist teachers with integrating technology in the learning process. We received a grant to improve/increase our technology infrastructure which will be implemented during the 2016-2017 school year.

Improvement Planning Process Improvement Planning Process
Describe the process used to engage a variety of stakeholders in the development of the institution's improvement plan. Include information on how stakeholders were selected and informed of their roles, and how meetings were scheduled to accommodate them.
The Barbour County School District will take the following actions to involve parents, community members, and other stakeholders in the joint development of its LEA involvement policy/plan: Stakeholders will be asked in person or by mailed invitation to serve on the LEA Title I Advisory Council and provide suggestions/revisions on the LEA Improvement Plan on an annual basis. Stakeholders are selected by parents volunteering inviting community leaders to be part of the Council. In order to maximize involvement and participation meetings will be held at a variety of times or a set time and place as determined by the stakeholders.

Our stakeholders are: parents, community leaders (Boys & Girls Club Director, County Extension Representative, Hispanic Community Member, etc…), federal program coordinator, school administrators, and teachers. Our roles are determined by areas of expertise each bring to the table as we discuss our Improvement Plan.

Strength: Every classroom and administration office throughout the district is networked. In more specific terms, this is accomplished with a combination of category 5, 6, and fiber-optic cabling. All switches have been upgraded to 1gb capacity. Wireless broadband access is available at all school locations and central office.
Weakness: Future plans include an upgrade of all technology infrastructure at all schools.

Strength: All classrooms in the Barbour County School District are equipped with 21st Century technology. Each classroom has the following: LCD Projector, Laptop Computer, Document Camera, SmartBoard, Mobi Smart Pads & 25 Clicker Student Response System.
Weakness: To complete plans to upgrade all teacher laptops that have varied in quality and age.

Hired a part-time Technology Specialist to assist with technology integration and to maintain technology equipment. We have equipped all 3rd and 4th grade students with Chromebooks.

Strength: The Barbour County School District has provided multiple training sessions on the integration of 21st Century technology in the classroom. Every teacher in the district is required to attend the provided training as it relates to their content or grade level.
Weakness: Even though multiple training sessions have been provided there is still a need for on-going training due to high teacher turn-over to have complete technology integration. Funds are needed to pay stipends for summer training sessions and substitutes for training of teachers throughout the school year.

Inventory/Infrastructure

WAN Infrastructure The Barbour County School District currently has 100 MBPS internet service. We have 100 MBPS wireless connectivity between the Central Office and all Schools.
LAN Infrastructure All classrooms throughout the district are networked; each school campus has at least 1 server for administrative and instructional use. The network platform used is Windows Server 2008. Each building has 1 GB switches with extra ports for future growth. All schools are equipped with functional computer labs that have internet access. A ShoreTel IP telephone system is available in all classrooms and administrative offices throughout the system.
Connectivity All campuses have available to them internet access through wireless and LAN cables.
Bandwidth 100 MBPS internet service. 100 MBPS wireless connectivity between schools.
Internet Access Available district-wide to include; classrooms, offices, computer labs, and cafeterias. Internet access is provided through the Alabama Super Computer Authority (ASC) at no charge.
Information Security & Safety For security from outside users and to provide a safe zone, our WAN is protected by a firewall. The security hardware is maintained by the ASC and allows filtered web traffic into the local system. The Barbour County School District is CIPA compliant. The filtering system is provided by ASC at no cost.
Digital Content and Digital Tools Currently we use the following: OdysseyWare, Video Distance Learning, ACCESS, Alabama Virtual Library, STRIDE Academy, INOW, Renaissance Learning, ACT Periodic Assessments, Scholastic READ180 / iRead, Online Social Studies Weekly, Alabama Virtual School Safety System.
