The EFB Community Conference is for all of you who showed an interest in working with us and contributing to developing our network!
Opening speech by IVO JOSIPOVIĆ, President of the Republic of Croatia
“European Future of the Western Balkans” Croatia was chosen to host the first ever EFB Community Conference because of its positive example of successful accession negotiations with the EU. With a target date of 1 July 2013 for joining the EU, Croatia has set the example

for the rest of the Western Balkan countries. By organising this event in Croatia, the EFB will acknowledge all the really positive changes that have happened here so far, and give its support to the work that still needs to be done. Croatia is also showing its support to the rest of the WB countries in their effort to introduce all the political, economic and social changes that are needed to become members of the EU. In order to show his dedication and support in bringing the rest of the WB closer to the European Union, President of Croatia, Mr. Ivo Josipovic, will officially open the Conference on Thursday, 11 October 2012.

Among its offerings are TechPresident, an award winning blog, and Personal Democracy Forum, an annual conference held in New York City. He is also the Founder a not for profit organization called MOUSE.org focused on 21st century public education, Co-Founder of Mideastwire.com, which translates Arabic and Farsi news and opinion pieces into English, and serves as Senior Technology Advisor to the Sunlight Foundation a Washington DC organization focused on using technology to help make government more transparent. The crisis is additionally enhancing the scepticism about the Union’s future inside many of the EU member states and abroad. Once the crisis is over, the question remains if the EU will keep the Western Balkans on its enlargement agenda in the near future. What is an illusion and what reality for the Western Balkans in changing European reality? Are we going in the direction of strengthening ties with one another on our way to the EU, losing the European perspective, or resurrecting ethnic nationalisms in the region? How sustainable is the overall EU enlargement strategy and can it successfully complete the goal of the entire WB enlargement? What does the Croatian membership in the EU in the near future bring to the rest of the region, and how can it help in building new strategies for the Western Balkans?

How is the EU dealing with the problems of demographic aging, shrinking population, economic crisis and poverty? EFB Community Network is bringing together researchers and decision makers from throughout the region offering them a unique opportunity to network among hundred colleagues, learn from each other and create a foundation for future joint projects. Participants will have an opportunity to share their experiences about the effectiveness of this link between researchers and policy makers in the WB and Europe. Evidence based research should inform policy and policy makers should contribute to understanding how the policy process works so the research could have a meaningful impact. In order to achieve those goals EFB Community Conference is opening a channel of communication with our respective speakers, participants and entire EFB online community, which should help create ideas for working more closely together!

Many innovations brought by technology have significant effects in the way we live our everyday lives, organize ourselves, share information and react to events that are happening in our societies. The internet allows those who are connected not only to be receivers but constant generators of information as well. By turning us from passive receivers of information to active producers, sharers and creators of content, the internet enabled us to create a more transparent and democratic world. How is internet used and/or abused for political purposes? How social networks and new media enabled political and social changes throughout the world and are we personally engaged in this global change of behaviour? And yes, does all the virtual signing, sharing, following, liking and clicking have a potential to grow into a big change? These are some of the issues that will be discussed during upcoming parallel sessions.
