1) Approval of agenda The agenda was approved. 2) Approval of minutes from the 18th ebIX® forum meeting The minutes from previous meeting were approved. Thereafter the action items from previous meeting were reviewed: Action item I Marc de Zwaan will organise a meeting with Konstantin Staschus to solve the current problems related to Metering Point and Accounting point. The candidates have the mandate to find a solution on behalf of ebIX®. Status: A Harmonisation Group meeting was held in December 2011 and the action item was closed. Action item II: Marc will contact Willem Strabbing, asking if ESMIG needs support from ebIX®. Status: Marc informed the ESMIG is using the ebIX® models and Willem is pleased to get support from ebIX®. Vlatka will coordinate further contact with ESMIG. The action item was closed Action item III (New action item I): ebIX® Forum

Christian will ask Fedder (from Energinet.dk) to make a short news item for the ebIX® web site, related to Energinet.dk use of the Transformation Tool (TT), for the new documents, for the Danish data hub. Status: The action item was postponed until next ebIX® Forum meeting. Action item IV: Kai will review the ebIX® articles Status: Kai has reviewed the articles and has come up with a change proposal, see item 4) 3) Account and budget (Vlatka) Mark informed that there was a surplus of about 650€ on the account for 2011. Vlatka showed the account for the three first months of 2012 and about ¼ is used for the first 3 months of 2012. . Christina informed that BDEW may need to pay 19 % VAT on the invoices received related to ebIX® and that the BDEW, supported by KMPG, need approximately two to four more weeks to investigate possible solutions. Due to the current lack of payments from ebIX® nothing will be published on the WEB site before the VAT problem is solved and the ebIX® web master has been paid. As part of the legal review, it was found that BDEW requires contracts with all the consultants, for the further handling. Without contracts BDEW cannot handle the administration. Invoice for the year 2012 is expected distributed in May/June. Under this item it was informed that Austria wants to withdraw as an ebIX® member. Action item II: Vlatka will contact Austria trying to keep them as an ebIX® member. 4) ebIX® Articles Apart from some minor changes Kai and Vlatka proposed to simplify the voting procedures in the current articles. The proposal will be distributed to the Forum for 4 weeks of circulation for comments and approval. 5) ETC propose that the ebIX® Forum create an “ebIX® task force” that can investigate the possibility for a cooperation with IEC ETC had distributed a proposal for how to get a better influence within Europe, including a closer cooperation with IEC, see Appendix B. Discussion:  ebIX® Forum has already had some cooperation with IEC and ebIX® has already a “Liaison D agreement” with IEC. ebIX® EMD has submitted the used draft CCs from ebIX® for the European retail market to IEC and these have been published in an IEC report (System Interfaces For Distribution Management –Part 9: Interface Standard for Meter Reading and Control 61968) in 2009. However, there has not been any contact for the last two years.

ebIX® should probably have informed IEC (and ENTSO-E) formally about the ebIX® submission of CCs to UN/CEFACT.

The ebIX® Forum is positive to a closer cooperation with IEC and recognises the need for harmonisation of CCs. It was agreed to establish an ebIX® taskforce that as a first step makes a proposal for a project plan, budget etc. ETC was asked to handle the taskforce and come up with a project plan before summer. Action item III: ETC will come up with a project plan for taskforce for cooperation with IEC before summer 2012. 6) Cooperation with UN/CEFACT and IEC/TC57 See mail exchange in Appendix C. Is official letter to UN/CEFACT and IEC/TC57 needed? Vlatka has tried to contact Thierry Lefebvre, but without success. Vlatka proposed writing a letter to Thierry Lefebvre, with a copy to UN/CEFACT. The letter should include:  ebIX® is doing data exchange standardisation in the European retail market (downstream market), while IEC are dealing with the wholesale market (upstream market).  ebIX® has a long history using UN/CEFACT, including development and maintenance of EDIFACT documents and market models based on UMM (UN/CEFACT Modelling Methodology).  ebIX® has for many years tried to harmonise CCs between up- and downstream energy markets, including with IEC, ENTSO-E and Eurelectric.  ebIX® submitted the CCs to UN/CEFACT in 2010.  ebIX® is not aware of any CC submission to UN/CEFACT from IEC.  ebIX® thinks the UN/CEFACT and IEC harmonisation can be done in parallel. For the moment ebIX® doesn’t expect anything form UN/CEFACT related to this issue. Kai stressed that we have to be better to inform other bodies, such as IEC, ENTSO-E, UN/CEFACT etc. Not necessarily using much resource, but inform by mail, telephone etc. Kees and Ove will come up with a proposal for a letter to Thierry Lefebvre, with a copy to UN/CEFACT. Action item IV: Kees and Ove will come up with a proposal for a letter to Thierry Lefebvre, with a copy to UN/CEFACT. 7) Cooperation with ENTSO-E See mail in Appendix D. Is an official letter to ENTSO-E needed? Vlatka explained the history regarding the mail exchange:  ebIX® had a meeting with ACER last autumn, but nothing negative was said about EIC.  Vlatka will respond with a mail explaining that this is not true. The mail will sent to ebIX® Forum beforehand.  Vlatka will also contact Konstantin in ENTSO-E (by phone) explaining the ebIX® view. Kai stressed that the start-up of tWG should be prioritised. Action item V: Vlatka will respond to the mail from Maurizio Monti explaining the ebIX® view related to the meeting with ACER last autumn. ebIX® Forum

8) Public consultation on REMIT registration# The following information had been received from David: Right before ebIX® Forum, ACER is planning to start the public consultation process on REMIT registration (initially it was meant to be internal consultation for NRAs only) that comprises besides the registration process also the proposal on identification schemes to be used (unique identifier). The consultation will be shorter than usual - it will last for four weeks only. Three equally treated options for unique identifier are provided into the consultation, comprising also an option based on usage of existing codes (EIC, GS1 etc.). In the consultation document, the ebIX® recommendations on identification (version F) are referenced as external document (URL is provided).. The consultation document is published on ACER's website: http://www.acer.europa.eu/portal/page/portal/ACER_HOME/Stakeholder_involvement/Public_consulta tations/Open_Public_Consultations/PC_%202012_R_08%20on%20REMIT%20Registration%20Forma t Should ebIX® contribute?  Marc informed that there has been sent a letter from ENTSO-E to ACER stating that EIC should be the one and only identification scheme in Europe. Several ebIX® countries are however using GS1 codes for both Metering Points and Parties.  Mark also informed that TenneT will respond to the REMIT consultation.  Belgium, Germany, the Netherlands and Norway are using GS1 today. However other countries, such as Sweden has not implemented GS1. It was agreed that ebIX® not shall send a reaction, but the countries using GS1 and Slovenia were advised to cooperate on a response. 9) Report regarding changes in the Belgian market (Patrick) Patrick informed that the Belgium ebIX® participation will change:  New people will participate from Belgium, from a new organisation owned by the DSOs; ATRIAS, which was created by the end of 2011.  UMIX will be integrated in ATRIAS from June 2012.  ATRIAS will facilitate the Belgium market platform and will be an IT platform.  ATRIAS will be a project organisation for the next 5 years.  ATRIAS have two main goals: ebIX® Forum

1. Making a new MIG (Message Implementation Guide),  Smart meter ready  Simplification of Belgian market processes 2. Build a Clearing House for the Belgian market It was agreed the Vlatka will have an introduction meeting with ATRIAS in Brussels. 10) Nomination on ebIX® members of the ebIX®, EFET and ENTSO-E Harmonisation Group (HG) Currently Lucy, Vlatka, Kees and Ove are participates in the HG from ebIX®. Oscar nominated Jan as a new member, which was agreed. ebIX® will from now on have 5 members. Vlatka will inform Herwig (HG chairman). 11) New project proposals The following two project proposals were discussed:  “AIB and labelling” and the need for a new project with CEN o The proposal was postponed as an ebIX® project, since EMD has finalised the labelling process. o Additional AIB roles was proposed put on the tWG agenda  Requirements from Nordic countries related a common Nordic Balance Settlement (EMD)? o Vlatka said that she would like to reopen EMD to discuss the Nordic needs, but this will need participation from all the Nordic countries. o The Nordic countries have a meeting May 3rd and will come back with a response after this meeting. 12) Next Meeting The next ebIX® Forum will take place Tuesday October 23rd (in the afternoon) and Wednesday October 24th (until lunch) in Berlin. There will be a preceding ETC meeting Monday October 22nd and Tuesday October 23rd (in the morning). The German BDEW/UMM group (5 persons) will be invited to the ETC meeting Tuesday 23rd. 13) AOB, including interesting new data exchange developments in individual countries Submission of CCs to UN/CEFACT Kees informed that the original ebIX® proposal was to submit European CCs to UN/CEFACT, but UN/CEFACT proposed a worldwide view (last year). If the question turns up again ebIX® still think the submission should be European.

Appendix B ETC PROPOSAL FOR EBIX® TASK FORCE FOR COOPERATION WITH IEC ETC proposal for getting a better influence within Europe: ®  ebIX sees the need for a harmonisation of both up- and down-stream, for both electricity and gas.  We suggest starting with harmonisation between the up- and down-stream, for electricity. ®  A possibility is to opening a CEN Work Shop for the ebIX models: o Cost approximately 10.000 € per year o A CEN WS is limited (temporary) “project like” way of making a “product”  The IEC/TC57 CIM European Market Extension is made for the upstream (TSO-TSO) processes and is, at least for the time being, not covering the ebIX® “process areas”. This has also been stated by Germany (BDEW), who has found that the IEC/TC57 CIM European Market Extension not is fit for the German, and probably not for the European, energy market.  We should not, at least for the time being, stop our UN/CEFACT participation and CC requests.  Other alternatives could be within ENTSO-E/ENTSOG, Eurelectric, CEER, ACER, …..  Participation in IEC seems like a good solution, but imply: o that IEC will look into the downstream electricity market ® o resources from ebIX for participation in IEC groups and time for development of models and other relevant documents. ® ®  ETC propose that the ebIX Forum create an “ebIX task force” that can investigate the possibility for a cooperation with IEC, This may include: ® o One or two face-to-face meetings, internal ebIX or together with IEC o To come up with proposal for a project plan with IEC o …

Dear Mr Mason, It has just been brought to our attention that the forum ebIX is proposing a project within UN/CEFACT to submit core components for what they call “Core Components for the European Energy Market”. As you may be aware IEC/TC57 has for numerous years being developing the CIM (Common Information Model) which is reflected by the IEC standards IEC 61970, IEC 61968 and the more recent standard IEC 62325 related “Framework for energy market communications”. This last standard, IEC 62325, is made up of several parts, amongst them 

part 301 covering the basic core component classes required for the development of market process electronic documents,



part 351 covering the aggregate core component classes required for the development of European style market process electronic documents, and in particular: o

Part 451-1 covering the requirements for the acknowledgement process requirements and its associated electronic document,

o

Part 451-2 covering the requirements for the scheduling process requirements and its associated electronic documents,

o

Part 451-3 covering the capacity allocation and nomination process requirements and its associated electronic documents.

o

Part 451-4 covering the reserve resource process requirements and its associated electronic documents

o

Etc.

The 451-n set of standards are all based on the core components that are to be found in part 301 and in particular in part 351 for the European market. These standards have all been developed within the TC57/WG16 and with the concerted help of ENTSO-E (the European Network Transmission System Operators for Electricity set up by the European Commission). ENTSOE fully supports international standards under IEC. It should also be noted that in the mandate M/490 from European Commission to CEN/CENELEC/ESTI concerning the European energy market for the development of the smart grid, IEC standards have been designated as the basic cornerstone for this work. We believe that it is extremely counter-productive for UN/CEFACT to attempt to create and introduce “core components” that are not a part of IEC 62325 part 301 and part 351. We would appreciate it if you could bring this problem to the attention of the UN/CEFACT Chair and to request that he keeps us informed of the intentions of UN/CEFACT in this respect. ebIX® Forum

On our side, we will also ask ebIX to clarify their goals since there are existing liaisons between IEC/TC57/WG14 (interface for distribution automation) and IEC/TC57/WG16 (communications for deregula= ted markets).

Through the framework of the IEC liaisons harmonization of core components should have be carried out before you submit your proposal to UN/CEFACT. Dear Peter and Antonio, Please find here attached the WG EDI answer to PwC and Ponton questionnaire. I am very worry when I read in some documents the proposal to have a “ARIS data standard” and that PwC & Ponton would like to define it. Such a “proposal” will cost M€ for all TSO s to implement it, maintain it and throw away the already standardized work of ENTSO-E (especially IT work in WG EDI). In the proposal of agenda for the next Market Committee, WG EDI included an item 8.5 about all the “satndardisation” and “harmonization” work – it will be fine to have a meeting with you to understand the ENTSO-E strategy. Just to mention, I heard that ebIX is trying to place its project “Core Component for the European energy market” on the agenda of UN/CEFACT !!! This may indicate that after informing ACER in October 2011 that ebIX has the “solution” to identify market participants (and by the way the EIC coding scheme was inappropriate), the “ebIX Role Model” (forgetting to mention the ENTSO-E/EFET/ebIX Harmonized Role Model), ebIX will announce ACER/PwC&Ponton that they have the Core Components for the “European energy market” and thus all the work carried out within IEC TC 57 which is also supported by M/490 on CIM (I thought that there was a common decision to all ENTSO-E Committees to support CIM) is to be through away.
