Introduction 1 Since documents TC 58/3 and TC 58/3/Add.1 on voluntary trust funds were distributed on 31 March 2008 and 2 June 2008 respectively, IMO has received additional voluntary trust funds and cash donations to its technical co-operation activities. The following paragraphs provide up-to-date information as at 31 March 2009. 2 There are four multilateral and 17 bilateral technical co-operation trust funds in operation. Since 3 June 2008, some US$3,190,780 have been contributed to the multilateral and bilateral trust funds held by IMO and cash donations made to specific Integrated Technical Co-operation Programme (ITCP) activities have amounted to US$410,657. 6 Since the Secretariat’s last report to TC 58, two further contributions have been received from Inmarsat and Overbury to the amounts of US$10,000 and US$1,639, respectively. International Ship Recycling Trust (ISRT) Fund 7 This Fund was established on 1 May 2006. The status of contributions made to this Fund is shown in table 3. 1

Remarks

IMO Malacca and Singapore Straits Trust Fund 8 This Fund was established in 2008 to support projects identified by three littoral States (Indonesia, Malaysia and Singapore) following several meetings held in Asia on safety, security and environmental protection in the Straits of Malacca and Singapore. The status of contributions to this Fund is shown in table 4.

Memorandum of Understanding (MoU) between the Department of the Environment, Water, Heritage and the Arts, Australia and IMO 9 Through this MoU signed on 16 June 2008, the Department of the Environment, Water, Heritage and the Arts, Australia, provided AUD$60,000 (US$57,512) for the delivery of a Regional Workshop on the London Protocol for Senior Managers and Government Administrators of Small Island Developing States in the South Pacific region. Grant Agreement (CTCB Project 2008-241) between Canada and IMO on the Counter-Terrorism Capacity-Building Programme 10 This grant agreement was signed on 22 October 2008 for the delivery of a maritime security needs assessment mission in Trinidad and Tobago and a subregional workshop on maritime security and facilitation for Caribbean countries. Under this grant agreement, Canada agreed to provide CAD$155,026 (US$124,890) over two fiscal years (2008-2009), of which US$58,749 were received in 2008. Contribution Agreement between the Minister of the Environment, Canada and IMO 11 This contribution agreement was signed on 28 October 2008 to support a workshop on the London Protocol for countries surrounding the Mediterranean Sea. Under this agreement, the Minister of the Environment, Canada, agreed to provide CAD$25,000 (US$20,255) during the fiscal year 2008-2009, of which US$14,752 were received in 2009. MoU between the Ministry of Transport of Egypt, the Arab Academy for Science and Technology and Maritime Transport 12 The MoU was signed on 11 November 2008 for the 2008-2009 biennium. The Government of Egypt agreed to provide US$30,000 to support the ITCP, of which US$10,000 was received in 2009. The Government of Egypt also agreed to share the cost for consultants from the Academy to carry out work on behalf of IMO and to provide free tuition fees for six African students. I:\TC\59\6.doc

Grant letter from the Ministry of Foreign Affairs, Norway 13 Through this grant letter signed on 10 February 2009, the Ministry of Foreign Affairs provided NOK340,000 (US$50,000) to support a subregional meeting, held in Djibouti, to conclude agreements on maritime security and piracy off the coast of Somalia. IMO/Republic of Korea Programme on Technical Co-operation (Trust Fund) 14 The Government of the Republic of Korea signed an MoU with IMO in June 2003 to establish the above-mentioned trust fund, with the purpose to provide financial contributions for ITCP activities as well as the World Maritime University (WMU). Financial support provided in 2008 also included funds for the IMO International Maritime Law Institute (IMLI) fellowships programme. Since the establishment of this trust fund, the Government of the Republic of Korea has donated a total of US$2,797,605, including a new donation of US$448,337 since the Secretariat’s report to TC 58. Memorandum of Agreement (MoA) between IMO and the Ministry of Maritime Affairs and Fisheries (MOMAF) of the Republic of Korea 15 MOMAF, through an MoU signed on 2 November 2007, has provided US$850,000 to support the implementation of the Marine Electronic Highway (MEH) demonstration project in the Straits of Malacca and Singapore. Agreement between the Government of Sweden and IMO on support to the Food and Agriculture Organization (FAO)-IMO project proposal for tsunami reconstruction and rehabilitation in the Bay of Bengal with a focus on small fishing vessels safety 16 This agreement was signed with the Government of Sweden on 7 March 2007 to assist countries in the Bay of Bengal region in their capacity-building process through tsunami rehabilitation and reconstruction. Sweden has provided a total of 2,800,000 Swedish kronor (US$450,688), of which US$235,298 were received in 2008. MoU on technical co-operation between the United Kingdom and IMO (Trust Fund) 17 This MoU was signed between the Department of the Environment, Transport and the Regions of the United Kingdom and IMO in March 2000 for the purpose of providing funds for ITCP activities related to flag State implementation. The MoU was amended in 2002 to cover contributions to WMU. Since the last report to TC 58, the Maritime Coastguard Agency has made a further donation of £173,000 (US$252,924) for both ITCP activities and WMU fellowships. The total contributions received under this MoU have now reached £1,278,000. Award from the Unites States Department of State in support to the “Barriers to Compliance” project 18 This award was signed on 21 March 2008 by the United States Department of State to provide US$79,200 towards the “Barriers to Compliance” project, of which US$30,000 were received in 2008. The “Barriers to Compliance” project is an offshoot of a study sponsored by IMO and the United Nations Environment Programme (UNEP) to develop projects to build capacity, especially in developing countries, for identifying and removing barriers to compliance with international sea dumping controls.

Contract between IMO and the European Community (EC) on the financing of the SAFEMED I and II projects (Euro-med Co-operation on Maritime Safety and Prevention of Pollution from Ships) 19 Through a contract signed on 26 October 2008, the EC agreed to provide some €4,000,000 for the SAFEMED I project. In 2007, IMO received a remittance of €1,600,000 (US$2,359,988) towards this project. A second contract was signed on 20 December 2007, whereby the EC further agreed to provide €5,500,000 for a follow-up project which started in December 2008. A total of US$2,683,640 was received in 2008. Global Environmental Facility (GEF)-UNDP-IMO project: Building partnerships to assist developing countries to reduce the transfer of harmful aquatic organisms in ship’s ballast water (GloBallast Partnerships) 20 IMO and UNDP signed the project document on 17 September 2007 for a five-year period. The GEF grant amounts to US$5,688,000, of which US$914,988 have been received to date. Global Industry Alliance (GIA) for marine bio-safety and GIA Fund 21 Through the signing of an MoU in October 2008, four major shipping corporations, namely APL Co Pte Ltd., BP Shipping, Daewoo Shipbuilding & Marine Engineering Co. Ltd. and Vela International Marine Limited, agreed to contribute US$50,0000 each to support GIA activities. The total amount of contributions to the GIA Fund is US$200,000. GEF Trust Fund Agreement: MEH Demonstration Project 22 The GEF Trust Fund Agreement was signed between IMO and the International Bank for Reconstruction and Development (IBRD) on 19 June 2006 for the implementation of the MEH demonstration project (2006-2011). Under this agreement IBRD will provide a total grant of US$6,860,000. To date US$1,011,797 have been received by IMO, of which US$411,809 were received in 2008. Trust Fund Agreement between IMO and the International Transport Workers’ Federation (ITF) on funding support for IMO’s ITCP 23 The Trust Fund Agreement was signed on 16 September 1996, with ITF providing a total of £1.5 million for ITCP activities. Whilst all agreed activities have been delivered, new activities are being reprogrammed with the remaining funds. MoUs between IMO and UNEP Regional Seas Programme on London Convention/Protocol Matters 24 A first MoU was signed on 29 November 2005 and expired on 31 August 2006 to the amount of US$80,000. A second MoU was signed on 21 February 2007 and expired on 31 March 2008 to the amount of US$15,000. A third MoU was signed on 5 December 2007, amended on 22 September 2008 and it will expire on 30 June 2009. Under this MoU, UNEP contributes US$73,828, of which US$40,000 were received in 2008.

Letter of Agreement between IMO and the United Nations Industrial Development Organization (UNIDO) on the implementation of the UNEP project entitled “Combating Living Marine Resources Depletion and Coastal Areas Degradation in the Guinea Current Large Marine Ecosystem” 25 Through a Letter of Agreement concluded on 28 September 2005, UNIDO agreed to reserve funds received from UNEP in the amount of US$355,121 for the implementation of this project. Since the signing of the Letter of Agreement, IMO has received a total of US$254,990. Other cash donations to ITCP activities 26 Table 5 shows other cash donations made to the ITCP since the Secretariat’s reports to TC 58. Voluntary donation of interest earnings under the Contributions Incentive Scheme (CIS) 27 The Assembly, at its twenty-fifth session, adopted resolution A.993(25) on Voluntary donation of interest earnings under the CIS to the Technical Co-operation (TC) Fund, inviting Member States to consider voluntarily donating to the TC Fund part, and if possible all, of their interest earnings accumulated under the CIS during the period 1998 to 2005. The total amount of contributions under this scheme is £304,920. Table 6 shows voluntary donations made by Member States since the last report to TC 58.
