TERMS OF REFERENCE FOR Evaluation OF ACCESS, SERVICE AND KNOWLEDGE (ASK) PROJECT (Implemented in Mfangano Division in Mbita Sub-county and East Ugenya Location in Ugenya Sub-county) October 2015

1.0

INTRODUCTION

ACK Development Services (ADS) - Nyanza is a non-profit making faith based organization serving vulnerable communities within the four Anglican Church of Kenya dioceses covering six counties namely Siaya, Kisumu, Homabay, Nyamira, Kisii and Migori (formerly Nyanza province). Since January 1997, ADS- Nyanza has been carrying out interventions in partnership with communities in various development spheres in Maseno South, Maseno West, Bondo and Southern Nyanza dioceses i.e. working with identified vulnerable communities, irrespective of their religion, political affiliation or ethnic background to promote sustainable development. The organization’s core business is capacity building of Common Interest Groups (CIGs) within communities to facilitation change of focus and from free service oriented programs to enabling communities participate in program activities through participatory development approaches that promote sustainability. This aims to work against the backdrop of worsening trends in health and development among the impoverished communities living in six Nyanza region counties. ADS- Nyanza Vision: The organization has vision of a dignified responsible humanity enjoying fullness of life, ADS- Nyanza Mission; the mission of the organization is to enable the Dioceses and communities of Nyanza region to achieve fullness of life and integrity of creation through sustainable development programs The organization carries out interventions in various areas including; community based healthcare and health systems strengthening, food security, water and sanitation as well as economic empowerment of vulnerable households. Since July 2014, ADS –Nyanza supported by SIMAVI has been implementing Access, Knowledge and Service (ASK) project in East Ugenya location, Ugenya sub-county in Siaya County and in Mfangano division Mbita sub-county in Homabay County. The objective of the one and a half year project was to improve SRHR of young people aged 10 – 24 years by increasing their uptake of SRHR services.

ADS-Nyanza therefore seeks the services of a qualified individual consultant or consultancy firm to carry out end line evaluation of Access Services and Knowledge Project for the project. 2.0

SCOPE OF WORK

2.1

Purposes

The Purpose of the evaluation is to ascertain outcomes and impact of ASK project on knowledge and uptake of Sexual and reproductive health services and rights among youth aged 10 to 24 years

2.1.1 Objectives of the Evaluation   

To ascertain results (output, outcome, impact) of the ASK project on youths aged 10 to 24 years old To assess the relevance, effectiveness, efficiency and sustainability of the activities implemented in the framework of ASK project, and their results. To make recommendations for improvement of both the project as well as implementation strategy by ADS-Nyanza

Tasks In consultation with Programs manager and Monitoring and evaluation manager: o Carry out Literature Review of the ASK project documents o Design the evaluation study o Develop both qualitative and quantitative data collection tools for the study o Train data clerks and discussants o Oversee data collection and cleaning o Facilitate transcription of qualitative data o Design data entry screen for the quantitative data o Oversee qualitative data entry and analysis o Produce a first draft Evaluation report t

o Present the report for the management and coordinators for comments o Produce the final report 2.3

Expected results

Process 

An insight in the current knowledge levels on Sexual and Reproductive Health and rights among adolescents within the targeted ASK Project sites



Determination of current level of access to reproductive health commodities for adequate SRH service provision



An understanding of the quality of SRH services sought by the young people in the public and private facilities in the targeted ASK Project Sites



An insight in the level of support for young people’s SRH in targeted ASK sites with focus also on functionality of the youth SMS platform established to facilitate communication



To ascertain the level of youth and adolescents engagement with authorities on issues of SRHR in the targeted sites-

Outcome 

An insight into the proportion of young people who are better informed to make healthier decisions towards their sexuality, specifically when, where and how to get SRHR services An insight in the change in number of young people who have access to ARV, contraceptives and other SRH commodities



An insight in change number with access to SRH for young people, including hard to reach groups, to quality youth friendly services



An understanding of extent to which the environment facilitates and supports young people’s access to SRH services

3.0

EVALUATION METHODOLOGY The Evaluation will take an exploratory cross-sectional approach applying various data collection and analysis methodologies that will include but not limited to; use of literature review, in-depth interviews with key informants, FGDs with various

beneficiary groups and stakeholders, Observation and documentation and use of checklist to formulate questionnaires. The methodologies will also depend on the recommendations of the consultant based on his or her understanding of the project. The consultant will work with M & E manager, Programs Manager Project Coordinators and project Officer for the organizations as deemed appropriate.

4.0

REPORTING AND RESPONSIBILITIES/ROLES The consultant will be responsible to the Executive Director for ADS – Nyanza or his duly appointed designate. The consultant agrees that information obtained or learned while working on ASK project behalf of ADS-Nyanza is proprietary and confidential

Roles and responsibilities: The Consultant will 

Develop and present technical proposal for evaluation of ASK project (understanding of the ToR), work plan and budget



Design questionnaires and evaluation tools



Implement the evaluation exercise according to the agreed ToR and “understanding of the ToR”



Based on the findings, compile a draft evaluation report, which will be shared with ADS – Nyanza management



Incorporate comments and finalize the report as will be agreed between the consultant and ADS- Nyanza management.



Present a soft copy of the report as well as 3 well bound hard copies to ADSNyanza

ADS- Nyanza /Consortium will 

Develop contract agreement with the consultant



Provide relevant background information and periodic reports and other relevant documents for ASK project



Identify and Mobilize target youths, staff, CHWs and other , stakeholders



Comment on the draft and approve the final report



Honor agreement and effect payment

5.0 TERMS OF PAYMENT 

ADS –Nyanza will negotiate with the consultant to pay a manageable (an agreed amount falling within the project baseline budget) professional fee subjected to withholding tax.



ADS - Nyanza upon satisfactory signing of the contracts will provide resources for commencement of the evaluation exercise and will pay the entire amount of consultancy fee upon successful completion and submission of the final evaluation report by the consultant.

DELIVERABLES 

Interpretation of the TOR before commencement of the evaluation exercise



Qualitative/quantitative data collection tools, as may be applicable



Both transcribed and raw qualitative data



Filled in quantitative data questionnaires where applicable



Draft ASK project evaluation report



Final ASK project evaluation report

7.0

TIMEFRAME The assignment is expected to be carried out and completed by 15th November, 2015

8.0

QUALIFICATION 

Minimum of a degree in research or social sciences from a recognized university



Working knowledge of community based health care and health systems



Working knowledge of online social networks e.g. twitter, face book what’s-up and skyp among other.



At least three related consultancies



Knowledge on participatory methodologies will be an added advantage
