PRIZES:

Willard Willis served the Overton County Fair for many years living on the grounds and providing security throughout the year. He opened the gates each morning and closed them each night. He monitored the use of the grounds daily by those who walked to get their exercise, went fishing on the back side of the property in City Lake, attended many events on the property or just visited the grounds. He routinely checked the grounds for safety and maintenance issues that needed to be fixed during the year. During the fair he provided the fair with walking security coverage safeguarding the many prized items exhibitors entered in competition classes, the items displayed yearly by our commercial exhibitors and the booths of our vendors. In the evening you would find him mingling with visitors on the grounds enjoying talking to those he had not seen since last year, enjoying some of that wonderful fair food, or just sitting back and enjoying one of the events. He worked all through the fair helping get the fairgrounds ready, helping to get the grounds cleaned daily during the fair preparing for each days events and helping clean up at the end of the fair. He will be missed by his many friends and family, but will always be remembered for his dedication to the fair that he so proudly served for many years. 2

Project should have been made for a scouting project, achievement or activity badge in appropriate category and completed since last fair. 2. Can be wood, leather, paper photo project, etc. 3. Should be labeled as to what Achievement or Activity Badge was earned. 4. Derby projects include Pinewood Derby Cars, Rain Gutter Regatta Boat, Space Derby Rocket. 5. Loretta H. Qualls (May 20, 1922 - December 29, 2015) Loretta was a native of Knox County, TN, moving to Overton County with her family during her high school years. She graduated from Livingston Academy and TTU. She was a Home Economics teacher at LA for several years. Loretta spent the majority of her adult years volunteering in many organizations in our community, county and region. She was also very active in various capacities for the Overton County Fair and was the organist for the horse shows during the fair (as well as for many other fairs across the Upper Cumberland) for many years. Loretta exemplified the true Tennessee volunteer spirit to the fullest, always giving and participating in every stage of her life until her illness prevented her from active participation. She was named Ms. Senior Tennessee and her philosophy of life won first place in the Ms. Senior America contest in 1992. She lived by this philosophy her entire life: “I believe that God and family should come first. Other commitments should be made thoughtfully, but once given should be honored. Your reputation and good name should be guarded carefully. Also you should live within your means, lest you lose all for which you have worked. Encourage your children by helping them, but do not replace their own responsibility. You have a responsibility to better your community in direct relationship to your God given assets and talents. Treasure and learn from your heritage, but do not dwell on your past mistakes. Decisions are based on our best judgements at the time. Develop a positive attitude and be kind and considerate in your everyday contacts. Don’t be afraid to volunteer...there are so many opportunities to do good. As it is such a privilege to reach the golden years, we should work hard to use these years to better our fellow man.” 3

Lynn King Wow!!! Lynn, we can’t believe you are gone! Born January 9, 1960 and passed away January 2, 2016. Lynn only had a few days short of 56 years to touch so many lives! As owner/operator of Livingston Flower Basket and Shady Rose Gift Shop, he met and touched hundreds of lives while making a living doing what he enjoyed. An avid UT fan, there was always plenty of UT items for decorating and gifts in his shops. He proudly served the Town of Livingston as Alderman, serving all of Livingston to the best of his ability on an endless variety of issues. His love for music gave him an opportunity to serve God through playing piano at church to being part of the Praise Quartet. He loved the Overton County Fair and served many years as Fair Director, then as an Honorary Fair Board Member. Many of those years he also emceed the beauty pageants and worked to obtain reputable judges for the beauty pageants. His love for fairs went beyond Overton County Fair, as he assisted surrounding fairs especially in beauty pageants, and decorated each year for the Tennessee Association of Fairs beauty pageant where each county Fairest of the Fair competed for the Tennessee Fairest of the Fair. Lynn will always be remembered for enjoying life to the fullest, his love for people and for his pranks and jokes. Everyone had a favorite Lynn King story! Lynn was a friend to everyone who knew him. He will be forever loved and missed. Thanks Lynn for your contributions to the community and the fair - you will forever be a part of the Overton County Fair. 4

State Aid To Fairs

From the funds appropriated by the General Assembly of the Sate of Tennessee and for the purpose of aiding agricultural fairs in supplementing the payment of agricultural premiums: namely in Adult and Junior Agricultural, Livestock, Poultry, Women’s Work and Agricultural Exhibits, the Overton County Agricultural Fair has been allotted its proportionate share by the Tennessee Department of Agriculture. “For the purpose of further encouraging fairs to excel in their usefulness to their respective areas, a Merit Award provision was also made in the appropriation. It is hoped that the OVERTON COUNTY AGRICULTURAL FAIR can have an exhibition sufficiently creditable to warrant its receiving one of the special Merit Awards in addition to its allotment of State Aid.” Policy for Admission is $2.00 for everyone age six (6) years & above, admission for Tuesday, July 19 will be $3.00 & Saturday, July 23 will be $5.00

TENNESSEE DEPARTMENT OF AGRICULTURE Division of Animal Industries 2016 FAIR REGULATIONS (Livestock Health Requirements for Fairs and Exhibitions) SPECIAL COMMENTS: 1) It is expected that all exhibitors will bring only healthy animals to the fairs and exhibitions. Although state and federal animal health officials will be performing some inspections, fair officials are responsible for ensuring that all animals entering fairs for exhibition are in overall good health and are accompanied by a Certificate of Veterinary Inspection. Animals showing clinical signs of contagious disease should be sent home immediately. Violations should be reported to the state veterinarian or his agent. 2) Certificate(s) if Veterinary Inspection are to accompany all animal(s) to the respective shows with the exception of in-state Tennessee equine and poultry. In-state Tennessee equine six (6) months of age or older must have a negative Equine Infectious Anemia test within the preceding twelve (12) months. Poultry assembled at shows or exhibitions should be accompanied by evidence of a negative test for Pullorum-Typhoid within 90 days, or be tested on-site prior to exhibition following strict biosecurity procedures, or originate directly from a flock which has been certified as Pullorum-Typhoid Clean under Tennessee Poulty Improvement Plan. As part of increased awareness and surveillance for Avian Influenza and other poultry diseases, all bird’s physical appearance should be assessed at the time testing is conducted. 3) Health certificates issued in satisfaction of these Tennessee Fair Regulations shall be good for 90 days for Tennessee livestock only. 4) Please note that exhibition requirements for out-of-state livestock are the same as regular import requirements. 5) Warts and ringworm are considered contagious and infectious diseases and are permissible exclusions only if considered inactive by the issuing veterinarian and noted as such on the Certificate of Veterinary Inspection. 6) Scabies, contagious ecthyma (soremouth), footrot, cutaneous fungal and bacterial infections (i.e. club lamb disease, caseous lymphadenitis) are considered contagious and infectious diseases, and are permissible exclusions only if considered inactive by the issuing veterinarian and noted as such on the Certificate of Veterinary Inspection. 7) Avian Influenza - All out-of-state poultry must originate directly from a Pullorum-Typhoid Clean Flock and a H5/H7 Avian Influenza Clean Flock, or be accompanied by evidence of a negative PullorumTyphoid test within ninety (90) days and a negative official Avian Influenza test within twenty-one (21) days. ALSO, PLEASE NOTE THAT IF HIGHLY PATHOGENIC AVIAN INFLUENZA IS DETECTED IN TENNESSEE OR A NEIGHBORING STATE, THE COMMINGLING OF POULTRY AT FAIRS AND EXHIBITIONS MAY BE SUSPENDED. 8) Fair Biosecurity please review and implement the biosecurity recommendations for exhibit organizers and exhibitors related to swine provided by the National Pork Board that can be found at http://m.pork.org/News/4545/SwineShowBiosecurityRecommendations.aspx. Also be aware of the potential exposure of fair attendees to E. coli 0157 from animals exhibited on the fairgrounds. Below is a summary of recommendations for fair management by the National Assembly of State Animal Health Officials and the National Association of State Public Health Veterinarians to better protect fair attendees from disease: • Provide easy access to hand washing stations. • Post informational signage that includes the following messages: • No eating or drinking in the animal areas. • Wash hands frequently • No pacifiers, sipping cups or strollers in the animal exhibition areas. • Discourage sleeping in the animal exhibition areas. • If human or swine influenza-like illness is associated with the exhibition, animal health and public health officials should be notified immediately. • People who have influenza-like illness should leave the exhibition immediately and seek medical care. They should advise their health care provider about their fair attendance. • PeoplE at high risk for developing severe complications from influenza should limit their exposure to swine.

TENNESSEE DEPARTMENT OF AGRICULTURE REGULATORY SERVICES - ANIMAL HEALTH SUMMARY: LIVESTOCK HEALTH REQUIREMENTS FOR FAIRS AND EXHIBITIONS

I.

GENERAL: A. All stalls, pens, chutes, etc. located on the grounds of fairs and exhibitions shall be thoroughly cleaned and disinfected with a disinfectant approved by USDA, APHIS between each scheduled fair or exhibition. B. All livestock (except poultry and equine) which enter fairs and exhibitions shall be accompanied by an official veterinary health certificate with individual permanent identification. Certificates for this purpose shall be valid for ninety (90) days from date of issue. (Tennessee livestock only - out-of-state certificates are valid for thirty (30) days from the date of issue.) C. No animal showing clinical signs of infectious or communicable disease shall be allowed to enter or remain on premises of fairs or exhibitions. It shall be the responsibility of the manager of each event to assure prompt removal of such animals.

II.

LIVESTOCK AND POULTRY ORIGINATING WITHIN THE STATE OF TENNESSEE

[Certificates of Veterinary Inspection Valid for a Period of Ninety (90) Days] A.

SWINE: All swine which enter fairs and exhibitions shall be accompanied by an official veterinary health certificate with individual permanent identification or sufficient description to identify each animal. B. CATTLE: All cattle which enter fairs and exhibitions shall be accompanied by an official veterinary health certificate with individual permanent, official identification. C. POULTRY: (1) Sponsors of poultry shows or exhibitions shall notify the Tennessee Department of Agriculture at least thirty (30) days prior to show or exhibition. (2) Poultry found not to be in apparent good health shall be removed immediately from any show or exhibition. D. HORSES & OTHER EQUIDAE: Horses and other Equidae six (6) months of age and older must have negative Equine Infectious Anemia test within the preceding twelve (12) months. E. SHEEP: (1) All sheep imported into or through Tennessee shall be accompanied by an official health certificate and be in compliance with 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (2) All sheep that move within the state, with the exception of wethers under the age of 18 months that are produced for slaugther only, including for change of ownership, shows, fairs, expositions, or slaughter shall be permanently, individually identified by a method approved in Title 9, Code of Federal Regulations, Part 79.1 through 79.4. F. GOATS: (1) Goats imported into or through Tennessee shall be accompanied by an official health certificate and be in compliance with 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (2) Goats imported into Tennessee for immediate slaughter to an approved slaughter establishment or to an approved livestock market for sale to a slaughter establishment shall only be required to have a transportation document and be in compliance with Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (3) All registered breeding goats, goats that have been commingled with sheep, goats for exhibition and dairy goats that move within the state, including for change of ownership, shows, fairs, expositions or slaughter shall be permanently, individually identified by a method approved in Title 9, Code of Federal Regulations, Part 79.1 through 79.4.

Livestock and Poultry entering fairs and exhibitions from areas outside the State of Tennessee shall be subject to current Tennessee import requirements. Please contact the state veterinarian’s office regarding questions or recent changes to these rules. These interstate requirements are summarized as follows: ALL SPECIES (except poultry): Official Certificate of Veterinary Inspection valid for thirty (30) days and individual permanent official identification, except for equine. Equine must have sufficient description to identify the animal. CATTLE: Certificate of Veterinary Inspections and additional requirements as follows: (1) Tuberculosis: No requirements except for cattle originating from regions not considered free of tuberculosis. (2) Brucellosis: No requirements except for cattle orginating from regions not considered free of brucellosis. Test eligible cattle Intact male or female cattle eighteen (18) months or older. (Vaccinates and non-vaccinates) SWINE: No testing requirements for swine unless orginating from a region not considered free of Brucellosis or Pseudorabies. HORSES AND OTHER EQUINES: Animals six (6) months of age or older - negative equine infectious anemia (Swamp Fever) test within twelve (12) months. POULTRY: Originate directly from a Pullorum-Typhoid Clean Flock and an H5/H7 Avian Influenza Clean Flock, or be accompanied by evidence of a negative Pullorum-Typhoid test within ninety (90) days and a negative Avian Influenza test within twenty-one (21) days. SHEEP: (1) All sheep imported into or through Tennessee shall be accompanied by an official health certificate and be in compliance with 0080-2-1-.02, and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (2) Tuberculosis: (a) All cervidae shall originate in herds which have had a negative herd test for tuberculosis within twelve (12) months with a USDA approved single cervical test and individual imported animals shall be negative to the single cervical test within thirty (30) days of entry; or (b) Animals not originating in tested herds as described above must test negative to two (2) single cervical tests at least ninety (90) days apart, the second test conducted not more than thirty (30) days prior to entry.

Fair association or exhibition or management shall inform exhibitors of the rules of this chapter, and shall notify the State Veterinarian or his agent of any violations. Exhibitors shall present evidence of compliance with this chapter to the State Veterinarian or his agent upon request. These rules constitute a minimum legal standard and in no way restrict the right of fair and exhibition managers to establish additional or more stringent requirements.

No entry fee charged for any exhibit unless otherwise specified. All livestock must be on the grounds as specified by each Department. All exhibits and booths must be entered on Sunday, July 17th from 1:00 p.m. to 5:00 p.m. and not removed before Sunday, July 24th between 1:00 p.m. to 3:00 p.m. Competition for prizes open to residents of Overton County or must attend Overton County School System except otherwise noted. The Overton County Fair Association will not be responsible for any loss, damage or accident that may occur to any person, animal or article, but will take every reasonable precaution to safeguard same. There will be guards on duty all night. All Fair Checks not cashed within sixty (60) days will not be paid. All livestock, except sheep and goats, must be under halter. All cattle, horses, and mules will be shown in designated arena areas. Judging for all departments will begin at time shown in Daily Program. All entries must be made in the name of the bona fide owners, entries made otherwise will not be allowed to compete. If questions arising relative to the ownership of animals, articles or the growing of farm and garden products, the person making such entry may be required to make affidavit relative to same. Should unforeseen conditions arise over which we have no control, the fair at any time before or even during the fair, and in any case any unforeseen conditions should arise that we are unable to pay 100% premiums, we reserve the right to prorate said premiums. Right reserved to carry over the program day to day, declare off any or all classes on account of cyclones, excessive rain, fire or any other reason deemed necessary by the Executive Committee. Pageant Scholarship Rules

Chairman: Linda Edens Co-Chairman: Brooke Young, Jennifer Deimel Premium Offered: $825.00

The Fairest of the Fair Pageant winner will be eligible for a college or university scholarship. No Individual contestant will have a sponsor. The revenue derived from the sponsor will be used to provide a College, University or accredited technical school scholarship of the winner’s choice, within the state of Tennessee. The following criteria will be used in awarding the scholarship each year. 1. The amount of the scholarship will be $1,000. 2. One-half of the amount ($500) will be issued upon completion of the first semester’s work. The recipient must produce documentation of being enrolled and achieving at least a 2.0 G.P.A. 3. In the event the winner is not ready to enter college, having not yet finished high school at the time, the money will be left in the bank account until she is ready to enter college, then it will be issued in the above manner, without accrued interest. 4. If the winner of the Fairest of the Fair Pageant does not plan to enter college, the scholarship will then be awarded to the first runner-up if she plans to attend college. If neither plan to go to college, the scholarship will be awarded to the second runner-up. Winner and/or Runnerup can receive only one scholarship. 5. Funds from the scholarship will be deposited in an account in a local bank to be used only for an awarding scholarships. 6. The Overton County Pageant Scholarship Committee will properly publicize the availability of the scholarship in an effort to increase participation in the pageant and to recognize the sponsors. 7. The scholarship will be known as the “Overton County Fairest of the Fair Pageant Scholarship.” 8. Funds for the scholarship will not be a part of the operating budget of the Overton County Fair Association.

Rules: 1. All entries must be a form of needlework. 2. No entry will have names written on it. 3. All entries must be handwork of exhibitors. 4. All entries must be strictly homemade. 5. Each person will only be permitted one entry in each lot. 6. All entries must have been completed since last fair. 7. When there is only one entry it will be judged and awarded a prize according to its placement. However, if the judge rules that there is grounds for disqualification, no prize will be awarded in that lot. 8. Exhibitors will not be permitted to witness judging. 9. Entry stub must be presented for release of the exhibit. 10. Any entry that does not meet these specifications will be disqualified. 11. If a lot is provided for an entry the same type entry can not be entered in addition lots.

Rules: 1. Competition is open to Tennessee youth. 2. No sick animals allowed. 3. All Wethers will show as Market Goats. (castrated Billy) 4. All Wethers must have their milk teeth. 5. Does will show as Commercial Does or as Market Goats not both. 6. Commercial Does will have kid classes since last year and yearling classes (1-2 year old). The goat must have yearling teeth to show in yearling classes. If the goat has 6 big teeth it will be allowed to show but not for champion. 7. Classes will be divided by weight. They will not be divided by breed. 8. There is no minimum weight, but all animals must be under a lead. 9. All goats must have proper identification (eartag or necktag). 10. Five goats is the maximum number of goats an exhibitor can show and maximum of two per class. 11. Clipping is optional, but all animals must have horns covered. 12. All animals must be on grounds by 5:00 p.m.

Jori and her husband, Lance, raise alpacas on their farm, Harmony Hills Farm www.harmonyhillsfarmalpacas.com, where she is known as the “fiber gal”. The farm is located in Overton County and visitors are encouraged and welcome. Did you know there are more than 22 official natural colors of alpaca fibers and that alpaca fleece is anywhere from 3-7 times warmer than wool? It is also about 30% lighter in weight and hypoallergenic! Jori takes this beautiful raw fiber and turns it into yarn which can be made into items for the home, accessories, and clothing. Stop by her demonstration booth and let Jori show you this process. Visitors will also have hands on opportunities as well! Rules: 1. Participants must be an Overton County Resident or current member, in good standing, of the Overton County Beekeepers Association. 2. Honey for competition must be from the participants personal hives and produced in the fall of 2015 or spring/summer of 2016 and presented for display in a 1lb Queen-line Jar with 1 piece metal or plastic lid. 3. Honey will be judged according to official score cards. An un-judged card will be available for review of the qualifications and criteria at registration. 4. Contestants will not be allowed to witness judging. No judge shall be present at registration or enter honey to be judged. 5. Frames of honey must be from the participants personal hives and produced in the fall of 2015 or spring/summer of 2016 and will be displayed in sanitary bee-proof containers furnished by the Fair Association. 6. Beeswax must be from the participants personal hives and produced in the fall of 2015 or spring/summer of 2016 7. Baking with Honey - (Honey is only sweetner to be used) - no sugars to be used - no package mixes - can not use bread machines - must submit recipe. 8.
