The nation’s leading safety advocate for more than 100 years, the National Safety Council is a nonprofit organization with the mission to save lives by preventing injuries and deaths at work, in homes and communities, and on the road through leadership, research, education and advocacy. Working to make the world measurably safer, NSC advances this mission by engaging businesses, government agencies, elected officials and the public to help prevent the fifth leading cause of death in the U.S. – unintentional injuries. The Council is data driven, relying on research to inform best practice solutions to safety issues. To make the greatest impact, NSC focuses on where the most preventable injuries and deaths occur - cell phone use while driving, teen driving, workplace safety, prescription painkiller use and safety in the community. As a catalyst for behavior change, NSC promotes April as Distracted Driving Awareness Month and June as National Safety Month. Acknowledged as the go-to source for safety, NSC provides a variety of educational opportunities – many through NSC University – including First Aid, Workplace Safety and Driver Safety courses, and is a leading source of occupational safety information through Safety+Health® magazine. Safe Roads Motor vehicle crashes are the leading cause of work-related deaths and kill more teens than the next two leading causes of death combined. NSC saves lives and prevents injuries on the roads through advocacy efforts on distracted and teen driving, promoting safety belt use and DDC™ driver improvement training.

National Safety Council Subject Matter Expert Biographies Deborah A.P. Hersman President & CEO National Safety Council Deborah Hersman is president and chief executive officer of the National Safety Council. The National Safety Council saves lives by preventing injuries and deaths at work, in homes, communities, and on the roads through leadership, research, education and advocacy. Prior to joining the National Safety Council, Ms. Hersman served as chairman of the National Transportation Safety Board. Ms. Hersman was first appointed as an NTSB Board Member by President Bush in 2004 and was reappointed to two additional five-year terms by President Obama in 2009 and 2013. Among her many initiatives as chairman, Ms. Hersman focused attention and actions on distracted driving, child passenger safety, and helping accident victims and their families. Ms. Hersman was an NTSB Board Member on-scene for more than 20 major transportation accidents, chaired scores of NTSB hearings, forums and events, and regularly testified before Congress. Ms. Hersman was a senior advisor to the U.S. Senate Committee on Commerce, Science and Transportation from 1999-2004. She served as staff director and senior legislative aide to West Virginia Congressman Bob Wise from 1992-1999. Her efforts contributed to the passage of milestone bills such as the Motor Carrier Safety Improvement Act of 1999, Pipeline Safety Improvement Act of 2002, Transportation Equity Act of the 21st Century, and Amtrak Reform and Accountability Act. Ms. Hersman holds Bachelor of Arts degrees in political science and international studies from Virginia Tech, and a Master’s of Science degree in conflict analysis and resolution from George Mason University. She is a certified child passenger safety technician and holds a commercial driver’s license (with passenger, school bus and air brake endorsements) as well as a motorcycle endorsement. John Ulczycki Vice President, Strategic Initiatives National Safety Council John Ulczycki leads the National Safety Council teen driving, distracted driving and home and community safety initiatives. He also oversees the Council’s relationships with its volunteers, and staff involved in research and statistics, knowledge management, library and government relations. He also is leading strategic planning to determine the Council’s future leadership in national safety issues. Mr. Ulczycki joined NSC in 2000 after a 20-year career in corporate public affairs. At NSC, he has led Communications and Public Affairs, Transportation Safety, and the Council's Air Bag and Seat Belt Safety Campaign, which took "Click it or Ticket" from a one-state pilot project to a 50-state national program that has saved nearly 200,000 lives since its inception in 1996. He was named Group Vice President – Research, Communications and Advocacy in 2009 and to his current position in 2011. In 2008, Mr. Ulczycki hosted the first International Symposium on Distracted Driving. He has since led the Council’s call for a nationwide ban on cell phone use while driving. An advocate for Graduated Driver Licensing legislation for teens, Mr. Ulczycki also hosted a 2007 International Symposium on Graduated Driver Licensing.

He served as a member of the Illinois Secretary of State's Teen Driving Task Force, which recommended changes to Illinois teen driving laws. Mr. Ulczycki has spoken before several state legislatures on primary seat belt, teen driving and distracted driving laws. He also has testified before the Occupational Safety and Health Administration on occupational safety issues. He has been a member of the Board of Directors of Lifesavers Conference, Inc. since 2008 and has served as Chair of that Board since 2010.

David Teater Senior Director, Transportation Initiatives National Safety Council David D. Teater of Spring Lake, MI, leads advocacy initiatives for the National Safety Council to reduce deaths and injuries associated with distracted driving. In January 2009, NSC became the first organization to call for a nationwide ban on all forms of cell phone use while driving. Mr. Teater’s 30-year business career has included serving as CEO of several private companies, including 20 years at an automotive supplier that provided research and strategy consulting services to most auto manufacturers. In April 2009, Mr. Teater joined NSC after its call for a nationwide ban on cell phone use while driving. Mr. Teater is a frequent speaker on the topic of distracted driving and has been featured in many national publications and news broadcasts. Teater has appeared before several state legislatures advocating for restrictions on cell phone use while driving and has testified before the U.S. Congress.

Jim Johnson Vice President, Workplace Safety Initiatives National Safety Council Jim Johnson is responsible for leading National Safety Council advocacy initiatives to reduce deaths and injuries in the workplace. Mr. Johnson partners with a diverse group of stakeholders to establish and promote best practices for safety and health systems that reduce risk, injuries and deaths. He also is responsible for the Council’s Workplace Safety businesses that support organizations in their pursuit of safety excellence, focusing on management leadership and employee engagement, safety management systems, risk reduction strategies and performance measurement. The Council provides this help through membership, publications and books, education and training, surveys and consulting. With more than 30 years experience as a safety and health consultant, project manager and team manager, Mr. Johnson has led the development and delivery of progressive safety solutions for companies of all sizes and industries. He has managed multiple risk control disciplines, leading efforts to help companies align strategy to actionable and measurable initiatives for continuous, sustainable improvement and world-class performance. Mr. Johnson speaks on a variety of issues dealing with safety excellence. Mr. Johnson holds a Bachelor of Science degree from Stanford University. A past member of the NSC Board of Directors and Executive Committee, he is a professional member of the American Society of Safety Engineers and past president of its Boston Chapter. Mr. Johnson is an active member of the National Committee on Occupational Safety and Health (NACOSH), the American National Standards Institute (ANSI) Z10 standard committee on Occupational Health and Safety Management Systems, and National Institute for Occupational Safety and Health (NIOSH) National Occupational Research Agenda (NORA) Manufacturing Sector Council.

Donald R. Teater, MD Medical Advisor, Prescription Drug Overdose Initiatives National Safety Council Donald Teater is responsible for advising National Safety Council advocacy initiatives to reduce deaths and injuries associated with prescription drug overdoses. Teater is a patient advocate who specializes in psychiatric services and opioid dependence treatment. Prior to joining NSC, Teater held positions at Blue Ridge Family Practice as a physician, and at the Mountaintop Healthcare and Good Samaritan Clinic of Haywood County as a physician and medical director. At present, along with his role at NSC, Teater treats opioid dependence at Meridian Behavioral Health Services and Mountain Area Recovery Center, along with volunteer work in the field. Teater is certified by the American Board of Family Medicine and completed his MD degree at the Ohio State University College of Medicine. Currently, Teater is enrolled in the Masters of Public Health program at the UNC Chapel Hill Gillings School of Global Public Health.

Barbara Caracci Director, Emergency Care Program Development & Training National Safety Council Barbara Caracci is responsible for the development of National Safety Council First Aid, CPR and AED courses. Ms. Caracci also is the technical advisor for emergency care instructors. With more than 20 years of experience in instructional design and teaching occupational safety, defensive driving and emergency care courses at NSC, Ms. Caracci is a leader in the safety related issues. Ms. Caracci holds Bachelor of Science and Master of Science degrees from Northern Illinois University. She is a nationally registered EMT-B and serves as a member of the American Heart Association’s International First Aid Science Advisory Board. James Solomon Director, Defensive Driving Program Development & Training National Safety Council James Solomon is responsible for the accuracy and training of the National Safety Council Defensive Driving Courses. Mr. Solomon also oversees the quality of NSC defensive driving instruction worldwide. He has been recognized worldwide for training for the National Safety Council courses for cars, trucks, tractor-trailers, buses, senior citizens and driver attitude modification. A master teacher, Mr. Solomon has more than 40 years experience in defensive driving classrooms and advises the design and technical accuracy of NSC roadway safety programs and publications. He has received credentials to teach grades seven through twelve in Missouri; high school in New York; and senior citizen motorists in Illinois. James Solomon has been approved by the DOT as a workplace Breath Alcohol Technician, instrument calibrator and instrument trainer. He designed, developed and market tested the first edition of DDC – Attitudinal Dynamics of Driving. Mr. Solomon also has forged strategic partnership in working with the Colorado State Patrol to develop the law enforcement version of the Alive at 25 program and serving with the Illinois Secretary of State, Jesse White, to design and develop Illinois-specific driving programs. Mr. Solomon holds a Bachelor of Arts degree from Murray State University. He serves on the National Committee on Uniform Traffic Control Devices, represents NSC on the American Society of Safety Engineers ANSI Z-15 Committee and works closely with the NSC Defensive Driving Courses International Advisory Committee.

Ken Kolosh Manager of Statistics National Safety Council Ken Kolosh directs the National Safety Council statistical reporting and statistical estimating systems. Mr. Kolosh leads the development of Injury Facts®, an annual NSC statistical report on unintentional injuries, their characteristics and costs. Prior to joining NSC, Mr. Kolosh worked in the corporate e-learning industry. He served as advanced strategy and systems consultant with Element K and managing consultant with NETg’s strategic services team. Mr. Kolosh also was senior researcher for NETg’s research and development group. Mr. Kolosh holds a Bachelor of Arts degree from DePauw University and a Masters of Arts from Western Kentucky University. He is on the editorial board of the Council’s Journal of Safety Research.
