[1] ORGANIZATIONAL STRUCTURE [A LEAGUE--------the league shall be the largest unit of operation and be made up of areas in the VESTA Youth Baseball League boundaries [B] AREA------------an area will be predefined by the VESTA Youth Baseball map. Each area will have one vote in league matters. Areas not present at a league meeting forfeit their right to vote on issues discussed at that meeting. Areas may have rules, but league rules will supercede any area rule in league matters. However, league will not interfere with any rule that does not affect league play. [C] DIVISION-------a division will be same age teams in the bracket [D] TEAMS----------teams shall be the smallest unit of organization in the league. [E] The league shall apply annually, prior to April 15, for “Membership Certificate” from PONY Baseball. The league will use the “Membership Application Form” that is provided by PONY Baseball.

[2] INSURANCE [A] All areas are required to have the same insurance as the VESTA League liability and accident insurance with a minimum limit of one million dollars. PONY Baseball will be added as an additional insured [B] All areas are required to have accident insurance coverage on all players, managers, coaches, and official scorers. The league will accept no responsibility for any workers in an area. The area shall determine if accident insurance coverage is required on workers.

[3] DIVISIONS [A] Divisions shall consist of: *SHETLAND* *PINTO* *MUSTANG* *BRONCO* *PONY* [B] The names of the divisions are the property of PONY Baseball and can be used if the league is a member of PONY Baseball.

[4] TEAMS [A] All team rosters will be submitted to the VESTA Player Agent by April 15. All team rosters will be closed when the 1st pitch is thrown in the 1st league game. Any subsequent roster additions must be submitted to the VESTA Player Agent as soon as possible. VESTA Youth Baseball must approve all rosters and roster additions. PENALTY--Registration will not be accepted. [B] Roster size shall be dictated by area registration. The minimum number of players for a team is the number of players needed to field a team. The maximum number of players for a team shall be twenty one [21]. PENALTY--Registration will not be accepted. [C] Any area with more than one team in a division shall be divided in such a manner that there is a balance of players between players of the second year age and players of the first year age. VESTA Youth Baseball must approve all teams. PENALTY---Registration will not be accepted.

[D] An Official Roster will be kept from year to year with all pertinent information on it--and each year after only new players will have to bring in birth certificates at registration.

LEGAL PLAYERS

[A] All players must meet age requirements as specified in PONY Baseball. [B] All players must live within the boundaries of the VESTA Youth Baseball League. [C] Players must present to the league’s Player Agent a document verifying the player’s age. The proof can be any of the following documents: exact copies of birth certificates, hospital certificates, baptismal certificates or equivalent religious or legal document; [All copies must be legible]. PENALTY----Registration will not be accepted and/or player will not be eligible for tournament play. [D] Players cannot receive money, favors, or gratuities for playing baseball, or expenses incurred while playing. However, an area may have a policy for registration waiver in handicap cases for players. This rule may be waived for teams advancing in tournament play. PENALTY---Registration will not be accepted and/or player will not be eligible for tournament play. [E] Initial signup for buffer zone players will be their home area for their baseball playing years.

[6] BOUNDARIES [A] The past officers of the league have determined league boundaries. The map that has been submitted to PONY International Headquarters determines boundaries. Any player who does not legally reside within these boundaries is not eligible for tournament participation. [B] The league boundaries of all VESTA Youth Baseball divisions are identical

[7] SELECTION OF PLAYERS [A] All teams must submit a roster to the Player Agent by April 15. Any area with more than one team in any division must submit a roster for each team signed by all divisional managers in that area. Any area that cannot agree on their rosters must conduct a draft at a VESTA Youth Baseball League meeting prior to April 15. The guidelines of that will be as follows. [B] The number of teams will divide total number of upper age players and an existing team can protect this number of players. [C] Order is:

* Expansion team * Teams’ order of finish the previous year [worst to first] * If teams have identical records, they shall use the league tie breaker record

[D] All players advancing in divisional play will be placed in the player pool. [E] All immediate family members become consecutive draft picks. EXCEPTION: * If a family member is taken in the first round, his brother or sister becomes the draft pick in the next round in which there is no automatic pick [F] Team rosters are to be equaled at the end of the draft. Upper age players are to be equaled out first.

[G] Teams with first draft rights have the option of taking any odd number player of the upper age group. [H] In order for a team to use a manager’s pick two consecutive years: the previous year’s protected pick shall be returned to the draft pool, provided said protected pick is eligible to his team. [I] Only a manager’s immediate family member can become a protected second round draft pick. Only one {1} such pick can be named before the draft is held. [J] In case of injury or other circumstances, if a team is not able to finish playing the regular season due to not having enough players, with league approval, the team may sign new players not on any other roster. [K] Players may not switch teams once rosters are turned in for any reason. EXCEPTION: * Only by league approval, to keep teams from folding, can players switch teams. [8] PLAYING FIELDS [A] Distances between bases: * Shetland and Pinto 50 feet * Mustang 60 feet * Bronco 70 feet * Pony 80 feet PENALTY---the home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [B] Pitching distances: * Shetland and Pinto 38 feet [Coach pitching/Pitching machine] * Mustang 44 feet * Bronco 48 feet * Pony 54 feet PENALTY---the home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [C] Home plate to the center of second base: * Shetland and Pinto 70 feet 8 ½ inches * Mustang 84 feet 10 inches * Bronco 99 feet * Pony 113 feet 2 inches `PENALTY---the home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [D] The fair play area shall be within the first base and third base foul lines and fence or marked line establishing the outfield limits of the playing area, referred to here as “Home Run Distances”. [E] All other distances are determined by field structure. There is no penalty if a field is found not to fall within the guidelines recommended by PONY International Rules and Regulations. [F] Home plate and bases shall be of official size as used in regulation baseball. Pitcher’s plate can be of the scaled down models. Portable pitching mounds have been approved for us in all divisions. [G] The use of a batter’s box is optional. If one is used it must be of regulation size and specifications. [See picture at the end of rules]

[H] The use of catcher’s box is optional. If one is used these are the shapes and dimensions to be used: * Rectangular in shape 43 inches [1.09M] wide 8 feet [2.44M] deep from the point of home plate * Triangular in shape extended 8 feet [2.44M] from the rear of home plate, being a continuation of the foul line in which case the line closest to the backstop shall be 16 feet [4.88M] in length [9] EQUIPMENT [A] The ball shall weigh not less than five [5] nor more than five and one-quarter [5 !/4] ounces [142-149 gems] avoirdupois and measure not less than nine [9] and not more than nine and one-quarter [9 ¼] inches [22.9--23.5 cm] in circumference. This is for Pinto, Mustang, and Bronco, and Pony league play only. The Shetland division shall use a safety ball. PENALTY--the home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [B] Leather covered baseballs are manufactured to specifications by several companies and are acceptable for league play. All balls must be a PONY approved ball and have an official PONY stamp. [C] Wooden, metal, graphite, or ceramic bats, manufactured for baseball play, which are round and not more than two and three fourths [2 ¾] inches [7.0cm] in diameter at the thickest part nor more than forty two [42] inches [106cm] in length, are acceptable. Bats manufactured specifically for use in T-ball play, shall not be used when the ball is pitched by a player, coach, or pitching machine. PENALTY---the team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [D] Rubber soled shoes, baseball shoes with rubber cleats, or baseball shoes with metal cleats are permitted. Baseball shoes with metal cleats are permitted in Bronco and Pony divisions only. Alteration of metal cleats, such as sharpening, which might make them dangerous to participants, is specifically prohibited. PENALTY---the team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [E] The batter, player in the on-deck batting area, base runners, and players coaching in the baseline coaching boxes shall be required to wear protective headgear which gives protection to the top of the head, temples, ears, and base of the skull. These items shall be NOCSAE approved. Helmets are to remain on until the players leave the playing area. The use of facemasks on helmets is acceptable. The umpires have the right to reject any or all helmets at any time during the course of the game or season. The rejected helmets will be immediately discarded and destroyed. PENALTY---the players can be immediately ejected from the game at the umpire’s discretion. [F] Catchers are required to wear an appropriate [male or female] cup type athletic supporter, mask with a throat guard, chest protector, shin guards, and protective headgear which gives protection to the top of the head when catching in the catcher’s box [either marked or unmarked]. Any player serving as a catcher to warm up a pitcher shall wear a mask, whether the pitcher is warming up from the mound, in the bullpen, or elsewhere. Any player acting as a catcher during infield practice shall wear a mask also. Shetland and Pinto catchers who are not catching in the catcher’s box [either marked or unmarked] will be positioned to the backside of the batter at a safe distance. PENALTY----the team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires [G] It is recommended that all players wear a cup type athletic supporter. It is also recommended that players wear mouth guards and head protectors.

[H] Conventional baseball uniforms required to start a game include: shirt, pants, cap, and socks as used by the Major League and shall be worn by all players. Baseball pants are optional for Shetland and Pinto players. * NO SHORT SOCKS. No skin showing between pants and socks. * This rule prohibits the wearing of shorts [defined as trousers which do not cover the knees of the wearer] or full length slacks * Any exception to the uniform rule shall have specific approval of the VESTA Youth Baseball League Officers * Commercial advertising should be limited to two [2] inches or less for the lettering * Players may finish a game without an official uniform if his has been soiled with blood or torn PENALTY---the players can be immediately ejected from the game at the umpire’s discretion. [I] The use of bases with safety features, such as those with tapered sides, those that release upon sufficient impact, and the double bag at first base have been approved. [J] No player shall wear jewelry, except for religious medallions or medical identification. Any approved jewelry must be taped to the player’s chest. PENALTY---the player will be asked to remove the jewelry. If the player refuses they will be ejected [10] PLAYING RULES [A] The Official Playing Rules, with the exceptions and variations contained in this document shall be: * The current year PONY Baseball Rules and Regulations OR * “Official Playing Rules,” completely revised, as released through the office of the Commissioner of Baseball, “The Sporting News” edition. [B] All players must play twelve [12] consecutive outs in a regulation game. * All Mustang players must have entered the game by the top the fifth [5th] inning before the first pitch * All Bronco players must have entered the game by the top of the sixth [6 th] inning before the first pitch * Shetland and Pinto players must play two defensive innings but the consecutive inning rule does not apply because liberal substitution is allowed * For Pony-------there is a NO MUST PLAY NOTE: the game must be protested before the final out or the game stands. [C] No more than three [3] players shall “huddle” on the playing field at any time during the game. Umpires shall warn players one time about such gatherings. PENALTY----the players can be immediately ejected from the game at the umpire’s discretion. [D] Mustang, Bronco, and Pony----any player in the starting line-up who has been removed for a substitution may re-enter the game on time. NOTE: this rule applies to starters only * Players shall return to the line-up in the original place in the batting order. While more than one substitute may be used in that position before the starting player is returned, no substitution shall be made that shall alter the original batting rotation or any of the starting or substitute players. PENALTY---batting out of order * Once removed from the line up, a pitcher may return to the line up but shall not pitch again in the same game. PENALTY---Pitcher becomes an

ineligible players [E] In an instance in which a team does not have an eligible substitute for a player who becomes ill, is injured, or ejected from the game by the umpire, the last player removed from the line up by the manager or coach, who is otherwise eligible to play, shall be used as a substitute.  When a team’s last available substitute enters the game as part of a multiple substitution, the manager shall advise the umpire and opposing manager or coach which player is to be considered “the last player removed from the line up.” * In this instance only, the substitute player shall take the batting position of the player they replace even though it may be a different batting position than the one he or she previously occupied. * This rule applies to all players, including starters. [F] SHETLAND * Score is not kept--everybody wins+ * Games are played on Saturday and Sunday at one location * The game will consist of 4 innings or an hour and a half [1 ½]---make sure all players have batted before ending the game * Each batter gets 6 pitches, the 6th pitch is tee optional, if batter does not hit the sixth pitch the batter is out * Only 10 players in the field for defense [4 in the outfield] * Must field a catcher in compete catchers equipment. [Catcher does not have to be in the crouching position] * Each player must play 2 innings * Entire roster of players present must bat in rotation * Each team gets 3 outs per inning or once the 10th batter has batted the inning ends * No bunting, no infield fly rule * When the ball is in the dirt part of the infield, [both coaches must agree before the game on the infield], the play is dead. The runners must return to the base that they came from * Host area to supply a safety ball and a tee for each game

[G] PINTO REGULAR SEASON RULES * Standings and scores will be kept * These games have umpires * No time limit----No ten run rule * Games are played on Saturday and Sunday at one location * The game will consist of 6 innings--3 outs per inning--or 5 runs per inning--until the 6th inning when runs scored are unlimited * Each batter will get 6 pitches or 3 strikes, whichever comes first---if the 6th pitch is a foul ball the batter is still out---NO T-BALL BATS * Batting order is the entire roster of the team.[ Any order---starter, sub, sub, starter, etc. as long as everyone is listed]. No changes are permitted to be made to the original batting order. Batting out of order----the proper batter is out * Two coaches are allowed in the outfield---* 10 or 9 players in the field on defense------these same players in the batting rotation. If you start the game with 10 players, and a player gets hurt and you go down to 9 players, the 10th spot will be an automatic out. Can start a game with 9 players, the 10th spot will not be an automatic out. Cannot play with 8 players * Each player must play 2 innings----liberal substitution is permitted * ONLY FOUR [4] COACHES are permitted on the field and in the dugout, before and during the game. A scorekeeper is considered one of the coaches. A batboy or batgirl is allowed as long as they are a league player and they MUST

[insurance purposes] * Once the ball is hit the coach-pitcher IS NOT permitted to coach the runners from the mound and the coach-catcher IS NOT permitted to coach the fielders from behind the plate. This coaching must be done by the base coaches and the coaches in the dugout area. PENALTY---the coach-pitcher and/or the coach-catcher will be given one warning-if it occurs again the offending party will be removed from that position and will not be allowed to return to either position * Before the coach-pitcher steps on the rubber to pitch to the batter---the coach-pitcher can instruct the batter and the coach-catcher can position the fielders. Once the coach-pitcher steps on the rubber to pitch---all talking stops. PENALTY----the coach-pitcher and/or the coach-catcher will be given one warning---if it occurs again the offending party will be removed from that position and will not be allowed to return to either position. * DEAD BALL-----the pitch will count & no runners can advance * The coach-pitcher must be on or behind the pitching rubber when delivering a pitch or the pitch will be a dead ball. Coach-pitcher must get off the field, away from the play, as soon as possible. Don’t go after bats---stay off the field until the play is over * Player fielding the pitcher’s position must be within the radius of the pitcher’s mound with at least one foot in the radius---the player can be behind or to the left or right of the *

coach pitcher----but NOT AHEAD of the coach pitcher----can’t be back by 2nd base Player fielding the catcher’s position may assume the catcher’s position or stand

away until the batter swings, then field the position defensively [Pony rule book---Pg17-Rule G Catcher does not have to be in crouching position]. Keep catchers ready between innings. * Batters are not permitted to bunt or swing easy. Any ball put into play under these circumstances will be declared a dead ball * Runner must remain in contact with the base until the ball has been hit [fair or foul]. If they leave the base before the ball is hit, the runner will be called out.[ NO warning] * When the ball is in the possession of an infielder and in the judgement of the umpire, the lead runner has been stopped and play has ceased, the umpire will call time. If a player is yelling time, but the umpire hasn’t, the play will continue. ONLY THE UMPIRE CAN CALL TIME. * Any batted ball hitting a coach-pitcher or any coach, or umpire shall be called a dead ball. Pitch counts. * If a live ball hits any coach, or in the umpire’s judgment the coach interfered with the fielders attempt to make a play, the ball is dead and the lead runner is out. * APPEAL plays must be made before the next pitch is thrown * [Pony rule book----Pg 25--Sec E-4----Players who intentionally, in the judgement of the umpire, throws bats or protective headgear, or discards protective headgear while batting or running the bases, shall be ejected from the game following completion of any play in progress at the time the violation occurs. Such action does not constitute an out and such players shall be replaces as batters or base runners if appropriate. National Pike umpires will give one warning for unintentional throwing of bats, or helmets

but will be ejected the second time. Coaches address the throwing of bats, and helmets at practice. It will help at game time. Helmets are to be kept on until the player is in the dugout. * NO parents or non coaches allowed on field before or during game * NO infield fly rule--NO dropped 3rd strike * NO JEWELRY-----only medical jewelry---taped to body * NOT PERMITTED-----the use of tobacco, alcohol, or illegal drugs in any form by players or adult leaders at game time * [Pony rule book---Pg 16--Sec 8-K---Cell phones, pagers or any other types of communication devices cannot be used on the field of play

PONY * Games are played on Monday, Wednesday, and Friday at 6:00pm * ONLY FOUR [4] COACHES are permitted on the field and in the dugout, before and during the game. A scorekeeper is considered one of the coaches. A batboy or batgirl is allowed as long as they are a league player and they MUST wear a helmet [insurance purposes] * The game will consist of 7 innings, with 3 outs per inning * 9 players in the field defensively--batting order---batting out of order----the proper batter out----cannot play with 8 players * Extra Hitter will be used ---if extra hitter starts the game and someone gets hurt, the 10th spot will be an automatic out---if one team bats 10 the other team doesn’t have to---extra hitter must be in the lineup for 2 consecutive innings and bat once * Any player in the starting line up who has been removed for a sub may re enter the game one time---return to the original spot in the line up---a pitcher cannot return to pitch * Pitchers cannot pitch in more than 7 innings in a calendar day and no more than 10 innings in one calendar week. After pitching 4 or more innings, they must have 40 hours rest * One pitch counts as an inning * Balks will be called. PENALTY---the team will be given time to correct problem and if the problem is not corrected, the teams’ area will be fined $100.00. the league will then compensate the umpires. * Supplying two [2] new baseballs at the start of the game and a supply to the umpire of acceptable baseballs to complete the game. PENALTY---the team will be given time to correct the problem and if the problem is not corrected the home team will forfeit the game * Supplying a first aid kit. PENALTY---the team will be given time to correct the problem and if the problem is not corrected the teams’ area will be fined $100.00 * Cancellation of games prior to the start of the game---proper notification given to both the umpires, Rosalie [umpire scheduler], and the opposing team’s manager. Notification must be made one hour before the scheduled start of the game. PENALTY---the area will be warned on the first offense and fined $100.00 for every subsequent offense [L]

Exceptions to be determined by playing conditions [M] A game will be forfeited when any team fails to meet the required qualification after 15 minutes of the scheduled starting time. Forfeiting team shall pay the umpires. Concessions

will be paid by determination of a league vote. [N] The league will work with areas in rescheduling games, however, if an agreement cannot be made within one [1] week, all games will then be rescheduled by the Player Agent or other designee [O] DISCIPLINE-----all discipline for league officers, managers, coaches, umpires, and players shall be handled in accordance with the rules and regulations set forth by PONY Baseball Inc. Specific penalties are listed for the following infractions with the next step in the discipline procedure being applied for repeated episodes:

Any manager, coach, or player that feels his removal was unwarranted will be given a grievance hearing at a special meeting of VESTA Youth Baseball * The manager will handle any discipline problem that arises on his team, such as players missing practices, fighting, etc. He must contact the Area President, or Vice President and let them know why the suspension was given and when it will take effect and then contact the Player Agent with the details FIGHTING [Physical Contact] * Fighting between team players will result in an immediate three [3] game suspension from league activity * A second fighting offense will result in an immediate dismissal for the remainder of [P]

The Board of Control shall determine

Any team member may pitch subject to the restrictions of the pitching rules Pitching on the same calendar day: * Mustang pitchers shall not pitch in more than three [3] innings

* Bronco & Pony pitchers shall not pitch in more than seven [7] innings [C] When pitching in more than one game on the same calendar day, pitchers may pitch any combination of innings in those games, provided they do not exceed the above maximum number of innings in a calendar day. PENALTY---the pitcher shall be removed immediately from the game and be declared an ineligible player. Game will be forfeited by the offending team. Player and manager will [D]

be suspended from the next game. Pitching [Calendar Week---12:01am Monday---12 midnight the following Sunday * Mustang pitchers cannot pitch in no more than eight [8] innings

* Bronco & Pony---------------------Seven [7] innings When a game is tied at the end of regulation, it shall go into extra innings until a decision is reached or the umpire calls the game [B]

If a game is called for any reason, it shall be a complete game if: * Pinto & Mustang Four [4] innings have been completed or if the home team scored more runs in three [3] innings or three [3] and a fraction innings than the visiting team has scored in four [4] completed innings * Bronco & Pony ` Five [5] innings have been completed or if the home team scored more runs in four [4] innings or four [4] and a fraction innings than the visiting team has scored in five [5] completed innings [C] If a game is called for any reason before it is a complete game as described in Rule 12-B, or when the score is tied, it shall be considered a suspended game and it will be continued from the point of curtailment per rules for rescheduling. [PONY Rule 11-E] [D] If a game is called for any reason in an uncompleted inning, after having reached completed game length, as described in Rule 12-B, and the visiting team ties the score or takes the lead in the uncompleted inning, and the home team does not tie the score or retake the lead in its portion of the uncompleted inning, the game shall be reverted back to the last completed inning. The score from that point will be considered official if criteria for a completed game has been met. [E]

in the lead will be declared the winner. [13] SCHEDULE [A] Scheduling of league games shall be the responsibility of the officers and the executive committee [B]

original schedule [C] Rescheduling of games are the responsibility of the managers of the home team and opposing team They must agree upon the date and time and must be rescheduled within one [1] week. If this does not occur the games will be rescheduled by the Player Agent

[14] UMPIRES [A] Any manager, coach, player, or fan that intentionally touches, pushes, or attacks an umpire will be banned from VESTA Youth Baseball League functions. The determination of the alleged incident will be done at a special meeting of VESTA Youth Baseball and the involved parties. The league will also determine and initiate legal action if necessary [B] Any manager, coach, or player that verbally abuses an umpire will be removed immediately. Any manager, coach, or player refusing to leave will force his team to forfeit the game and face a hearing in front of VESTA Youth Baseball [C] Any fan verbally abusing an umpire shall be asked to leave the playing area. If they refuse, the police will be called [D] Umpires shall abide by all VESTA rules that apply to managers and coaches [E] The use of tobacco, alcohol or illegal drugs---in the dugout, or on the playing field at game time shall

not be permitted [15] SCOREKEEPERS [A] Every team must have an individual designated prior to the start of the game to be the scorekeeper. They must remain in the dugout area during the game. [B] The home team’s scorekeeper will be the “official scorekeeper” and should notify the manager concerned if an ineligibel player or an improper batter is about to be used in the game, but the failure of the scorer to do so has no effect on the rules. [C] A copy of the official scorekeeper’s scorebook must accompany any games that are protested. Either managers and/or coaches from both teams must have signed the scorebook. No protest will be heard without a copy of the “official scorekeeper’s scorebook”. [D] Scoreboorks should be reconciled after every inning. This includes scores, pitching records,

substitutions, and the last batter [16] MANAGERS AND COACHES [A] Adult coaches, proper attire is matching team hat and shirt, or a full baseball uniform as specified by the league may be used in either or both the first and third base coaching boxes. Only players in baseball uniforms shall be used as base coaches when adult base coaches are not used. If players are used they must wear batting helmets. PENALTY---the team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [B] A coach or coaches shall not switch coaching boxes during an inning [C] If a manager or coach goes onto the playing field to talk to any player or players more than once in a half inning, while the same player is pitching, a pitching change shall be made. The only exceptions to this rule shall be in case of injury, or if a time out is called by the opposing team or by an umpire. PENALTY-----the team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. [D] Umpires shall not permit more than one offensive time out in each inning to allow a manager or coach to talk to a batter or runner. PENALTY-----the team will be given a reasonable amount of time to [E]

correct this problem and then be forced to forfeit any game by the umpires. The use of tobacco, alcohol, or illegal drugs in any form by players or adult leaders at game

time shall not be permitted. PENALTY-----Manager, coach, or players will be removed immediately and be suspended for the teams next game. Any manage, coach, or player refusing to leave will force his team to forfeit the game and face a hearing in front of VESTA Youth Baseball. Any manager, coach, or player that feels his removal was unwarranted will be given a grievance hearing at a special meeting of VESTA Youth Baseball. [F] Only three [3] coaches, a scorekeeper, and a batboy [league player---must wear helmet] are allowed on the field and in the dugout, before and during the game for each team. Parents and non coaches are not allowed on the field before and during the game. PENALTY----any parents, non coaches, or extra coaches will be asked to leave the field. If they refuse to leave, the game will be forfeited.

[17] LEAGUE CHAMPIONSHIP TOURNAMENTS [A] PINTO, MUSTANG, BRONCO, & PONY will end the season with a single elimination tournament for the league championships. The number one team in each division can hold the tournament or it will be offered to #2 , #3, etc. The team hosting the tournament will be the #1 seed in the tournament. The highest seed will be the home game and the home team pays for the umpire fees and supplies the baseballs. The league will supply only a 1st place award for the Championship tournaments.

[20] ALL STAR SELECTION [A] There will be two teams from each division and will be age appropriate [B] Selection of players will be as follows: * Mustang & Bronco players will be nominated by their coaches. The number of players from each team to be nominated will be based on the number of teams in the league in each division, the rankings of the teams, and the number of All Star teams. Only one [1] coach from each team will be present for the voting. Each coach will talk on behalf of each of his players nominated. Each coach must vote for “12” players, no more, no less. The votes will be tallied and the 12 top vote getters will comprise the team. *

All ties will be broken by another vote. Votes will be counted by a neutral party. Pony players [13 & 14 year old teams] will be picked by the Pony coaches & two

[2] representatives from the National Pike Umpire Association [C] If any player quits the team, he will be replaced by the next highest vote getter; and will be ineligible for next year’s All Stars [D] To be eligible to be an All Star, a player must have played in over one half [½] of his team’s games

for the season, and must be in good standing with the league [E] All Star managers for the Mustang & Bronco teams will go to the 1st place team manager and he will have his choice of the team in his age group. If the 1st place manager doesn’t want to coach the team, it will follow the standings down the line. If no manager wants to coach the team, then coaches from the 1st place team will be asked and then on down from 1st place. If no managers or coaches are interested, then there will not be a team. All Star managers and coaches for the Pony teams will be selected by the VESTA officers [F] Pre All Star tournaments are to be paid for by VESTA with the understanding that the All Star teams will reimburse VESTA. VESTA will only pay for Sanctioned tournaments. [G] The parents of the All Star players will be responsible for the purchase of the All Star uniforms which will include hat, jersey, pants, socks and belt. The uniforms will be purchased at Battaglini’s in Fredericktown. The colors for Mustang, Bronco, and Pony All Star uniforms will be changed to Black and Gold. [H] When a player is picked for the VESTA All Stars, their first obligation is to play for a VESTA post season team . If the player refuses to play for VESTA and chooses to play for another post season team, without VESTA’s permission, the player will be in violation of the VESTA Constitution. PENALTY-----suspension of post season play for the next year. [I] When a coach is picked to coach the VESTA All Stars, their first obligation is to coach VESTA Youth Baseball post season team. Any VESTA coach, during sanctioned post season play, who creates or participates with another post season team, without VESTA’s permission, will be in violation of the VESTA Constitution. PENALTY----suspension from coaching in VESTA Youth Baseball League permanently.
