It gives me great pleasure to welcome you to the 18th edition of the Conference of Montreal, which is an integral part of the International Economic Forum of the Americas.

Welcome to the International Economic Forum of the Americas. This 18th edition is an occasion for some 150 conference participants from all regions of the world to gather in Montréal – Québec’s metropolis. The conference theme, A Global Economy in Transition: New Strategies, New Partnerships, aptly conveys the challenges confronting us as a result of the current global economic situation.

World governments are facing numerous, sizeable challenges. In a globalized economy, those challenges impel us to come together and hold frank discussions. Under these circumstances, the Conference of Montreal takes on a special significance. Each year, the Forum brings together hundreds of international leaders, in the fields of finance, business and politics. It provides a framework for discussion, where the exchange of information and opinions helps to create a vision that will shape the economic world of tomorrow. This year, discussions will focus on a theme that reflects our current concerns: A Global Economy in Transition: New Strategies, New Partnerships. In the context of a still-fragile global economy, businesses and government alike need to look for best practices, the most feasible solutions, and the most attractive economic opportunities. Finding new opportunities means looking at new economic partnerships. It remains essential to seek out new markets for our products, both for Canada’s abundant natural resources and for our technological innovations. At the same time, Canada is forging new economic ties with a large number of countries, including India and the European Union. The opening of new markets and global trade liberalization are the cornerstones of Canada's plan to ensure its long-term economic growth and prosperity. The emergence of new economic partnerships is essential for the sustainable recovery of the global economy. Those ties can be developed only through dialogue, which can be fostered through a conference such as this.

Whereas the surge of emerging countries is causing major economic corridors to shift, heightened environmental awareness and the fight against climate change are altering our perception of economic development. Just as we are barely beginning to talk about growth again, issues linked to natural resources are taking centre stage and engaging the international community as never before. Economic players and governments must also find innovative solutions for addressing the demands of changing demographics and international labour mobility. Under these conditions, each society relies on its own assets, resources and ingenuity to meet the challenges it faces. That is why Québec is implementing the Plan Nord: To have a position in this new world; to take Québec’s approach based on openness to the world and strategic alliances to a higher level; to develop our economic potential in a sustainable development partnership that respects the First Nations, the Inuit and local communities. The International Economic Forum of the Americas affords an ideal opportunity to discuss tomorrow’s challenges and contribute to bringing about more equitable and better-shared economic development. It is a great honour and pleasure each time I welcome the international business community to the Montréal Conference of the International Economic Forum of the Americas. This meeting is highly popular among— and greatly anticipated by—decision makers throughout the world because of its outstanding conferences, discussions and debates among participants.

The global economy is currently going through a major transition which has considerably weakened it. In response, some 17 years after the beginning of the World Trade Organization (WTO) and economic globalization, the Montréal Conference will focus on the implications of this development, to enable us to adapt our decision-making process to this new reality.

This 18th Conference, highlighting “A global economy in transition: new strategies, new partnerships,” will tackle a range of topics. Our future living conditions are at stake. Issues raised at the Conference, including the frail recovery, exploitation of natural and energy resources, demographic change and mobility of human capital are of importance to us all. Mobility of human capital is also central to our city’s new economic development strategy. As is true in all metropolises, Montréal’s greatest challenge is its ability to attract, develop and retain talent. Our approach to meeting this challenge is based on three distinctive core components of our business environment:
