7th Annual Awareness Guide

7 th A n n u a l A w a r e n e s s G u i d e On behalf of the Board of Directors of Newfoundland and Labrador Crime Stoppers, I am so proud to present the 7th Annual Newfoundland and Labrador Crime Stoppers Awareness Guide. Every year we produce this guide to inform the public about Crime Stoppers - what we have planned for the future, what we do and have done, and how the program works.

www.rocktips.ca

Message from the President

We have made so much progress with Crime Stoppers in the last few years. Since Newfoundland and Labrador Crime Stoppers’ inception in 1992, so much has been accomplished regarding the reduction and prevention of crime in this province. There are over 150 Crime Stoppers volunteers in this province and 15 active branches all with one goal - to eliminate crime in our communities and in doing this we protect everything around us that we love and care about - our family and friends, our homes, our neighbors, our communities and our environment. Our volunteers raise awareness of our program, pay tipsters, organize events and fund raise. They do everything possible to assist in our efforts to decrease crime. We take great pride in our history of assisting with crime prevention and crime solving in Newfoundland and Labrador and hope that, with your help, we will continue to enhance our program for many more years to come.

Eight years ago, an armed, masked man entered the pharmacy where I was working, pointed a gun at me and changed my life forever. I made a vow then to make a difference. I joined Crime Stoppers and I have not looked back. Crime Stoppers is about protecting our environment, our neighborhoods, our schools, our homes, our friends, and our families. I believe in this program - I KNOW THAT IT WORKS!

Crime Stoppers would like to take this opportunity to thank the public, the business community, the media, the Royal Newfoundland Constabulary, the Royal Canadian Mounted Police, the municipalities, and the provincial government for their support. The support that we receive is invaluable to our program. We would like to extend a warm “thank you” to DFO and Wildlife for assisting us in our efforts. As well, a special “thanks” to the RNC and RCMP for providing us with fabulous police coordinators, office space, and continued support in so many ways.

I invite you to view our website - www.rocktips.ca. This is a secure website. Any tips left on the website are, like our phone line, completely anonymous. At this time, I would like to acknowledge the thousands of callers to our tips line: 1-800-222-TIPS. Without your calls (and your web tips!), our program would not be the success that it is. Thank you so much,

Beverley Vey-Hammond Provincial Chair Newfoundland and Labrador Crime Stoppers

Provincial Office Report

Over the past year, NL Crime Stoppers has been extremely busy with a variety of public appearances, and has seen several changes in personnel. Cst. Tom Earles has become the new Provincial Police Coordinator for RNC, and Mr. Dave Roul had returned as Office Administrator. In the very near future, Boyd Merrill will be leaving NL Crime Stoppers to assume new duties as Operations Supervisor at Placentia-Whitbourne Detachment. We wish Boyd all the best and congratulate him on his promotion to Sergeant.

Earlier this year, Crime Stoppers launched yet another way to contact Crime Stoppers, through Text Messaging. This means remains popular and is expected to increase in popularity as more and more people use this means of communicating.

We encourage everyone to take responsibility in their community and contact NL Crime Stoppers with information on crime in their neighborhood. Remember, all communication with Crime Stoppers is confidential and completely anonymous. Crime Stoppers does not subscribe to call display. Feel free to view our constantly updated website, or contact us by phone, 1-800-222-TIPS(8477).

NL Crime Stoppers’ After-Hours Staff: seated, left to right, are Al Penney and Clyde Taylor. Standing, left to right, are George Phillips and Mike Fitzgerald. All are retirees of the RCMP.

January Is Crime Stoppers Month

Over 900 branches of the Crime Stoppers Program have officially proclaimed January as Crime Stoppers Month.

Since its inception in Newfoundland and Labrador in 1992, Crime Stoppers has received more than 20,000 tips and has helped Police and other law enforcement agencies solve approximately 1,400 cases, lay approximately 3,000 charges, and recovered approximately $5,000,000.00 worth of stolen property, drugs, and customs seizures. These achievements would not be possible, without the joint co-operation of the media, local citizens, and law enforcement agencies. During the month, all 13 branches of Crime Stoppers across the province do extra promotional activities, in an effort to create a greater awareness of the Crime Stoppers Program.

7 th A n n u a l A w a r e n e s s G u i d e What is Crime Stoppers?

www.rocktips.ca

Crime Stoppers is a citizen, media and police co-operative program designed to involve the public in the fight against crime.

Crime Stoppers provides citizens with a vehicle to anonymously supply the police with information about a crime or potential crime of which they have knowledge.

Cash rewards are offered to people who call the program if their information leads to an arrest. How did Crime Stoppers begin?

In July 1976, in Albuquerque New Mexico, a university student was killed during a gas station robbery. After 6 weeks of investigation the police had very few leads as to who was responsible. Police investigators thought that if the public was able to observe a reenactment of the crime on television this may lead to a citizen providing information that may lead to an arrest.

The police investigators were right. A caller contacted the Police Department the next day after seeing the reenactment. The tip information was enough to lead the police to the two men who were responsible. Within 72 hours of the reenactment being aired, the police had solved the murder. This was the beginning of Crime Stoppers.

Since the program started, there are now more than 950 Crime Stoppers programs worldwide. More than 425,000 crimes have been solved since its inception and over $2.9 billion worth of stolen property and narcotics has been seized. How does Crime Stoppers work?

The Crime Stoppers tip line is staffed by trained personnel who receive, process, and pass on tip information to investigating officers. Callers are given a code number that is used in all subsequent calls and callers do not have to identify themselves.

A reward of up to $2,000 is offered to anyone providing information that leads to an arrest for a crime. Rewards may also be made for information leading to the recovery of stolen property, the seizure of illegal drugs or an arrest on an outstanding warrant.

The media is a very important component of Crime Stoppers. An unsolved crime may be re-enacted and shown on television or may be publicized in a newspaper or aired on the radio. The media also brings the program to the attention of the public. Who administers the Crime Stoppers Program?

A volunteer board of Directors actively administers and is responsible for the program. The Crime Stoppers Society is a non-profit organization and is responsible for raising funds and the disbursements of rewards. The Board of Directors works in close cooperation with the Police Department and all areas of the media. How is the Crime Stoppers Program funded?

Crime Stoppers is a Community Project supported by donations of money, goods or services. Contributions from individuals, corporations, clubs, professional associations, retailers, civic and social groups keep the Crime Stoppers program functional. All donations to Crime Stoppers are tax deductible.

Volunteers – A Poem

Many will be surprised to learn that on Judgement Day, Volunteers will find in Heaven a place especially reserved for them, furnished with comfortable armchairs, footstools and satin cushions.

No more board presidents, group leaders, or car pooling. No teams in need of trainers, no bazaars or bake sales, nothing to staple, fold or mail, and telephone lists will be strictly forbidden !

And, miraculously, with a simple snap of the fingers, soft drinks and fine cuisine will appear. Volunteers will be served like kings. But who, you ask, will serve these fortunate souls? Who will do them justice ? Why, all those who benefitted from others on Earth without ever having done anything themselves, of course.

7th Annual Awareness Guide

7 th A n n u a l A w a r e n e s s G u i d e The Real Success Behind Crime Stoppers

www.rocktips.ca

There is an old saying which goes, “If you are not part of the solution, then you are a part of the problem.” Anyone associated with a successful Crime Stoppers Program will quickly tell you that our success relies on the commitment, hard work and dedication of our volunteers from the communities around this province. These people give so generously of their time to make every community a much safer place to live, conduct business and prosper. Our volunteers are not complainers. These people are the doers of our communities. They recognize and realize that crime is everybody’s business and we all have a part to play in keeping this province as crime-free as possible. In other words, the committed volunteers of Crime Stoppers do not see problems, only solutions.

Greg MacAleese, the founder of Crime Stoppers, will tell anyone who asks why the very first crime re-enacted in Alburquerque, New Mexico was solved and he will answer every time that it was the commitment of the first citizen volunteer who helped in raising their first cash award of $300.00.

If you want to know if the efforts of the volunteers are making a difference, all one has to do is look at Crime Stoppers’ statistics. The determination of these people has resulted in criminals being brought before the courts and charged with such offences as murder, armed robbery, arson, fraud, property damage, aggravated assaults, assaulting and robbing seniors, illegal smuggling, illegal drug dealing and break, enter and thefts. The persons responsible for the commission of these offences could very likely still be preying upon the good citizens of the province if not for the dedication of our citizen volunteers. Whether through an information booth at a local shopping centre, a fund raising activity, or placing our promotional material in various public places, these community-minded people are making the difference.

Not only are the citizens charged with the day-to-day operation of Crime Stoppers, they are the people who set policy and procedure. They are the people that determine how much a tipster will receive for their information and they even pay that award. Crime Stoppers is truly a public program.

A Successful Partnership

What makes Crime Stoppers so unique from other crime fighting tools used by our police agencies and communities and why is it so successful?

That is the question asked most often of a police co-ordinator. Crime Stoppers is a unique and very successful partnership between the public, the police and the media.

The Public

First, Crime Stoppers is unique in that it “is not” a police program. It is the community’s response to crime in their neighbourhood. Crime Stoppers is administered and overseen by citizen volunteers. These people make up the Board of Directors of the organization. They come from all over the province with varied backgrounds. Their mission is simple in that these people want to make Newfoundland & Labrador a safer place for all of us to live and prosper.

The Board Members determine policies and procedures as it relates to a successful Crime Stoppers program. They also raise the necessary funds to promote Crime Stoppers and pay tipsters. They determine how much a tipster will be paid and even make that payment.

The Police

As Crime Stoppers is in the business of taking criminal information on criminal activity, we need trained police personnel to assess the tipster’s information and pass it on to the appropriate investigating agency. Crime Stoppers tips lines are answered all day, every day, by trained personnel. The police coordinators also advise their various Boards on matters relating to how much a tipster should receive for his or her tip. They prepare and release various features for the media on unsolved crimes, and do public speaking on Crime Stoppers and their many successes.

The Media

Without the media support of informing the public about the Crime Stoppers program, we would not enjoy the success we have to date. The various media provide the public with information on unsolved crimes and, of course, successes attributed to Crime Stoppers. Their role is very unique in that, not only are they reporting crime for the information of our citizens, but when a crime is solved through their efforts, they play a major role and can take credit in solving that particular crime.

Crime Stoppers’ successes rely on a solid partnership. Each partner has its role to play but at the same time is dependent on the other two partners for success. Crime Stoppers’ statistics speak for themselves and, perhaps, some crimes could still be unsolved if not for the co-operation of all involved in this unique crime fighting tool.

In November 1992 Newfoundland and Labrador Crime Stoppers was formed through a working relationship between the Public, Media and Police. Without the efforts and support of these three groups, Newfoundland and Labrador Crime Stoppers could not have succeeded.

As we continue to grow and expand throughout the province and into Labrador the services of the media become even more important. We consider all of our media partners as vital elements in the success of Crime Stoppers.

Enough cannot be said about the community-minded efforts of all our media partners. Their support of Crime Stoppers through advertising the Program and publishing our Unsolved Crime of the Week, and assisting in the re-enactments of Unsolved Crimes is certainly appreciated by all the Crime Stoppers volunteers and the Police Co-ordinator’s office.

We look forward to the media’s continued support of the Crime Stoppers Program of Newfoundland and Labrador.

Twillingate/New World Island Branch The Twillingate/NWI Branch have been busy this year. We still have 10 members. We did our Easter Hamper again this year and it went very well. We sold 500 tickets and most of the items were donated so the proceeds were $436.00.

We have been busy since Christmas preparing for our annual Family Funday in July. This was a very big success, with a large turn out because the weather was perfect. The net proceeds for that four-hour period was approximately $1,000.00. Thank you to all those who helped in any way.

The Branch also purchased a hand-made Newfoundland quilt and sold tickets on it. The draw was made at the Fish Fun and Folk Festival. Colin Stuckless of Durrel One Stop donated the major part of the cost of the purchase. The proceeds from this was $425.00.

We said “good bye” to Wendy Stewart who was transferred to Ottawa this year.

www.rocktips.ca

The Clarenville Crime Stoppers Branch has been busy this past year. We looked at many ways to get the Crime Stoppers message across to as many towns and people as possible. The first endeavor was a letter-writing campaign to all the municipalities informing them of our existence and the purpose of Crime Stoppers. We also offered to visit these communities to help people better understand how Crime Stoppers works.

Family Sledding Party at Clarenville’s Winter Carnival L to R: Colin Holloway, Louise Newell, Cst. Kent Luther, Jen Cheeks, Heather Gillingham, Cst. Adam Perry.

We also reached out to the Clarenville area by organizing and supervising a Family Sledding Party during Clarenville’s Winter Carnival.

The Branch arranged a visit from Corporal Boyd Merrill. Corporal Merrill presented the Crime Stoppers School program to the Clarenville High School. Clarenville High is officially a Crime Stoppers school!

We then explored ways to raise money; we had a ticket raffle and then decided to write the local Lion’s Club to ask if we could be considered for their 50/50 draw they have in partnership with the local Co-Op. They responded quite willingly with a $1,500.00 donation. Many other options are currently being explored, both in ways to raise funds, as well as ways to get the message out to the communities.

7 th A n n u a l A w a r e n e s s G u i d e Exploits Valley Branch

www.rocktips.ca

It has been an equally exciting and productive year for the members of the Exploits Valley Crime Stoppers. Our group has been very busy promoting the Crime Stoppers program within our area communities, successfully executing various fundraising events, and with great pleasure welcomed some new members who have joined the ranks of our group. We elected a new executive for our Branch in February 2008. The new executive is as follows: Loriann Leyte-Peddle, Chair Patti White, Co-Chair Mike Wells, Treasurer Bob Far, Secretary Constable Mike McKee, Police Liaison

In April 2008, we held our annual “Jam,” where we had three prominent local musical acts volunteer their time to perform for an evening of heart-pounding rock and roll music. Again this year, we chose to go with a larger venue to host our annual Jam. A special thanks to the local media for all of the great coverage. We had a spot in the local newspaper promoting the event, and we also had a follow-up spot in the local newspaper in June, thanking all those involved in our annual event.

The Branch donated their time to the South and Central Health Foundation by selling tickets at a charity hockey game, which consisted of staff at Central Health against Police representatives, Fire Fighters, etc.

We also fundraised in a local dart tournament by providing food. We had tremendous success with this fundraiser and also had several people just make donations to our worthwhile cause. Not to forget our annual M&M Meat Shop BBQ held in June 2008, where our members flipped burgers and handed out many of our giveaways to get the needed word out about Crime Stoppers.

We held a “Mid Summer BBQ” ticket draw, where we sold tickets on a BBQ and all the trimmings. Again, it was another success for our Branch.

We decided to coordinate our NHL Hockey Pool fundraiser again this year. We are very confident that this will be a success again this year.

We’d like to take this time to not only thank all of our members, but specifically thank our Branch’s Police Liaison, Constable Mike McKee, for his ongoing support and providing a venue for our monthly meetings.

Trinity Conception Branch

The Trinity-Conception Branch does not have any major events to report since last Fall. We continue to hold meetings on an ‘as needed’ basis. We continue to promote the Crime Stoppers cause through display of materials and promotional items, and meet with interested parties - schools, councils, groups - upon request.

After our program was accepted by Baccalieu Collegiate in Old Perlican last Fall, Don Regular, of our Committee, sought to advance the program at Carbonear Collegiate and Ascension Collegiate in Bay Roberts. Whilst the schools were interested, they were not ready to commit. There has been positive feedback from the Baccalieu experience.

As reported earlier, we now have a 4’ x 12’ sign erected at the Heart’s Content intersection detailing our logo, 1-800 number, and the town’s partnership in fighting crime.

We all respond to the occasional need for payouts, and whilst increased membership would be an asset, we have to take comfort that the program still fills a need as indicated through the stats. Our sponsor/donor has indicated support again this year.

I admit that meetings and new activity were not as frequent as one would like during the last six months; however, to a member, other larger-than-life demands usurp time and attention. We hope to moderate this throughout the ensuing months. By James Kean Chairperson

My husband and I attended a Crime Stoppers workshop in December 2007, on behalf of the Deer Lake Lions Club. We decided at that time that a Crime Stoppers group would be started for our area. The Lions totally backed this effort and funded us for the first year. We met with several people and advised them of the Crime Stoppers goals. In January 2008, several individuals were interested in starting the group and we named the group Humber Valley Crime Stoppers. We now have a membership of 27 individuals and 13 Youth Volunteers, with a total of 40 Crime Stoppers members. Some of our Awareness Projects: • • • • • • • • • • • •

2007 Police Officers of the Year

CONSTABLE KENT PIKE of Nain Detachment has been named Police Officer of the Year for the Royal Canadian Mounted Police, while CONSTABLE WAYNE MERCER of North East Avalon Division has won the award for the Royal Newfoundland Constabulary. The other finalists for the RCMP were Cst. Stephen Conohan of Holyrood Detachment and Cpl. Keith MacKinnon of Goose Bay Detachment. Other finalists for the RNC were Inspector June Layden of North East Avalon Division and Cst. Ryan Wentzell of Corner Brook Division.

The announcement was made at a public luncheon held at the Capital Hotel, sponsored by the VOCM Cares Foundation and Air Labrador.

Claudette Barnes, Chair of the Police Officers of the Year Awards Committee, said that the decision was not an easy one. “All those nominated exemplify the qualities of character and commitment to community that society expects from their police officers. These are the people that go above and beyond their call of duty.”

Ms. Bev Vey, Chairperson of Newfoundland and Labrador Crime Stoppers, said this year’s Police Officers of the Year Award has far exceeded all expectations. “From the quantity and quality of the nominations themselves, to the attendance at the awards banquet, it has been a first-class event. The support from the community has been tremendous. This event has provided the public with the opportunity to honour police officers who risk their lives every day to make our province a safer place in which to live, and who go that extra step above and beyond the call of duty.”

Since the start of Crime Stoppers, many calls have been received resulting in thousands of arrests and recovery of millions of dollars in property and illegal drugs. Calls have included information about armed robbery, assaults, drugs, wildlife and fishing violations and firearm offenses. Crime Stoppers has been accepted by police as a valid and effective investigative tool and the public, through its overwhelming response, appears to have accepted it as a more palatable alternative to traditional methods of giving information.

Now, Tipsters have the option of giving us tips online. The process is completely secure and anonymous and is a very effective and efficient means of safely communicating with us in todayʼs world. Our WebTip process is powered by the worldʼs leading online tip solution provider, Anderson Software.

The very unique integrated Two-Way Dialog capabilties allow the Tipster to come back and provide additional information to their tip at any time, but also provides a secure means for Crime Stoppers staff to ask questions or provide reward information back to the tipster through the same secure and encrypted interface.

7 th A n n u a l A w a r e n e s s G u i d e Could it Happen to You?

Identity Theft

Maybe you never opened that account, or ordered an additional card, but someone else did... someone who used your name and personal information to commit fraud. When an imposter co-opts your name, your Social Insurance Number (SIN), your credit card number, or some other piece of your personal information for their use – short, when someone appropriates your personal information without your knowledge - it‘s a crime, pure and simple. Are You a Victim?

The signs can be many, but typical indicators that your identity is being used include: • A creditor informs you that an application for credit was received with your name and address, which you did not apply for. • Telephone calls or letters state that you have been approved or denied by a creditor that you never applied to.

• You receive credit card statements or other bills in your name, which you did not apply for.

• You no longer receive credit card statements or you notice that not all of your mail is delivered. • A collection agency informs you that they are collecting for a defaulted account established with your identity and you never opened the account.

Identity Theft Statement - What is it?

It you suspect that your personal information has been hijacked and misappropriated to commit fraud or theft, take action immediately and keep a record of your conversations and correspondence. The following basic actions are appropriate in almost every case: • Start a log of dates, person(s) that you spoke with and exactly what they said.

• Contact the fraud departments of each of the two major credit bureaus: Equifax: (877) 323-2598, for lost or stolen identification, press 1; if you are a victim of identity theft, press 2.

www.rocktips.ca

Trans Union: (800) 663-9980, except Quebec residents (877) 713-3393

• Request that a “Fraud Alert” be placed in your files, and at the same time, order copies of your credit reports.

• Contact the fraud department of creditors for any accounts that have been opened or tampered with fraudulently. This may include credit card companies, phone companies, banks and other lenders.

• File a report with your local Police or the Police in the community where the identity theft took place.

• Contact PhoneBusters National Call Centre. PhoneBusters is currently central sourcing all pertinent information on Identity Theft to identify trends and patterns; information is also used to assist law enforcement agencies in possible investigations.

Remember: There is no reason to be paranoid; there’s just reason to be careful. If someone wants desperately to target you, they can probably get a lot of information about you - so you just need to minimize the criminal’s opportunities to get that information. You can make yourself a harder target and that’s the best defense. If you are a victim, do not panic, you will not be out any money. The losses will be attributed to the banks and/or companies associated with the fraud. Minimize The Risk

While you probably can’t prevent identity theft entirely, you can minimize your risk. Identity theft is on the rise and it can happen to anyone. It can happen to you. By managing your personal information wisely, cautiously and with an awareness of the issue, you can help guard against identity theft. Reprinted by RNC Supervisor of Economic Crime Sgt. (8/7/2008 – 2008846944)

On August 7, 2008, the Bay St. George RCMP received a complaint of a break and enter into a cabin that occurred since the owners left on Monday, July 14. A steel door was kicked in and several items stolen. The cabin is located on Dribble Road on Robinson’s River. The missing items included camping and fishing gear and associated clothing. Arson at Public Wharf – Carbonear

(8/5/2008 – 2008941379)

Boat and Motor Stolen – Hopedale

(8/5/2008 – 2008935537)

Sometime overnight on August 5, 2008, person(s) illegally broke into a boat that was tied up at the Carbonear Public Wharf. Entry to the boat was gained by breaking in the cabin door, and also broke out a window. Culprit(s) did not take anything, however the inside of the cabin was burned out. The owner of the boat had just recently purchased it and only had just sailed it up to Carbonear the first part of July, 2008.

On August 5, 2008, at 10:00 a.m., the RCMP in Hopedale received a complaint of a theft of a boat and motor overnight. The value of this theft is approximately $30,000.00 for boat and motor. The boat is described as a 19-foot “SEABREEZE” white speed boat with cuddy cabin, four-stroke 75hp Yamaha engine. It is named the “Lady Mary.” The owner last saw his boat at 4:00 p.m. on August 4, 2008, leaving it moored off the government dock, and when the owner went down that morning to take his boat to check his net it was gone.

Business/Vehicle Arson - Corner Brook, NL

(6/12/2008 - 200829401)

During the early morning hours of June 13, numerous vehicles were damaged by scratching the paint on them. This occurred on Kershaw Place, Musgrave Place and McNielly Place in the East end of St. John’s. Approximately 35-40 vehicles were damaged. At approximately 12:48 a.m., on June 12, 2008, the RNC in Corner Brook responded to a fire located at 29 Main Street, Corner Brook, a business that housed Budget Rent A Car. A passing motorist had noticed smoke coming from the building and had called 911. A statement was obtained from this witness by police.

While members were on scene they were approached by a witness that provided a statement stating that she had observed a young male at approximately 11:45 p.m. on June 11, on the north side of the building and he appeared to be looking in the building.
