10 year plan to build a 350 mile subsea HVDC transmission system off mid-Atlantic states (Multi-terminal HVDC VSC)

 to serve as an efficient collector of AC power from offshore wind farms;  to relieve transmission congestion on the eastern AC grid;  to improve regional system reliability.
