for the second time Fonds Soziokultur e. V. is organising an international convention in line with the convention series “Shortcut Europe”. Cooperation partners are the Kulturpolitische Gesellschaft e. V. and the Kulturstiftung des Bundes (German Federal Cultural Foundation). The first Shortcut convention took place in Weimar in 1999 in the context of the activities of the European Capital of Culture, just as Shortcut Europe 2010 is an official project in the regional and programmatic context of Essen for the RUHR.2010. Socio-cultural centres, establishments for youthoriented cultural work as well as interdisciplinary cultural district and community work from Germany and Europe are invited to discuss social exclusion and cultural participation. The Fonds Soziokultur and its partners are taking part in an initiative of the European Union, which has declared the year 2010 to be the “European year for combating poverty and social exclusion”. The EU is reacting to social tendencies of disruption in society from which culture is not excluded, as social and cultural exclusion often go hand in hand. Can cultural policy, cultural work and cultural education develop strategy against social exclusion? Is the theoretically formulated demand of “culture for all” still present in the minds of the stakeholders and what does the actual praxis look like? Are there new approaches and methods of engaging cultural work in the European socio-cultural field? Where are exemplary projects being accomplished, that are worth being repeated elsewhere? Should cultural work include more local activities and approaches? How can socially disadvantaged youth be addressed more directly? These questions shall be discussed during the convention, based on the experiences from European practice. It shall be a contribution of the cultural sector to the “European year for combating poverty and social exclusion” 2010 as well as a possibility of communication between the socio-cultural players who are still striving for the realisation of the citizenship of culture. All convention attendees are invited to partake in an event in the evening of June 4th (beginning at 19 h) held at a beautiful location: the Zollern colliery, a former coal pit and one of the most famous industrial monuments in Germany. This is the opportunity for all participants to get together, celebrate, eat, dance, and converse. The cultural programme will be confirmed at the end of March and will be posted on the convention website. Concert !SING – DAY OF SONG, June 5th 2010 A large project of the European Capital of Culture RUHR.2010 is dedicated to singing. !SING is an open program for both professional singers and amateurs. Everyone is a singer, everyone can join in. !SING wants to inspire everybody to raise their voice, alone or in a group. It comprises professional concerts as well as workshops. The programme sees itself as an encouragement to revive singing as a natural part of every-day culture. Festivities come to a climax on the evening of June 5th 2010 (entrance: 18.30 h, beginning at 20.30 h) with !SING EUROPE, an extraordinary concert in the VELTINS Football Stadium in Gelsenkirchen, featuring Bobby McFerrin, The Wise Guys and The Bochumer Symphoniker joining several thousand singers in an ambitious program ranging from folk songs to the fourth movement of Beethoven’s 9th Symphony. How to get there Dietrich-Keuning-Haus • From Dortmund central station by foot:  Take the underpass heading towards the back entrance of the station, direction “Zentrum Nord”, walk straight for c. 500 m. • From Dortmund central station by subway: Take the line U 41 heading towards “Brambauer Verkehrshof”or the U 47 heading towards “Westerfilde”, get off after one stop at “Leopoldstr.”.

Zollern colliery (Zeche Zollern) • From Dortmund central station by subway and bus: Take subway U 47 until “Dortmund-Huckarde Busbahnhof”, then take bus nr. 462 until the Stopp “Industriemuseum Zollern”. • From Dortmund central station by train: RB 43 (“Emschertal-Bahn”), direction Dortmund-Dorsten, until station “Dortmund-Bövinghausen”; from there it is a 10 minute walk. The excursion buses will bring the convention participants directly to the Zollern colliery. Shuttle buses will be waiting in front of the venue to bring guests back to the centre after the event.

The German Federal Cultural Foundation

Creating impulses – supporting creativity – enhancing cooperation The Fonds Soziokultur e. V. is a non-profit association based in Bonn to which eight Federal associations from the fields of socio-cultural work and cultural education belong. Since 1988 it organises a national competition supporting projects that encourage and enable individuals to participate in cultural activities. Priority is given to the activities of independent supporters of cultural work, which manage to make the divisions between art, culture and society more penetrable and accessible through art. The projects shall set a standard for other sociocultural initiatives and institutions. The fund sets interdisciplinary incentives for innovative cultural work according to the self-help principle. In particular it aims to further the development and trial of new offers and formats, the self-organisation and accountability of socio-cultural stakeholders and their cooperation. Special importance is placed on the support of non-institutional cultural work. The Fonds Soziokultur distributes subsidies of up to one million Euro per year, supplied by the German Federal Cultural Foundation. The subsidy amounts for selected projects lie between 3000 and 25 000 Euro per venture. Since the commencement of the competition, over 12000 applications have been submitted. Every tenth application has received financial support. All together, about 10 million Euro have been distributed. This will be the second convention organised by the Fonds Soziokultur in connection with the European Capital of Culture. The German Federal Cultural Foundation promotes art and culture within the scope of federal competence. One of its main priorities is to support innovative programmes and projects on an international level. To achieve this, the Foundation invests in projects which develop new methods of fostering cultural heritage and tap into the cultural and artistic potential of knowledge required for addressing social issues. The Federal Cultural Foundation also focuses on cultural exchange and cross-border cooperation by initiating projects of its own and funding project proposals in all areas of the arts with no stipulations as to theme or subject. In addition, the Foundation supports the German Cultural Promotion Funds which include the Arts Fund Foundation, the Performing Arts Fund, the German Literature Fund, the German Translator Fund and the Socio-Cultural Fund. The Foundation was established on 21 March 2002 by the German Federal Government represented by the Federal Government Commissioner for Culture and the Media. It is a civil-law foundation and has its headquarters in Halle an der Saale, Germany. Kulturpolitische Gesellschaft The Kulturpolitische Gesellschaft e. V. considers itself a forum for discussion and autocommunication. It develops ideas and concepts for future-oriented cultural policy. It advocates a cultural policy that is active on all levels, that secures cultural diversity and artistic freedom as a basis for a democratic and intercultural society, and enables access to art and culture for a large number of people. The Kulturpolitische Gesellschaft organises symposia and conventions, awards a yearly cultural prize honouring ambitious (socio-)cultural institutions and projects. Moreover it publishes the series “Dokumentationen” and “Edition Umbruch. Texte zur Kulturpolitik”, the annual “Jahrbuch Kulturpolitik” and the culturalpolitical journal “Kulturpolitische Mitteilungen”.
