Brief Overview

FMM Perak under the Chairmanship of YBhg. Dato’ Gan Tack Kong continued to mitigate the challenges and problems faced by members through PEMUDAH Perak and the State Industrial Park Management Committee both of which are co-chaired by the Branch Chairman. Perhaps the most significant development is the realisation of the Natural Gas Kinta Project which the Branch had been lobbying since 2002. It was only early this year on February 22, 2016 when YAB Dato Seri Ong Ka Chuan Minister II, MITI visited the Branch, we were informed that the Federal Government had approved the project totalling RM180 million. The project comprising 160km from Air Tawar to Chemor would be funded by Gas Malaysia Sdn Bhd – RM120 million, Federal Government - RM50 million and the State Government – RM10 million. Unfortunately the long delay caused some companies to relocate but moving forward, the Branch is confident that when completed the project will spur more investments and industrialisation as well as benefiting existing companies located along this pipeline. The Branch also continued to work closely with the key government departments and federal agencies, namely the State Economic Planning Unit, MIDA, MITI, SME Corp and Invest Perak to address a wide range of operational issues faced by members. On utility related issues, the Branch worked closely with TNB to address power interruptions, supply and power quality issues while TM positively responded to meet members’ requests for High Speed Broad Band (HSBB) facility. The infrastructure issues faced by members at their respective industrial estates were overseen by the respective Industrial Park Management Committees at local districts jointly co-chaired by the local council’s president and FMM representative. The most significant development is the ongoing infrastructure upgrading of the Kamunting and Kamunting Raya Industrial Estates totalling RM4.0 million funded by Northern Corridor Implementation Authority (NCIA) During the period under review, the Branch also organised 40 activities by way of seminars, briefings, talks and dialogues for 1,650 participants to update them on the latest government policies, procedures and new legalisations. Unfortunately, our efforts to organise the SLIM (Skim Latihan 1 Malaysia) Perak programme for unemployed graduates in collaboration with NCIA and the Labour Department did not materialise. While the response from companies was overwhelming as 51 companies confirmed interest to engage 170 unemployed graduates the project still failed because of the gross mismatch between the two parties. The employers were looking for graduates in the engineering and science fields while the graduates were mainly from the art fields.

Significant Development and Issues Assistance to Members

 The District Office, Taiping approved Madu Jaya Quarry Sdn Bhd’s appeal to    

carry forward its unused premix docket permits valued at RM1,110 after the Branch intervened. TM agreed to reduce the infrastructure cost from RM18,000 to RM8,480 for Kawan Engineering Sdn Bhd to install telephone lines and streamyx in August 2015. Hiroshima Wood Frame Sdn Bhd’s renewal forestry license delayed for 3 months was approved on August 25, 2015. KCSS Wiremesh Sdn Bhd’s obtained its ID from Dagang Net within 1 day on November 18, 2015 with MITI’s assistance. Organised a briefing on ‘Combating Dengue Fever’ with the Health Office, Ipoh on February 25, 2016 to create awareness amongst members.

Infrastructure and Utilities

 The Kinta Natural Gas Project became a reality after 11 years of lobbying with     

assistance from YAB Dato Seri Ong Ka Chuan, Minister II, MITI. The project costing RM180 million would commence end 2016. TNB agreed to reduce the arrears of a member company accused of tempering with the meter from RM40,603 to RM10,000. TM agreed to work closely with the Branch to address members’ request for HSBB services. NCIA is providing a grant of RM4.09million to upgrade the Kamunting and Kamunting Raya Industrial Estates, Taiping. The flooding problem at Tungzen Industrial Park, Batu Gajah is being mitigated with federal grant amounting to RM800,000. Under 10th Malaysia Plan, RM3.1 million federal grants were secured to construct an alternate road to Lumut Industrial Park, Lumut, drainage upgrading for Gopeng Industrial Park, Kampar and IGB Industrial Park, Ipoh.

Trade and Business Facilitation

 The OCPD, Taiping at the meeting with the Taiping Regional Sub-Committee     

on September 30, 2015 agreed to recognise the I-Kad as a valid document for foreign workers. FMM in collaboration with Ipoh Cargo Terminal Sdn Bhd (ICT) facilitated a briefing on its services and facilities on October 16, 2015 at FMM Perak. 10 members participated in the Finnish Business Partnership Programme 'Bridging Business between Finland – Malaysia on March 17, 2016 organised by MIDA. Organised a Bank Negara briefing cum dialogue on “Financial Stability and Payment System Report on March 31, 2016 for members. Organised Study Visit to Hasrat Meranti Sdn Bhd cum Briefing on Incentives for Automation by MIDA on May 18, 2016. The Branch jointly with the State Government facilitated dialogue sessions between the State Exco for Industries and industries in the District of Hulu Perak on February 25, 2016 and Kerian on May 20, 2016.

Corporate Social Responsibility  Organised a health awareness talk for members on ‘Stroke’ on August 4, 2015 by Dr. Tan Wei Ming, Resident Consultant Neurosurgeon of Pantai Hospital, Ipoh.  Collaborated with Labour Department, Ipoh for members to visit Tapah prison on March 10, 2016 to study the viability of employing the rehabilitated prisoners with SMK certifications.

Regional Sub-Committees Report Hilir Perak Regional Sub-Committee The FMM Hilir Perak Regional Sub-Committee 2015/2016 headed by Mr. Loo Ching Seng of Shoon Fatt Biscuit & Confectionery Factory Sdn Bhd had quarterly meetings to discuss infrastructure issues at industrial areas. The poor services rendered by MyEG and high fees imposed by Malaysian Quarantine and Inspection Services (MAQIS) were other areas of concern pursued by the Sub-Committee. The Sub-Committee was also of the view that the ‘Labour Chapter’ under TPPA particularly on the employment conditions would be a challenge to employers.

Taiping Regional Sub-Committee The Taiping Regional Sub-Committee comprising of 28 member companies and headed by Mr. A. Jeyavalan of Mafipro Sdn Bhd held regular meetings to look into the various issues affecting members such as foreign workers, security, infrastructure, water supply, land matters, electricity supply and human resource issues. The Sub-Committee members were also actively involved in the Kamunting, Taiping IPMC chaired by the YDP of MPT, YBhg. Dato’ Haji Abdul Rahim B. Md. Ariff making it one of the most active IPMCs amongst local councils in Perak. The close rapport between the private and public sector in the IPMC also helped to address various operational issues faced by industries in the Kamunting and Kamunting Raya Industrial Estates. The Northern Corridor Implementation Authority has also come forward to assist in the infrastructure upgrading of both the industrial estates by pumping in RM4.0 million.

FMM Institute Report During the period under review, FMM Institute Perak organised 239 training programmes comprising 104 public courses, 120 in-house courses and 15 certificate courses which resulted in a total of 3,879 workers being trained. The increase in certificate courses was largely due to HRDF’s approval to organize Certificate in Warehouse Management, Certificate in Production Planning & Control, Certificate in Procurement & Inventory Management, Certificate in Lean Management and Certificate in Boilerman under the 1Malaysia Globally Recognised Industry And Professional (1MGRIP) Scheme. The Institute was also approved by HRDF to conduct two certificate courses under the Training Funds for Minimum Wage 2015 for SMIs namely Sijil Pengurusan Stor & Gudang and Certificate in Production Planning & Control.
