2017 NSW Seniors Festival grants program Terms and Conditions Successful applicants are to abide by all of the conditions set out below: ■ projects must meet the conditions of the eligibility criteria ■ organisations must not use the money provided for the project, nor any interest earned on the money, for any other purpose beyond what is specified in the approved project description ■ upon completion of the project, grant recipients must provide the Department of Family and Community Services (“FACS”) with a financial and evaluation report (completed online through SmartyGrants) ■ if an acquittal is not received by the due date, FACS may deem the event not to have taken place and may request that any funding that has been provided is repaid within 28 days ■ the NSW Seniors Festival logo, provided to grant recipients in January 2017, must be used and FACS funding acknowledged ■ successful applicants must submit their event online to the NSW Seniors Festival website for promotion. More information will be provided about this in January of 2017. ■ the grant recipient will take sole responsibility for the project ■ by disclosing information about your organisation and/or sponsoring organisation in this application, you give permission for the information: - to be disclosed to the local Member of Parliament and/or local council so that successful grant recipients can receive acknowledgement at a local level - to be used by FACS for the promotion of projects and programs to the general public, events and related activities ■ catering costs will only be partially funded for Tier 1 grants (amounts between $1 and $1,000) and will not be funded at all for Tier 2 grants. If catering is required for your event please ensure part of the cost is paid by your organisation, or, the goods are donated inkind ■ grant funding for Tier 2 grants (amounts between $1,001 and $5,000) must be matched by 50% of your organisations resources. This matched amount can include sponsorship, cash or in-kind contributions such as venue hire, catering and administration costs, and money spent by your own organisation. For example: $3,000 in funding must be matched by at least $1,500

■ Please be aware the grants do not fund the following: - any activity of a commercial nature that is for personal profit - capital works i.e. building work - permanent salaries/wages (costs for temporary tutors/instructors for your project or event can be included) - permanent equipment purchases i.e. tables, computers, buses - general operating expenses - events that encourage gambling, such as bingo, or the consumption of alcohol - the cost of travel to the Premier’s Seniors Festival Gala Concerts - the same event twice i.e. two different organisations applying for funds for the same event or activity - projects and activities coordinated by NSW Government Departments and Statutory Authorities - any other matter or item that FACS will advise you of, prior to the opening of the entries. The purpose of the NSW Seniors Festival grants program is to provide seed funding for local NSW Seniors Festival activities. You should take into account that grants are for subsidising a project, not to fund the total cost.

Eligibility Criteria Who can apply? 2017 NSW Seniors Festival grants are open to all not-for-profit and charitable organisations, public companies limited by guarantee and local government authorities based in NSW. Workplaces or businesses that plan activities or projects in support of the needs of seniors and the ageing population can also apply. To be eligible for funding, organisations must be incorporated. Where an organisation is not incorporated the application must be sponsored by an incorporated or local government organisation.

Who cannot apply? The following business structures are not eligible to apply for funding under this program:



Federal and State Government agencies



Individuals

The role of a sponsoring body is to: ■

cover grant funded activities with Public Liability Insurance



accept the grant monies on behalf of the sponsored organisation



pay grant monies to the sponsored organisation in accordance with the grant conditions



provide project management assistance to the sponsored organisation



ensure the required financial acquittal information is provided to FACS after the event is held.

Important note: In all sponsored grant applications, FACS' primary relationship is with the sponsoring body as they are responsible for the management of the grant.

Important note: FACS accepts no responsibility for the project, irrespective of the funding provided by the agency to support the project, and irrespective of its listing on the NSW Seniors Festival website or if selected for inclusion in official NSW Seniors Festival publications.

Advertising and Promotion All grant recipients are responsible for the promotion and advertising of their event. Any advertising must be appropriate to the event being undertaken and should not be used for organisation endorsement Successful applicants can list their NSW Seniors Festival projects and events for promotion on the NSW Seniors Festival website. An email will be sent with details about how to submit your event to the Seniors Festival website before the live publishing date. Successful applicants will be sent an electronic version of the 2017 NSW Seniors Festival logo along with a style guide to use in their promotions.

Selection Criteria To be eligible for funding under the 2017 NSW Seniors Festival grants program, the organisation and the project must meet the following criteria: 1. Location and timing All projects or activities must be located within NSW and must be conducted between Friday, 3 March 2017 and Sunday, 12 March 2017. 2. Target audience Your project must be specifically targeted to seniors of NSW. A senior is someone who is 60 years of age or older. Aboriginal and Torres Strait Islander people and people with a lifelong disability are classified as a senior if they are 50 years or older. 3. Community involvement Your project must clearly identify and address community involvement and must be of direct benefit to the local community and be seen to address at least one of the objectives outlined in item 5. 4. Acquittal of past grants Your organisation must have returned an acquittal for any previous NSW Seniors Festival grants received from FACS. Organisations that have not met previous acquittal requirements will not be eligible for funding. 5. Program objectives The 2017 NSW Seniors Festival grants theme is “Inclusive Communities.” Applications must demonstrate how their project will address the Inclusive Communities objective to: ■ empower older people in NSW to stay connected and contribute to their communities and/or at least one of the other following 2017 objectives: ■ empower older people in NSW to live active and healthy lives with improved physical and mental wellbeing ■ bring together local community organisations to produce multicultural, intergenerational or lifestyle events for seniors in their community ■ harness opportunities for seniors to continue to participate in activities outside of the NSW Seniors Festival ■ encourage opportunities for seniors to continue to learn.

6. Applicants must provide a detailed description of their proposed project and complete an itemised budget with their application The detailed budget needs to demonstrate how the funding will support the development of the project. 7. Grant funding for Tier 2 grants (amounts greater than $1,000) must be matched by 50% of your organisations resources Applications for amounts greater than $1,000 must be matched by at least 50% of your organisation’s own resources. This matched amount can include sponsorship, cash or in-kind contributions such as venue hire, catering and administration costs, and money spent by your own organisation. For example: $3,000 in funding must be matched by at least $1,500. If you have any questions about this matched amount please email the NSW Seniors Festival team. Example of budget: The budget below reflects a total project value of $2,500. In this example the organisation has matched their Tier 2 grant with more than 50% of their own resources.

When creating your budget please include the dollar value of sponsorship donations. Volunteer labour can also be included in your budget as an in-kind contribution. Be aware in-kind value means the value of goods and services you have received but have not paid for e.g. fee waived or donated for room hire or catering. Please remember the purpose of the NSW Seniors Festival grants program is to provide seed funding for local NSW Seniors Festival activities. Grants are provided to subsidise a project, not to fund the total project costs. 8. Applicants must be covered by Public Liability The event being undertaken by your organisation must be covered by Public Liability Insurance. You will strictly abide by the terms and conditions of that Public Liability Insurance. If your organisation is not covered, you will need to approach another organisation to sponsor your application so that your event will be covered under their Public Liability Insurance. FACS requires a minimum of $20 million public liability insurance. 9. Number of applications Only one application for funding will be accepted per organisation and project.
