The information in this Horse Packet will help the member successfully complete their 4-H Horse Project. What’s New in 2016... Ranch Horse Level 1 - Ranch Horse Advancement Level 1 will be offered in limited Ranch Horse Division classes at Weld County Fair. Ranch Horse class changes - We have removed the Ranch Horse Pleasure class. Also, immediately after completing the Ranch Horse Horsemanship class, the rider should remain in the arena and call for their cattle. The cattle work performed will be the Ranch Horse Individual Cow Work. Class information is provided as an attachment at the end of this horse packet.

Strip your stalls at fair - A fee of $50 will be charged for any stalls left uncleaned after the exhibotor has removed their horse from grounds for duration of the show. All Around Livestock Showman competiotion - All Around Livestock Showmanship contest qualifiers who are unable to compete must notify Horse Show Superintendent in person by the completion of the Horse Show Wednesday. Noncompliance will result in ineligibility for the All Around Livestock Showmanship contest in the following year. If extenuating circumstances exist exhibitor must make direct contact with superintendent at 970-302-9040; a penalty may be imposed by the Horse Council. Premier Horse Exhibitor Contest - The Premier Exhibitor Horse contest was a huge success in 2015. Some suggestions from the judges were provided from last years competition. Because the fairgrounds is so large, it is very important that the judge knows where to find you to perform their judging duties. Some suggestions would be to clearly display your name at your stall or trailer and that it remains visible, even in the wind. Another idea is to include the location on your display board. Also, please ensure your display board remains upright throughout the entire horse show. We can’t wait for next year. Detailed information is provided at the end of this packet. You may also refer to the fair book or ask a Horse Council Member about this great opportunity to stand out in the Horse Project.

What’s Required... Weld County 4-H/FFA Horse Project ID Requirements 4-H Horse Project members must submit their Horse ID online through co.4honline.com for each of their project horses by May 1st. Detailed instructions on this new procedure are found online at www.weld4h.org and in the back of this packet. Each year, the age of each identified project horse must be updated to reflect the actual age of the animal. Siblings MAY share one project horse. The rule states “Siblings may share one horse as an identified Project Horse as long as this horse is the only horse identified by the family and the siblings do not share the same age division and discipline. (The only way that siblings of the same age can share a horse is, if they are each in a separate discipline). A shared backup horse may also be utilized.” Online identification must include: • Uploaded color identification photos; • Copy of one of the following proof of ownership documents: brand inspection paper; breed registration paper in the name of the project member or immediate family member; bill of sale; or signed lease agreement. Note: Lease agreements must be updated every year. “Back up” horses may be identified and used only if project horse is declared unserviceable. • • • • •

Use of back up horse: • Project horse must be declared unserviceable by a veterinarian • Horse must have been ID’d according to project rules • Back up horse may be identified by multiple family members but can only be put into use as project horse by 1 family member (ie: siblings may not show the same horse). Any member that loses their project horse to injury or death & does not have a “back up” horse ID’d cannot replace the animal for the 4-H year except with another animal currently identified for the year. To complete their project year, the member MUST still complete their record book for the project year, even if they have lost their project horse. Page 3

Primary Care of Livestock The Colorado 4-H current project recommendation for primary care states “4-H members will provide primary and continuous care of their project animals.” Primary care is defined as the 4-H member making the decisions for and/or providing the care, handling, and training of their animal project a majority of the time. Exemptions to providing primary care must be approved by an Extension agent and Fair Board representative. Animal Care & Housing Forms can be downloaded at www.weld4h.org then click on “Animal Care and Housing Form” or they can be obtained at the Weld County Extension Office.

Helmet Policy Colorado State 4-H policy reads: A certified equestrian helmet with safety harness fastened in place is required in, over fences classes and gymkhana events, activities and practice sessions (including the Schooling Equitation Over Obstacles class). It is the responsibility of the parent or guardian of the 4-H member to ensure the headgear worn complies with such standards and is in good condition. The State 4-H office encourages the use of ASTM certified/SEI approved safety helmets in all equine events. Protective headgear may be used in all classes and shall not be discriminated against. Gymkhana generally refers to horseback speed events (timed or un-timed) that do not use livestock. Events that usually fall in this category of include, but are not limited to: barrel racing, pole bending, keyhole and flag race, stake race, rescue race, pony express race, etc. Events that are not intended to be included in the helmet policy are events such as calf roping, team roping, goat tying, and team penning that may be timed but use livestock.

e-Record Project Book The Horse e-Record Project book is specifically designed for the Horse Project. A new version of the e-Record book is available at www.colorado4h.org/project_resources/erecords/index.php. From there, select the appropriate Horse e-Record link for your age group (junior, intermediate or senior). The Horse e-Record book is available in a Excel and PDF format. If you do not have Excel on your computer you may obtain a free copy of Open Office software for your computer by going to www.openoffice.org and downloading it from there.

Premises ID Required for 2016 Weld County Fair The Premises ID provides quick and accurate traceability of livestock and locations in the event of an animal health concern, which will help maintain the health of all Colorado livestock. For this program, a premises is defined as a location or site where livestock are born, handled, housed, managed, marketed, processed or exhibited. Premises ID is managed by the Colorado Department of Agriculture. A Premises ID is required to exhibit at the Weld County Fair and Colorado State Fair. If you don’t already have a Premises ID, you can obtain one by calling the Colorado Animal ID coordinator at 303-869-9130. Page 4

The Colorado 4-H Horse Project Advancement Levels program focuses on individual development of youth through proper care and use of the horse with an emphasis on horsemanship and knowledge of the horse. The 4-H Horse Advancement Levels 1-4 are described in the Horse Project Manual. Study guides are available from the Extension Office or at the Equine Extension web site http:// www.colorado4h.org/project_resources/clover_guide/psg-livestock/horse/horse-levels-testing. php A written test must be taken and passed before the riding test is taken. Separate riding (horsemanship) tests are given for Western, English and Ranch riders. Written tests II-IV are administered through the Extension Office. For a list of current administrators of riding tests, contact the Extension Office or go to the Equine Extension web site. Weld County Fair Horse Show requirements: All exhibitors must have completed Colorado Horse Project Advancement Level I - Western, (with the exception of Novice Riders) to be eligible to compete in the Western Division, Green Horse Division or the Timed Events Division. Advancement Level I - English, to compete in the English Division. Ranch Horse Advancement Level II - to compete in the Ranch Horse Division of the Weld County Fair Horse Show. The Novice division is limited to horse project members who have attempted, but not passed, Level I written & riding tests. Yearly attempts must be made to successfully pass the Level I Test. First year project members are encouraged, but are not required to attempt Level I. All Novice classes are performed in at walk-trot. Please be aware that roping live animals and jumping both require that Certificates of Competency be on file with the Extension Office by the Weld County Fair entry deadline. See a detailed explanation of these requirements on Page 6 within this Horse Packet. Colorado State Fair Horse Show Requirements: All exhibitors must have completed Colorado Horse Project Advancement Level II to enter and show at the Colorado State Fair. Advancement Level III is required for some classes, please refer to the Colorado State Fair Entry Book.

Upcoming Horse Project Levels Rater Training Adults interested in becoming a levels rater, visit the Colorado Equine Extension web site at www.colorado4h.org/project_resources/livestock-projects/horse/horse-levels-testing.php for upcoming training sessions.

Horse and Livestock Project Interviews In a manner similar to interview judging for general and natural resource projects, 4-H & FFA members with livestock projects will go through an interview process as a prerequisite to show at the 2016 Weld County Fair. Interviews will be conducted throughout the county, at a reserved time. Watch your newsletter for updates. Page 5

Roping / Jumping Certificates Weld County has a jumping certification program for horse project members who would like to compete in the English Equitation Over Jumps class & the Hunter Hack class at the Weld County Fair. Interested horse project members must contact a Level III or IV Hunt Seat rater or an approved Weld County evaluator to sign off on this certification. We are interested in safety first and foremost and members must use the same horse/rider combination at Fair as they do for the certification process. Along with the standard roping certificate, Weld County has implemented an advanced roping certification for individuals capable of demonstrating the ability to rope live cattle safely with a nonbreakaway honda. Both certificates would allow horse project members to exercise the roping option in the Individual Cattle Work, Cattle Sort and the Ranch Roping classes at the Weld County Fair. Interested horse project members may contact a Level III or IV Ranch Horse rater or an approved Weld County evaluator to sign off on the standard certification. An Advanced Roping Certificate may only be assessed by Wade Shoemaker or Dustin Terrell (contact information provided below). We are interested in safety first and foremost and are not emphasizing style at this point but rather the mechanics of roping safely. Members must use the same horse/rider combination at Fair as they do for the certification process. A copy of both the Roping and Jumping certification forms are included in this packet. Teams and Opportunities... Horse Judging Team Develop an eye for horses and understand what exactly goes on in the show ring. The State Horse Judging Contest is held in Fort Collins in conjunction with the State 4-H Conference in June. There are opportunities for members of top placing teams to travel to national level contests. Workouts are every Wednesday, from 6-8PM and held in the Exhibition Building at Island Grove Park, Greeley. If you have any questions or would like more information, contact Coach David Moore at 970-590-6353.

Horse Bowl Team Come join the Weld County Horse Bowl Team and learn about the horse in a fun setting. This group not only competes in several events throughout the year, they are also active with community service and have a great time getting to know other horse project members! This team competes in knowledge bowl contests that demonstrate your understanding of equine science and management with a winter/spring practice and contest season. Hippology Team Very similar to Horse Bowl is the Hippology Contest. It’s a fun and competitive setting for youth enrolled in a horse project to demonstrate the breadth of their knowledge and understanding of equine science, and in particular the practical application of this knowledge and skill. A hippology contest consists of four phases: judging, written test, stations, and team problem solving. Senior and Junior members are encouraged to join the team. Scholarship for Horse Project Members Two $500 scholarships sponsored by the Weld County 4-H Horse Council are available to eligible applicants who have completed three years of 4-H horse project work. Applicant must be an incoming freshman or be actively enrolled in an accredited institution. Application must be received by March 1, 2016. The application for this scholarship, as well as many other 4-H scholarships can be picked up at the Weld County Extension Office or downloaded from the web site at www.weld4h.org.

Ranch Horse Division Don’t miss out on the ranch horse division at the Weld County Fair! New this year we are offering limited classes for Level 1. To participate in this division, you must have passed your appropriate Ranch Horse Level advancement test. The Ranch Horse division demonstrates common chores involved in working cattle and general ranch work. The exhibitor should be able to demonstrate horsemanship and stockmanship skills with a quiet and responsive horse both mounted and on the ground. While classes may have familiar names, be assured that they are quite different from traditional horse show classes. Classes include: Horsemanship, Trail, Steer Daubing, Cattle Sorting, Individual Cattle Work and Ranch Roping. Roping cattle in the Ranch Horse Cattle Sorting, Individual Cattle Work and Ranch Roping classes is an option available only to those exhibitors who have a roping certification on file by July 1st. At Weld County Fair, there is a separate written test for this division which is required to qualify for high point. Refer to the rule book for appropriate tack & attire. Events and Clinics... Equitation Program Did you know that Weld County offers a chance for all project members to ride in a clinic setting at the Island Grove Arena? The following Tuesday evenings are reserved for Project members to participate in workshop style clinics that cover topics from showmanship, western horsemanship and trail to English Equitation and reining. Join us on Tuesday evenings from 6:00pm 8:00pm, as we work with trainers and skilled equestrians. Horse Project members to improve our skills, get to know other showmen and get our horses out into the “Big Arena”. Also offered to members holding their Level II Ranch Horse is two Ranch Roping Clinics. Roping Certificate testing will be available on both dates prior to cattle work. CSU Equine Sciences Horsemanship Camps CSU is pleased to offer two sessions of horsemanship camp for 2016: Camp Session 1: June 6 - 11, 2016 | Camp Session 2: June 12 - 17, 2016 The camp is designed to be both an educational and fun experience for youth 10 - 15 years of age. English and Western disciplines are available during both sessions. Campers are under supervision by counselors and/or instructors during their stay at CSU. Housing and meals are provided in a university residence hall on the main campus. Pricing also includes tuition, housing, activities and all meals beginning with dinner on the first day and ending with breakfast on the last. Registration is limited to 45 campers per week, and will be accepted on a first come, first serve basis. Registration cutoff for all sessions is May 2, or sooner if full. COLORADO 4‐H CODE OF CONDUCT 4-H members, leaders, parents, and other adults participating in 4-H activities will: 1. Adhere to program rules, curfews, dress codes, policies, and rules of the facility being used. 2. Conduct themselves in a courteous, respectful manner, use appropriate language, exhibit good sportsmanship, and provide positive role models. 3. Abstain from illegal behaviors, use of alcohol, illegal or illicit drugs, and tobacco during 4-H events and activities. 4. Fully participate in scheduled activities. 5. Respect other’s property and privacy rights. 6. Abstain from child abuse (physical and/or verbal) and harassment. 7. Accept personal responsibility for behavior including any financial damage. 8. Be responsible for any financial damage caused by inappropriate behavior. 9. Adhere to rules of safety. Consequences for violating any part of this code of conduct may include, but are not limited to: removal from participation in the event in which the code of conduct has been violated (at the individual’s expense); sanctions on participating in future 4-H events; forfeiture of financial support for the event; removal from offices held, etc. Behavior outside of 4-H activities can affect “member in good standing” or “volunteer in good standing” status. Horse ID Entry Online instructions for Members All horses you want to use this current year must be entered through 4-H Online, co.4honline.com. This includes any horse ID’s from previous years. The Weld County deadline for the Horse ID Form is May 1st of each year. 4-H Online will remember all of the Horse ID’s you have entered. You will need to edit the age of the horse every year. From the Family “Member/Volunteer List”, locate the member to add animal information to and select “Edit”. From the top of the screen, click on “Animals/Livestock”

Click on the Animals/Livestock tab.

From the dropdown box, select horse and click the Add Animal Button.

In this section you can Add Animals and Print reports (PDF or Excel once animals have been entered). Fill out the information in as much detail as possible. You also have the opportunity to upload pictures of most your animals as well. Once complete, SAVE all information!

Fill in all information. Please upload the individual pictures in each of their designated places. Please upload bill of sale, brand paper, registration papers or lease agreement in the County Use Form box. If you are designating a horse as a BACK UP, please type BACK UP after the name in the Name of Horse box. Example: Spirit – Back Up Horse. Once you have completed the Horse ID Form, please click the Save Button at the bottom of the page. If you do not click on the Save Button, the Horse ID Form will not be saved.

Rider must demonstrate the ability to track & rate a cow 100 feet in two directions without building a loop. 2. Rider must repeat #1 while demonstrating the ability to build a loop while handling the rope safely. 3. Rider must rope a cow using a head or horn loop, safely dally and slow or stop their horse, keeping the horse facing the cow to release the breakaway honda. If member fails to catch additional attempts will be at the discretion of the evaluator/rater. If member is unsuccessful at subsequent attempts they have the option of using a solid object to demonstrate the elements described in #3.

HORSE PREMIER EXHIBITOR CONTEST RULES The purpose of this contest is to recognize the exhibitor that excels in the areas of care, knowledge and presentation of their horse project. 1. 2. 3.

All ages will compete together. One winner will be awarded. Exhibitors must pre-enter this contest with their regular fair entries. Class: 10 The contest will be judged by committee, using the following criteria: Showmanship – 30 points possible Points will be given for showmanship placing in the Western division as follows: 1st – 30 points, 2nd – 28 points, 3rd – 26 points, 4th – 24 points, 5th – 22 points, 6th – 20 points, 7th – 18 points, 8th – 16, points, all other showmanship participants will receive 12 points. Industry Test – 20 points possible Exhibitors will be required to take a 30 question, multiple choice test, designed to evaluate knowledge of their project species in areas such as: health, feeding, breeding, selection, parts of the animal and industry related issues. The test will be given for all exhibitors 1 hour following the conclusion of the swine show on Saturday. Exhibitors entered in multiple premier exhibitor contests will complete all of their tests at this time. The test location will be announced. Division Participation – 20 point possible Each exhibitor will receive 5 points for competing in each of the following disciplines: Western, English, Ranch Horse and Timed Events for a maximum of 20 points. Competitors may use no more than 2 horses per division. Competitors must complete the written test and at least 1 other class per division. Class Placing – 10 points possible Each exhibitor will receive points for his/her highest placing event. Points will be broken down as follows: 1st -10 points, 2nd – 9 points, 3rd – 8 points, 4th – 7 points, 5th – 6 points, 6th – 5 points, 7th – 4 points, 8th – 3 points; all other placing = 1 point. Each exhibitor will receive points for his/her highest placing event overall. All events are eligible for consideration including division written tests and halter but NOT TO INCLUDE Western Showmanship as it is used to award points above. Stall and Animal Cleanliness - 10 points possible: Exhibitors will be judged on the cleanliness of their stall and surrounding area and the cleanliness of their animals while at the fair. If the exhibitor chooses not to use a stall then their trailer and surrounding area and the cleanliness of their animal will be judged. Exhibitors may be judged at any time(s) while at the fair including show day and the day(s) following the show. Exhibitors must have their name displayed on their stall or trailer to be judged. Educational Display – 10 points possible Points will be awarded based on content and presentation of the display. Displays will be located in the arena area, at the direction of the Horse Show Superintendent. The display will be moved to a designated area in the Exhibition Building at the conclusion of the Ranch Horse show. Exhibitors will be required to move their display to the exhibition building. Total points possible - 100 Awards: Winner will be announced on Sunday at the Weld County Fair awards ceremony. The winner will receive cash and a special award. Winners will also be recognized during the Junior Livestock Sale.
