Amend Article 8 – Classification pages 10 and 11 of the 2015-2016 Constitution, to be worded as follows:

Create new article 8.3.7 to read as follows: After applying 8.3.1 - 8.3.6 the final enrollment count of select admission schools shall be multiplied by 1.5 for classification purposes.

Amend Section 14 – Football by amending Rule 14.3, Page 96 of the 2015-16 LHSAA By-Laws, to be worded as follows: Delete section 14.3 General Sections 14.3.1 - 14.3.4 and renumber subsequent articles. Delete rule changes passed during January 2016 Annual Convention relating to split playoffs for Basketball, Baseball and Softball. 14.3.1 Schools shall compete in Classes 5A, 4A, 3A, 2A, and 1A and shall compete in districts as adopted by the LHSAA Executive Committee. The schools in each district shall consist of both select and non-select admission schools. Effective for the 2013-2015 season and thereafter, football schools shall be sub-divided into select admission and non-select admission schools for playoff competition. 14.3.2 A non-select admission school shall be a public school that has a designated attendance zone and a charter school whose charter mandates that the school have an open admission policy and does not include admission requirements for the selection and retention of its students. For playoff competition, schools that are classified as non-select schools shall compete in Classes 5A, 4A, 3A, 2A, and 1A. 14.3.3 A select admission school shall be a public or non-public school that has an admission policy to select the students who attend the school. Select admission schools shall include: 1. All non-public schools 2. All university laboratory schools 3. All magnet schools 4. Dual-curriculum schools that include at least 25% of their enrollment as select admission students who do not live in the designated attendance zone 5. Charter schools whose charters include admission requirements for the selection and retention of its students 14.3.4 For playoff competition, schools that are classified as select schools shall compete in four divisions. Schools in Class 5A shall compete in Division I; schools in Classes 4A and 3A shall be combined and compete in Division II; schools in Class 2A shall compete in Division III; and, schools in Class 1A shall be compete in Division IV. Amend Section 10 – Baseball by creating new Articles 10.3, 10.3.1, 10.3.2 and 10.3.3 and renumber all subsequent articles, Page 80 of the 2015-16 LHSAA By-Laws, to be worded as follows: Effective for the 2016-2017 season and thereafter, for the sport of baseball, schools shall be sub-divided into select admission and non-select admission schools for playoff competition. ***These rule changes shall be applied to Section 11, Basketball and Section 19, Softball as well. PURPOSE

The official titles of the LHSAA shall have eight (8) official classifications shall be in which all sports shall be classified: Class 6A, Class 5A, Class 4A, Class 3A, Class 2A, Class 1A, Class B and Class C. For sports in which the number of participating schools does not warrant eight (8) classes, the Executive Committee shall divide the schools equally to form divisions.

For any member school receiving 25% student-athletes from outside of their assigned LHSAA attendance zone, the enrollment figure shall be increased using a 1.5 multiplier.

8.7

CLASSIFICATION CRITERIA

8.7.1

Once classified in accordance with Rule 8.3, if a school choosing to play in a higher classification, shall play in Class 6A for all sports. may choose to compete for championship honors in any classification higher than that based on its October 1 enrollment certified to the LHSAA under the guidelines of Article 8.3- Enrollment Calculation. If a school chooses to compete for championship honors in any higher classification, it must do so in all sports. The school shall make a written request to play in a higher classification Class 6A no later than 12:00 noon on the day of the first classification meeting. The declaration shall apply for the two-year classification intervals. Divisions involving two or more classifications may be created by the Executive Committee to provide competition in certain sports. The Executive Committee shall place schools in districts on an annual basis, if necessary. Schools that compete in football shall be classified every two years according to the one-fifth principle for each class. Non-football schools, below the lowest Class 2A school, shall be classified according to the one half principle. Schools Competing in Football: Classifying Schools Competing in Football: 1. Football schools shall be divided into five equal or nearly equal classes. Class 6A shall consist of the 32 largest football playing schools. 2. Classes 5A – 1A shall consist of the remaining football schools divided into five equal or near equal classes. Counting to achieve equal fifths shall begin with the lowest and end with the highest football school enrollment. Schools with equal enrollment that form the dividing line in a classification shall play in the lower classification. 3. In a classification year a school which was a non-football school the preceding year but desires to participate in varsity football the coming season shall notify the Executive Director in writing by October 15 of that year. 4. If a school fails to timely declare to participate in the sport of varsity football, it shall not be allowed to participate in the sport of football at any level for the first year and at the varsity level during the second year of the new classification school years. The school shall not be considered a football school for classification purposes.

5. A school officially declaring in writing to field a varsity football team for the first time shall be required to post a $10,000 bond with the LHSAA prior to being classified a football school. The bond shall remain in effect for the first two years that the school fields a varsity football team and shall be distributed to schools with signed contracts, should the school cancel the scheduled varsity game(s) for any reason. The Executive Director shall determine how the bond money will be distributed to the school(s) affected by the cancellation of a scheduled game. Non-Football Schools Below Class 2A: Classifying Non-Football Schools Below Class 2A: 1. Classes B and C coed schools shall be divided into consist of non-playing football schools with enrollments below the lowest Class 2A school divided into two equal or near equal classes. Afterwards, Classes B and C all-girl schools shall be placed in the appropriate classes according to their enrollments after football schools have been divided. 2. Counting coed schools with enrollments that are lower than the lowest Class 2A school shall begin with the highest and end with the lowest non-football school enrollment. 3. Schools with equal enrollment that form the lower dividing line in a classification shall play in the higher classification. Classifying Non-Football (includes all-girl) Schools Above Class 1A: Non-football schools (including allgirl schools) with higher enrollments than the largest Class 1A school shall be classified according to their enrollments after football schools have been divided. The classifications for the sports of baseball, basketball, soccer, softball, track & field, volleyball and wrestling shall be established using football classification as its basis. If necessary, the Executive Committee shall place schools in districts/divisions annually in certain sports. **All rules or parts of rules that conflict with these rules shall be amended accordingly.

Membership will be divided into 5 equal or nearly equal classes by enrollment by counting from the smallest to the largest. 8.7.4 1) Football schools will be divided into five four equal or nearly equal classes (2A, 3A, 4A, 5A). 1A schools that play football will be placed in 2A districts for football only and will play all other sports in 1A. 2) Counting to achieve equal fifths fourths shall begin with the lowest and end with the highest football school enrollment.

Effective for the 2013-2015 seasons and thereafter, football schools shall be sub-divided into select admission and non-select admission school for playoff competition. 14.3.2 (All verbiage remains the same except for the last sentence) - For playoff competition, schools that are classified as non-select schools shall compete in classes 5A, 4A, 3A, 2A, and 1A. 14.3.4 For playoff competition, schools that are classified as select schools shall compete in four three divisions. Schools in class 5A shall compete in Division I; schools in Classes 4A and 3A shall combine and compete in Division II; schools in Class 2A shall compete in Division III; and schools in Class 1A shall compete in division IV. Divisions will be determined by dividing the total number of select admission schools by 3 and placing that number, from smallest to largest, into their respective divisions of III, II, and I . The size of the bracket(s) may be determined by the Executive Committee

Non-football schools, below the lowest Class 2A school, shall be classified according to the one-half principle as Class B. 8.7.4 Schools Competing in Football: 1. Football schools shall be divided into five equal or nearly equal classes with 3A, 2A, 1A split into three Divisions. 2. Counting to achieve equal fifths shall begin with the lowest and end with the highest football school enrollment. 3. Schools with equal enrollment that form the dividing line in a classification shall play in the lower classification. 4. Effective for the 2016-2017 season and thereafter, football schools shall be sub-divided into select admission and non-select admission metropolitan division I, and non-metropolitan division II schools for playoff competition in Class 3A, Class 2A, and Class 1A.

For playoff competition, schools that are classified as non-select non-metropolitan schools shall compete in 3A Division II, Class 2A Division II, and, Class 1A Division II . Metropolitan schools shall compete in 3A Division I, Class 2A Division I, and Class 1A Division I. Classes 5A and 4A shall contain metropolitan and non-metropolitan schools. 14.3.3 A select admission school metropolitan school shall be a public or non-public school that has an admission policy to select the students who attend the school designated attendance zone located in a metropolitan area. Select admission schools Metropolitan schools shall be based on: 1. All non-public schools 2. All university laboratory schools US Department of Transportation Federal Highway Administration 3. All magnet schools 4. Dual-curriculum schools that include at least 25% of their enrollment as select admission students who do not live in the designated attendance zone 5. Charter schools whose charters include admission requirements for the selection and retention of its students

14.3.4 For playoff competition, schools that are classified as select metropolitan schools shall compete in four three divisions. Schools in Class 5A shall compete in Division I; schools in Classes 4A and 3A shall be combined and compete in Division II; schools in Class 2A shall compete in Division III; and, schools in Class 1A shall be compete in Division IV.
