Affiant hereby attaches all receipts/invoices and verifies that said expenses were incurred in the performance of the event and are allowable expenses pursuant to the Plan. For any expenses lacking documentation, Affiant may explain below how the expenses incurred qualify as allowable expenses pursuant to the Plan:

Affiant further certifies the accuracy of the amount of Sponsorship Funds budgeted for performing the event and the actual costs incurred by the event to comply with the Program. By signing this Certification of Sponsorship Funds, Affiant agrees on behalf of the Recipient to any and all reasonable requests, inspections, or audits made by SWACO as to information relating to the event and/or the use of the Sponsorship Funds. In addition to submitting the documentation in the Final Report, Affiant shall maintain records of any invoices, receipts, purchase orders, and/or payments relating to expenditures incurred during the performance of the event for a period of not less than three (3) years. Affiant shall permit SWACO staff, agent and/or contractors to examine and inspect said records or the completion of the event at a mutually agreeable location, during normal operating hours and within two (2) weeks following SWACO’s written request for such access.

INTRODUCTION The Solid Waste Authority of Central Ohio (SWACO) was established in 1989 and is one of 52 single and multi-county solid waste management districts established under Ohio’s solid waste management program. SWACO seeks to improve Franklin County’s solid waste stream through innovative programs for recycling, reuse and diversion. Franklin County is the fastest growing county in Ohio and the 30th largest county in the nation. Our travel and tourism industry totals more than $8 billion and supports over 71,000 jobs. As such, Central Ohio is home to many large public events and festivals that attract tens of thousands of people. Many times, these events generate large quantities of solid waste that are sent to the landfill. By implementing best practices for waste reduction and diversion, central Ohio’s public events can successfully reduce and divert solid waste and recyclables from the landfill and contribute to an even stronger Central Ohio economy. The goal of the SWACO Event Sponsorship Pilot Program is to provide event organizers with funding that is to be used for establishing best practices for reducing waste, increasing recycling and composting, and generating public awareness about waste reduction activities.

REQUIREMENTS AND CRITERIA     

Sponsorship funds may only be used for activities specific to waste reduction, reuse, recycling and composting. Sponsorship funding is only available for events taking place in 2016. Sponsorship applications submitted must provide complete information. Incomplete applications will not be considered. Sponsorship recipients are required to submit a Final Report following the conclusion of the event(s). Public events that receive funding must provide recognition of SWACO sponsorship.

ELIGIBLE RECIPIENTS 

 

Funding will only be awarded to event organizers, businesses or non-profits that have met the Event Sponsorship Pilot Program requirements. Individuals and event sub-contractors are not eligible to apply for funding through the Event Sponsorship Pilot Program. The event must be open to the public. The event must be within SWACO’s jurisdiction; Within Franklin County or the political boundaries of Dublin, Westerville, Columbus, New Albany, Reynoldsburg and Canal Winchester.

SPONSORSHIP FUNDING Eligible funding amounts correspond with the estimated event attendance and are as follows:  Up to $500.00 for events with less than 2,000 attendees  Up to 1,500.00 for events ranging from 2,000 to 10,000 attendees  Up to $3,000.00 for events ranging from 10,000 to 30,000 attendees  Up to $5,000.00 for events with 30,000 attendees or greater Limited funding is available and is awarded to those meeting the requirements. A cost breakdown of expenditures must be provided.

EVALUATION PROCESS Approval of applications for the Event Sponsorship Program will be based on the following criteria:    

Impact: Extent of the waste reduced or diverted from proposed activities. The ability to scale or transfer best practices and strategies used. Must clearly articulate a measureable outcome. Sustainability: The ability to continue activities at future events without the assistance of sponsorship funding. Completeness: All necessary documentation and information is provided, including quotes from vendors for services, equipment or supplies. Implementation: An approach for implementing proposed activities must be well thought out. Dedicated and qualified personnel responsible for managing the proposed activities have been identified.

ALLOWABLE USES OF FUNDS   

Equipment: Equipment specific to waste reduction and recycling such as containers, signage and/or processing equipment. Supplies and Materials: May include, but not limited to, supplies for education and awareness activities. Personal Service Contract: May include, but not limited to, waste reduction/recycling management services, hauling of recyclable or compostable materials.

INELIGIBLE USES OF FUNDS   

In-house personnel Costs including, but not limited to, salaries and/or benefits of employees, staff or volunteers. Cost for collecting or hauling Solid Waste. Cost other than activities related specific to waste reduction and diversion.

APPLICATION TIMEFRAMES & DEADLINES Event Sponsorship Pilot Program Application is due at least (6) six weeks prior to the start date of the event. A Final Report is due within (4) four weeks after the event end date.

NOTIFICATION / AWARDED   

If awarded, please allow 3-4 weeks before funding is available. Award recipients will enter into a contract agreement with SWACO and be required to submit a W-9 and Affidavit of Authority. Award recipients must provide acknowledgement of support. Where possible, all publicity releases, informational brochures, printed programs, publications and public reports pertaining to the approved funding subsidy must acknowledge support by inclusion of the Solid Waste of Authority logo and/or in substantially the following form: “The waste reduction activities for this event were made possible in part by funding from the Solid Waste Authority of Central Ohio.”

OTHER CONDITIONS   

SWACO reserves the right, in its sole and complete discretion, to modify the criteria or evaluation of the program at any time. Future availability and funding for this program is subject to change. An application submitted to SWACO shall become the property of SWACO. Pursuant to the Ohio Revised Code, all information submitted to SWACO shall become a record open to the inspection of the public. However, if there is material in an Application that an Applicant deems to be confidential, it must be clearly identified and marked confidential, and accompanied by a written explanation stating the basis of such claim. Any confidential material that is so designated shall be removed from the Application prior to release of the information to the public if permitted by the laws of the State of Ohio, including without limitation, Ohio Revised Code §149.43. The determination as to the confidentiality of any material identified as such by the Applicant shall be made by SWACO in SWACO’s sole and complete discretion. SWACO shall assume no risk, nor shall it be held liable by any Applicant for the release of any material that the Applicant may claim to be confidential.
