CHAIRMAN’S REPORT

My favourite book of the bible is Nehemiah. Not only was he a phenomenal leader but he also had a heart for people. He could build structures and he could build people. He refused to settle for broken down walls and was committed to rebuilding broken down people. Nehemiah came under great opposition, personal attack, his integrity was questioned, his life was threatened and yet he refused to leave what God had called him to. Nehemiah 6:3 “I’m doing a great work; I can’t come down. Why should the work come to a standstill just so I can come down to see you?”

Let me start with a huge thank you to all of the Pastors of INC who make this movement what it is today. Also thank you to the many support staff in each of our churches and our other charitable and educational ministries that are fundamental to our movement. I am always moved by the commitment to God’s Kingdom that you have shown. To the National Executive, State Chairman, the Operations Board, INC Invest team and INC staff -thank you for your continual hard work and support. Your faith and belief in this movement is evident. To the pastors who in 2015-2016 after many years of service have transitioned their churches, thank you for the platform that you have laid and I pray that the next generation can fulfil all the dreams that you have for the church you gave yourself to.

As pastors and leaders of INC, God has never changed his mind on the mandate given to us. Plant churches, grow healthy churches and influence people toward a relationship with Jesus through many avenues. Sometimes though we can get used to living with broken down walls. We accept the status quo as our lot in life. Wouldn’t it be amazing to be a part of a renewal? To see God breathe life into broken people, broken dreams and a broken nation. We are in the business of renewal. Renewal means: To take up again, to restore the vigour of, to become new again. INC is financially strong and positioned for growth and opportunity. Nehemiah 4:1718 teaches us that we need to be agile and adaptable with one hand at construction and the other with a weapon. As we increase our commitment to collaborating across our organisation to design and construct our future, we also need to be agile to answer the call of God and to meet the needs of our cities and towns, our nation and the world. It’s my prayer for INC that we would approach this next season with renewed vigour and if we have settled to live with broken down walls, barren alters, parched hearts, that God’s Spirit would renew us. GOVERNANCE Christian Outreach Centre trading as International Network of Churches (“INC”) is a denomination in Australia registered with the Australian Charities and Not For Profit Commission (ACNC). As a Letters Patent body, we are governed by our Constitution that establishes the election of the National Executive who govern the entity in its entire operations. The National Executive meet 4-5 times per year for 2-3 days to discuss the strategic matters and other governing matters such as financial, risk and ministries. Each member of the National Executive brings experience across ministry, theology, leadership, business, finance, education and strategy with over 50% of National Executive members having (or in progress towards) post graduate qualifications across these fields. Their collective ministry experience exceeds 250 years. The National Executive discharge their duties to oversight INC through their Constitutional powers to appoint members to the Operations Board. The primary role of the Operations Board is to oversee the assets and finances of the Movement. The Operations Board generally meets every two months. Meetings work through a full day’s agenda, which includes assessing finance applications, and subsequent reports are tabled directly to the National Executive. List of Members

The National Executive was pleased to appoint Ps Josh Usher to the Operations Board in 2015 and Ps Mike Mulheran to the position of Chair. In addition, the Operations Board welcomed new member Gideon Bosman this year. Gideon is a finance professional, presently working as CFO for a large private firm, who also attends Citipointe Redcliffe. The membership mix of the board is currently well weighted with professional expertise in the areas of legal, banking and finance, accounting, property development, education, administration, management and local church leadership. Supporting the treasury operations of the Movement and reporting to the Operations Board, the INC Invest Advisory Board meets four times a year to review the operations of INC Invest, its regulatory requirements and financial performance. Serving on the Advisory Board include independent members Craig Stanton, Leon Stephan and Neil King. Our external members are senior banking and financial professionals with corporate experience both in Australia and overseas. Our group consolidated financial statements include all entities within the group that are considered to be controlled by Christian Outreach Centre trading as INC for the purposes of the accounting standards. Therefore this includes Global Care, P-12 Colleges, Christian Heritage College and Red Frogs Australia to name a few. It is a privilege to see the collective strength of the group.

OPERATIONS BOARD REPORT MAJOR PROJECTS FUNDED FOR: Building and property renovations work for church locations including Seacoast Church, Ballina; Westgate Church, Redbank; Now Church, Traralgon; Riverside Church, Dubbo; Citipointe, Redcliffe; CityNet Church, Beenleigh; Citipointe, Ipswich; Nowra City Church and Shellharbour Community Church. Major capital works were also undertaken at the Christian Outreach Campus, Toowoomba - construction of new general learning areas for the College and major external renovations to the church auditorium. More recently, the Victory College Gympie Equestrian Centre was officially opened in October last year with an impressive demonstration of equestrian skills by college students.

PROPERTY HIGHLIGHTS In early October last year, the City Impact Church, Mackay congregation celebrated the official opening of their new church facility. This property was purchased for $1M and required fit-out work valued at $300k plus to complete, not including the contribution of tireless volunteers. Now completely transformed from an industrial building, the facility is located within walking distance of the CBD.

80 PROPERTIES OWNED THROUGHOUT AUSTRALIA During the dedication service, the Mackay congregation, under the leadership of Pastors Ken & Francis Wigglesworth, were praised by local and state dignitaries for their charity work within the local community and for their long-term overseas aid work in Africa and the South Pacific. New church facilities were also acquired in July last year by the Roma Heart Church, lead by Pastors Mark & Heidi Westbrook. This property was purchased and completely renovated at a cost of $300k plus, with the fit-out work mostly completed by trade volunteers and helpers. The congregation was able to complete the purchase and fit-out

work by raising significant funds in addition to loan finance from INC Invest, which has since been largely paid down. Since construction of their Equestrian Centre last year, the Gympie Victory College continues to expand with finance recently approved by the Operations Board for a new hospitality facility, in addition to new general learning areas. The College has experienced record enrolment growth in the last few years. Under the leadership of Pastors George & Margie Miller, the Gympie campus, with new infrastructure and ongoing development, has become a major asset for the broader Gympie community and regional area.

3,300+ STUDENTS IN P-12 SCHOOLS The Ipswich church complex has undergone a significant renovation with the handover from retiring Pastors Norm and Pam Close to Citipointe as a further satellite campus. The Ipswich location has an estimated value of $1.5M plus and is well positioned to take advantage of future residential growth in the Ipswich area. We were also pleased to celebrate with Pastors Mark & Grace Ironside and the Harvest Church, Beaudesert congregation earlier this year on their extension of facilities, which increased their auditorium seating capacity to over 400. This major capital works project was undertaken by Harney Constructions and with the assistance of trade volunteers and workers. The opening of the remodeled complex was celebrated with a well-attended barn dance event that followed the dedication service. The projected was completed with financial support from INC Invest.

100+ NEW FINANCE APPLICATIONS ASSESSED IN LAST 18 MTHS GROWTH The Operations Board also approved stand-by funding arrangements for Christian Heritage College. Our tertiary institution has recently established the Millis Institute, which obtained accreditation for a new liberal arts program that commenced in 2016. This course, delivered at bachelor degree level, provides students the opportunity to undertake some course work at Oxford University, UK. The School of Business BORN FOR MORE.

TREASURY $52M MULTI-OPTION AGREEMENT WITH WESTAPC BANKING CORP 100% OF ALL INC INVEST LOANS WITHIN REPAYMENT ARRANGEMENTS 31/12/15 The INC Movement has maintained banking arrangements with principal bank Westpac. The relationship with Westpac remains strong while INC Invest is increasingly funding the INC loan book from internal sources. Currently INC has a $52M multi-option agreement with Westpac, which is treated as an evergreen arrangement. Over the course of 2015 the average utilization of these Westpac limits was around 40%, although we are pleased to report that in January this year sufficient investment funds were held by INC Invest to fully fund the loan needs of the Movement at that time. With the strong financial performance of the Movement in 2015, INC continues to operate well within Westpac covenant agreements. The INC annual loan portfolio report tabled to Westpac at the end of last year confirmed all INC Invest loans are within repayment arrangements.

FINANCIAL PERFORMANCE The INC Invest Advisory Board, which reports to the Operations Board, was pleased to report an annual surplus of the treasury operations of $768k. These funds were used to assist the payback of INC Office related loans on behalf of the Movement and to assist the working capital needs of the national budget. Relocating the treasury operations from Coorparoo to Springwood three years ago has enabled us 10

to maximize income from available office floor space through the operation of the Highpoint Business Centre. Distributions from the Highpoint Business Centre 2015 operational earnings of $99k have been invested back into the loan reductions and operations. Looking ahead, major projects initiated by the Operations Board over the last 12 months has included the external review of INC’s people management needs and performance. With the support of the National Executive, the Operations Board has established a HR sub-committee and project teams, which will be working diligently and in collaboration with pastors and members throughout the Movement over the next few years, to help transform our people support and service systems towards best practice for the future health of the Movement. In summary, the INC Movement’s financial position and performance has never been stronger. With the 2015 total income well over $100M and growing, total reported assets of $220M and EBITDA earnings of $10.3M, the Movement is well positioned for new levels of growth and effectiveness. The Operations Board appreciates the efforts of INC Office staff, particularly in the annual financial consolidation work, that has enabled the signing off of the BDO audited results in a timely manner. It is the view of the Operations Board that the levels of transparency, timeliness and accuracy of reporting from financial to risk management matters, between the various governing bodies of the Group and the INC Office, continues to provide great confidence in the direction and decisionmaking of the Movement’s leadership.

MISSIONS INC continues to work with INC churches in particular throughout the South Pacific and South America. The focus is to continually empower and work with the appointed leaders in each nation through summits, training, conferences, mentoring, leadership and support from our Australian INC Office. South Pacific work includes Tonga, Vanuatu, Papua New Guinea, Solomon Islands, Fiji and New Zealand. South America INC locations are in Brazil, Chile and Argentina. INC is proud to continually partner with these nations. In addition, INC Churches throughout Australia are significant supporters of church and charitable works in nations all around the world including church planting and aid work in Asia, Africa, the Middle East, Europe and the Americas.
