The Role: Essex County Council (ECC) is one of the largest and most dynamic local authorities in the UK and is undergoing significant transformational change to further enhance customer focus, service and delivery. As part of the Transformation Design Team, you will be working with and across all services to support the development and delivery of organisational and process redesign activity. You will be expected to evaluate processes and working in conjunction with the service, redesign wherever appropriate using recognised best practice tools and techniques. multiple, extensive and highly complex design and analysis work packages where success will be measured through the post holder’s ability to focus on defining and expressing future business processes effectively. Job Purpose Summary: The role of the Business Analyst within the Design Team is to evaluate the current business environment and assess how the most effective, efficient and cost-saving processes can contribute to delivering an improved quality service. Analysts work with stakeholders to build compelling cost/benefit propositions for business cases, and understand the complex, interdependent and wide-ranging business requirements of delivering quality public services.

Work as part of project or process teams as required under the new operating model, ensuring excellent cross functional output

Role Specific Accountabilities •

Analyse business issues using appropriate methodologies and techniques, getting to the root cause and defining appropriate solutions



Support a climate of continuous improvement by identifying workflow process obstacles and suggesting improvements



Facilitate and run workshops from initial problem statements, requirements & data gathering through to implementation planning



Apply creativity and imagination when exploring options to select the most effective solution



Undertake the scoping of process improvement projects and ensure the successful end-to-end delivery of these



Establish and maintain first class customer-centric relationships with service stakeholders including Transformation Support Unit, internal customers, external partners and corporate groups

Knowledge, Skills and Experience: •

Use appropriate facilitation and investigation techniques to elicit information when gathering requirements.



Accurately assess and effectively communicate the potential impact of business, operational and technical changes as a result of proposed solutions.



Introduce, implement and embed process improvement techniques and behaviours across the organisation, resulting in the creation of 'value stream maps' of current state processes, working to reduce or eliminate non-value adding work.



Experience of managing own business analysis projects to time and required standards



Able to operate effectively in an ambiguous environment



Successfully engage in multiple initiatives simultaneously



Strong communication and interpersonal skills and ability to quickly establish effective working relationships

Work Style: Flexible office based. A flexible office based employee will have a main base but will either attend regular meetings, and/or work flexibly on a more frequent basis.
