   TheStateofIllinois,forover30years,hasprovidedlifesavingutilitybillassistancethorough LIHEAPthathashelpedIllinois’mostvulnerablecitizenswithhomeenergy.Throughthe servicesprovidedbylocalCommunityActionAgenciesstatewide,we’rehelpingpeopletolive moreselfͲsufficientlyandstrengtheningthecommunityfabricofcitiesandtownsthroughout Illinois.  Budgetpressuresatthefederalandstatelevelshaveledtoreductionsinfundingforthe LIHEAPprogramoverthelastfewyears.Inspiteofthis,inprogramyear2013,morethan $183.1millioninbenefitsweredistributed,and397,079 householdsreceivedutilitybill assistancelastyear.Throughthesebenefits,householdenergyburdenisreducedandenergy servicedisconnectionshavedecreased.  Overthepastthreeyears,IllinoishasofferedanewcomponenttotheLIHEAPprogramthat providesmonthlyassistanceforcertainlowincomehouseholds.Thenewprogramiscalledthe PercentageofIncomePaymentPlan(PIPP).UnderPIPP,eligibleclientspayapercentageof theirincome,receiveamonthlybenefittowardstheirutilitybill,andreceiveareductionin overduepaymentsforeveryonͲtimepaymenttheymakebythebillduedate.Overthepast year50,108householdswereassistedwithPIPPbenefitstotallynearly$38.3millionin payments.  WearecommittedtoensuringIllinois’CommunityActionNetworkwillremainamongthebest inthenation,andlookforwardtoourcontinuedpartnershiptoensureIllinois’citizensare gettingtheLIHEAPservicestheyneedanddeserve. Each year throughout the United States, millions of Americans struggle with the high cost of home energy bills. These households o en consist of vulnerable individuals and families that include senior ci zens, persons with disabili es, and very young children. Illinois is no different. Without the assistance of the Low Income Home Energy Assistance Program (LIHEAP) these families would be le facing brutally cold winters and hot humid summers with the constant threat of u lity disconnec on. Community ac on agencies are proud to serve over 400,000 household each year in mee ng this home energy burden and improving the health and safety of those who are most at risk of suffering from difficult weather condi ons. The 2013 State LIHEAP Report demonstrates the impact that this vital program has on the 102 coun es of Illinois. Illinois is unique in at least two ways in opera ng this program. In addi on to federal funding from the U.S. Department of Health and Human Services, the LIHEAP program benefits from the State Energy Fund, which has been in existence since 1997. Secondly, the Percentage of Income Payment Plan which became available in 2011 is an innova ve alterna ve for some to the tradi onal program. And we will con nue to search for new ways to be er serve our customers throughout Illinois. Each year, community ac on agencies struggle to meet the growing need for home energy assistance throughout the state. But we are inspired by the resilience and effort that these families exhibit to provide for their families and to meet their basic needs. Program Overview The Importance of Energy Assistance for Illinois Families Energy assistance as a federal program began in 1980 over concern by Congress of the rising costs of home energy. It connued in 1981 as the Low Income Home Energy Assistance program. Unfortunately, families with low incomes o en live in housing that is substandard and o en energy inefficient. As a result, these individuals pay a dispropor onate amount of their income on home hea ng costs. LIHEAP helps families reduce their home energy burden, therefore crea ng a warmer and healthier environment.

Poverty in Illinois The na onal and global economic downturn that began in 2008 was a tremendous setback to the gains in poverty reduc on that have occurred since 1970. According to the Heartland Alliance 2014 Poverty Report on Illinois, in 1960, just prior to the beginning of the War on Poverty, the poverty rate in Illinois was 14.7%. By 1970 it was reduced to 10.2% and held fairly steady un l 2000 when Illinois’ poverty rate was at 10.7%. Unfortunately, the Great Recession, beginning in 2008, created a sharp rise and by 2012 Illinois was back to a 14.7% poverty rate. This translates to 1.85 million people living in poverty.

According to Oak Ridge Na onal Laboratory, the energy burden for low income households is 14.4% compared to 3.3% for non-low income households (ORNL/TM2010/66, EIA February 2010 Short Term Energy Outlook).

At the end of 2013 Illinois s ll had an unemployment rate of 8.7%. These sta s cs are especially pronounced for the state’s most vulnerable ci zens – children, seniors, and people with disabilies. And the number of minori es living in poverty is at very troubling levels. •

LIHEAP plays a cri cal role in relieving the high energy burden plaguing many families and emphasizes assistance to seniors, the disabled, and families with young children. Assis ng with the paying of home energy bills reduces the number of seniors who have to make choices between buying medica on or paying their u lity bill; reducing the chances that a child will return home to find that their lights are not on; or in securing that families will be able to remain in their homes because they have kept their u lity service.

of May. The months of September and October are “priority periods”. Seniors and disabled individuals are eligible to apply in September and households with children under the age of 5 are eligible to apply in October. November 1 begins open enrollment. During years in which funding is available, a Summer Cooling program is held in July. This funding is reserved for seniors, families with small children, or families with severe medical problems. The Low Income Home Energy Assistance Program in Illinois serves customers at or below 150% of poverty. In 2013, for a family of four, 150% of poverty equaled an annual income of $34,575.

Customer Choice Since 2011, LIHEAP customers have had the opportunity to choose between the tradi onal LIHEAP Direct Vendor Payment (DVP) and the newly created Percentage of Income Payment Plan (PIPP). The DVP is a one- me benefit paid on behalf of the

LIHEAP in Illinois is operated by the Department of Commerce and Economic Opportunity (DCEO) which partners with the U.S. Department of Health and Human Services (HHS) to deliver the program. Thirty-five local agencies deliver energy assistance to eligible customers throughout the state in all 102 coun es. Most of these agencies, in turn, partner with community groups, businesses, and governmental enes to reach out and make sure residents are aware of the funds. Grants are made on behalf of qualified customers as direct payments to the u li es. In Illinois, the LIHEAP program year begins in September and ends at the end

customer to the u lity bill. The PIPP funcons as an alterna ve to the tradi onal program, but does not replace it. The PIPP provides enrollees with the opportunity to pay a regular, monthly u lity payment based on 6% of their income. The customer’s LIHEAP benefit makes up the difference. PIPP benefits are paid out of the state energy fund. If a customer chooses the PIPP, they will receive benefits on a monthly basis as long as they make regular on- me payments. However, if they are removed from the program for non-payment they will not receive addi onal payments. PIPP customers also have the opportunity to reduce any arrearages that have accumulated on their account. For every on- me payment, a customer’s arrearage is reduced by 1/12. Twelve on- me payments would therefore eliminate their arrearage. The goal of the PIPP is to make u lity payments more affordability while encouraging customer’s to be regular bill payers. The implementa on of the PIPP in Illinois is an innova ve way to be er serve and meet the needs of the state’s low income popula on. The PIPP program, however, has limited funding and during 2013 was suspended at the end of December.

Additional Benefits The LIHEAP program also provides two addi onal components to assist customers in emergency situa ons: Emergency Assistance Emergency assistance may be available to reconnect

a customer whose household has been disconnected from an energy source that is used for hea ng a home. In order to receive this assistance a customer must make a “Good faith effort” to pay a poron of the amount needed to reconnect (typically $75). Emergency Furnace Households without an opera ng furnace or hea ng system may be eligible to receive assistance in a tune-up, repair, or replacement of their furnace in order to restore heat to the home.

LIHEAP Funding DCEO receives funding from the U.S. Department of Health and Human Services and the state energy fund. Recently, LIHEAP HHS funding has declined since 2010: Federal 2010: $5.1 billion 2011: $4.7 billion 2012: $3.4 billion 2013: $3.3 billion

LIHEAP Customer Story SubmiƩed by Will County Center for Community Concerns

“Martha” came to our office seeking help with u li es as she was behind with her bills due to personal and financial crises. Her husband of 43 years had recently passed away and for the first me she had to figure out how to manage her money and pay bills. She told her Customer Service Representa ve that she always counted on her husband to take care of the household finances and now she is surviving solely on Social Security income. During the applica on process our Customer Service Representa ve offered not just assistance with her LIHEAP applica on, but also listened to Martha’s memories of the life she had shared with her husband. Martha was approved for benefits through LIHEAP and was also told about other u lity assistance programs that might benefit her. Since she was not too far behind on her bills she decided to try to get caught up on her own, but was comforted to know that there was help for her if needed.

LIHEAP Customer Story SubmiƩed by Embarras River Basin Agency

Embarras River Basin Agency (ERBA) was able to assist a senior ci zen who was new to the community and ERBA services. She came to the office reques ng assistance for her energy bills and ERBA was able to provide her with the opportunity to enroll in PIPP. It was a good fit and she now pays a regular, small amount each month. She was beyond grateful and near tears thanking the agency for the service. She commented that being on PIPP would allow her to afford her medicines. Her health is ques onable on many levels and PIPP helped ease her mind and made life brighter on several fronts. She commented that without this program she didn’t know what she would do.

A customer of Rockford Department of Human Services had a heart transplant two years ago. He was self-employed most of his life, and his social security disability payments are quite low. The drugs required for a heart transplant pa ent are very expensive, and must be adhered to stringently. The PIPP Program helped him know exactly what he had to save out of his check for u li es and gives him peace of mind that he will not get disconnected as long as he con nues to pay his por on of the monthly budget payment.
