SAFETY REGULATIONS FOR DELIVERING GOODS IN TRANSIT

For truck drivers (truckers)

PRINCIPLE: Access to the EUROGATE Container Terminal in Wilhelmshaven is only granted on foot of a permit (Trucker Card) issued by the operator and subject to compliance with the safety regulations at the premises. The permit that is issued is specific to a particular individual and does not entitle that individual to bring company or other people onto the terminal site. Pedestrian and vehicular access to the terminal is only granted for business-related purposes. Visits to the terminal are not considered to be business-related and all such visits must be booked through management or the Communications department. Non-compliance will result in the withdrawal of the Trucker Card and the issuing of a ban from the premises. Exceptions from the safety regulations can be applied for in writing from the management or the Port Facility Security Officer (PFSO). EUROGATE Container Terminal Wilhelmshaven GmbH & Co. KG assumes no liability for damage or other consequences caused as a result of entering the container terminal, unless there has been gross negligence on the part of the company boards, committees or senior managers of EUROGATE Container Terminal Wilhelmshaven GmbH & Co. KG.

ISPS CODE SAFETY REGULATIONS (PORT SECURITY)

In accordance with Section 16.22 of the ISPS Code, the terminal operator has the right to conduct identity and vehicle checks. It also has the right to check individuals and any objects that they might have with them. If vehicle occupants (driver’s mate/escort personnel) do not have a Trucker Card, they must register with the ISPS headquarters before accessing the facility. Issued Trucker Cards must be presented on request and must be visible behind the windscreen once the occupants have left the vehicle. All weapons and dangerous objects are prohibited on the terminal site. Photography and filming are strictly prohibited on the grounds of the EUROGATE Container Terminal in Wilhelmshaven unless permission has been granted by EUROGATE management or its Communications department. The EUROGATE Container Terminal in Wilhelmshaven is under video surveillance.

ENTRY AND SAFETY REGULATIONS

Unless stipulated otherwise, the traffic regulations and signs prescribed by the German Road Traffic Act (Straßenverkehrsordnung, StVO) apply at the terminal. In accordance with the StVO, driving is permitted only on designated traffic routes on direct paths between the “Gate” and the “Transfer Area”. Driving in other areas is only permitted in the company of a safety vehicle provided by the terminal operator. Maximum speed is 30 km/h; dipped headlights must be used at all times. Parking is prohibited on all roads and in all operational areas with the exception of designated parking, loading and checking areas. Loads must be secured when driving around the terminal. This means that tie-downs can only be undone in the “Transfer Area” (loading area) and should be tied up there when the loading process is complete. High-visibility vests and safety shoes must be worn in the terminal. In principle, pedestrian traffic is banned in the terminal or is only permitted on the designated footpaths and in the working areas. Smoking and the consumption of drugs and alcohol is prohibited on the entire terminal site.

LOADING AND UNLOADING

Truck drivers and mates must wait at their vehicle in the loading area/“Transfer Area”. All vehicle occupants must get out of the driver’s cab when loading or unloading in the “Transfer Area”/loading area and position themselves so that they are visible to the driver of the handling equipment (e.g. straddle carrier, reach stacker, gantry crane) outside the danger zone. The truck driver is responsible for the safety of his or her driver’s mate. In the “Transfer Area” the truck driver must signal to the driver of the handling equipment (straddle carrier) that it is safe to lift up/set down the container by switching the traffic lights (presence button).

EMERGENCIES

In the event of an accident on the terminal site or if damage has been caused, the following parties must be notified by telephone:
