Conference Overview The Illinois Search and Rescue Council (ISARC) is pleased to welcome you to the 2011 Illinois Search and Rescue Conference. In its third edition, the conference brings together practitioners in the field of search and rescue for learning, collaboration, team validation and community. Above all, ISARC hopes this conference aims to raise the bar of professionalism and capability of search and rescue in Illinois. This year’s conference, hosted in the heart of Illinois, is specifically designed to bring together varying disciplines and programs that typically comprise a search and rescue mission. There are several round-table and panel discussions that will facilitate interaction discussion between the panelists and session participants. We will also see sessions targeted at the K-9, Ground, Manager and Civil Air Patrol communities.

About the Illinois Search and Rescue Council The Illinois Search and Rescue Council is a charitable, professional, and educational organization which supports, coordinates, develops, promotes, and implements search and rescue resources with the underlying principles of saving lives and preserving property through its support of the National Search and Rescue Plan, the National Response Framework, and Illinois Emergency Operations Plan. Our membership is comprised of SAR teams from all across the State of Illinois, and some surrounding areas, that have come together to further the professionalism of the SAR discipline. Our teams include organizations from public safety organizations as well as non-governmental organizations providing search and rescue services for missing persons within the State of Illinois.

2011 Illinois SAR Conference Overview & Agenda Session Descriptions General Sessions The State of Search and Rescue in Illinois – ISARC Chair John Simon Chairman Simon will discuss a brief history of the Illinois Search and Rescue Council, accomplishments in 2010-11 and a vision for the next 12 months. John will outline at least four specific goals for the upcoming year.

Loving Life Enough To Look For It – Bart Wilson Motivational and Inspirational, this discussion and Keynote interactive event inspires everyone to reach their highest goals, regardless of the obstacle. Created from the Search and Rescue Responder perspective, this event will inspire you to approach life as a SAR Responder and Love Life Enough To Look For It, every day!

The Steve Fossett Search from a Unified Command IC Perspective – Lt. Col Timothy Hahn, Nevada Wing, CAP The Steve Fossett Search was the largest, most extensive, and most expensive search ever undertaken in the United States. It involved 8 Wings, three Regions, multiple Law Enforcement Agencies, the Special Operations Division of the FAA, and thousands of man hours. It was also the most difficult search ever undertaken in terms of special interests and politics. Lessons learned from that search can be used to avoid many of the pit-falls that the search management teams faced at that time.

IEMA Update and Working with the Search and Rescue Community – Chief of Operations, Trent Thompson Chief Thompson will discuss the concept of Mobile Support Teams in Illinois and how the Search and Rescue community fits within this concept. He will also discuss progressing a formal relationship between IEMA and the Illinois Search and Rescue Council.

Break-Out Sessions Agency Cooperation: Panel Discussion – Sheriff’s Lt. Jon Sandage, Asst. Fire Chief Ryan Buckingham, Director Chris Helle, Lt. Col. Ted Lohr; Moderated by Dpt. Chief Jesse Magenheimer Representatives from law enforcement, fire service, emergency medical services, emergency management and search & rescue will discuss their roles and perspectives on the search and rescue discipline. A moderator will seed questions/scenarios and field questions from the audience to stimulate what should be an excellent dialogue.

Air Assets in Illinois: Panel Discussion – Air-Evac, LifeFlight, IDOT and CAP; Moderated by Rick Myers and Eric Hodges Representatives from the Civil Air Patrol, Illinois Dept of Transportation, LifeFlight and Air-Evac will discuss the assets they bring to bear in a search mission. A moderator will seed questions and will also field questions from the audience. Discussion will be directed towards the appropriate use of air assets, unique capabilities and limitations of each organization’s air assets, charges for service (if any) and general activation protocols.

Aviation Technical Communications – Maj David Picek and Lt Col Ted Lohr Civil Air Patrols nationwide radio communications system comprised of over 23,000 CAP-owned base, mobile, and portable two-way radios is an intricate component of CAP’s search and rescue missions. Illinois Wing Director of Communication Maj Dave Picek will discuss the practical uses of the airborne platform for communications, interagency use of the airborne platform.

2011 Illinois SAR Conference Overview & Agenda Panel members with capability in Search Planning, Search Management, Ground Search, K-9 Search, Mounted Search, ATV Search, Water Search and Bike Search will discuss their individual roles and capabilities in the search and rescue discipline. A moderator will field questions from the audience and should steer dialogue towards enhancing audience members understanding of the unique capabilities each resource can bring to a search mission.

Civil Air Patrol & Multijurisdictional Incidents – Maj John Patrizi How to properly coordinate, support, and work with different government and private agencies such as Police, Fire, Public Works, EMAs and State Guard at different government levels…Local/County/State/Federal. How to overcome inherent reservations of working with agencies outside your own “community”.

Clue Discovery, Evidence Handling/Preservation – Sheriff’s Lt. Jon Sandage What may appear to be garbage or insignificant could actually be important evidence that could lead to solving a case. Search and Rescue workers will learn what items that may be evidence and how to protect that evidence until Law Enforcement arrives.

Disasters & the Role of Civil Air Patrol – Capt Matt Brown, Maj John Brendel CAP is not the most visible disaster response agency out there, but it doesn't take long to see their involvement in support of some of the nation’s largest disasters in recent years as well as many quickly forgotten smaller ones. Join Capt. Matt Brown as he discusses the involvement of the Civil Air Patrol in some of the recent disasters both in the State of Illinois and nationally. He will also discuss planning currently in place to prepare for future incidents.

Family Relations – Mary Moore & Judith Sevel, American Red Cross of the Heartland This session will overview responsibilities and expectations for SAR personnel who are placed in the role of liaising with family members during searches. Topics will include demeanor, pitfalls to avoid, best practices, etc.

Fund Raising & Marketing your Search & Rescue team – Director Chris Helle Director Helle will discuss various tactics to secure funding for search and rescue, including grants, building relationships with elected officials, leveraging a 501(c)(3) status, fundraising events, state and federal surplus, donations and agency appropriations.

IESMA/EMAT Overview – IESMA President Chuck Genesio President Genesio will introduce attendees to the Illinois Emergency Services Management Association (IESMA), its history and its mission. He will also discuss the IESMA Emergency Management Assistance Team (EMAT) and how they can support search and rescue operations.

Introduction to Civil Air Patrol … CAPabilities – Lt Col Bob Taylor and Maj John Patrizi An informative session where you will learn how CAP can assist state and local governments in performing various SAR and DR missions. CAP has 550 light civil aircraft, including Cessna C-172, C-182 and C-206 models, as well as a nationwide radio communications system comprised of over 23,000 CAP-owned base, mobile, and portable two-way radios and Over 4,300 mission-qualified ground team members serving on search teams; many are credentialed First Responders and Emergency Medical Technicians (EMT).

Introduction to K-9 Resources for the SAR Community – Greg Horn This session will introduce the value K-9 resources to the rest of the SAR community. The presenter will introduce the benefits and limitations of K-9 assets during search missions. He will also cover the types of K-9 skills available (trailing, land cadaver, water cadaver, disaster services) and which you might call for under various circumstances. The presentation will also present guidelines for when to activate K-9 resources and whether or not to deploy ground resources while waiting for K-9 assets to arrive. 6|P a g e

2011 Illinois SAR Conference Overview & Agenda K-9 First Aid – Dr. Romaine Walter, DVM IPSAV This session, taught by a local veterinarian, focuses on triage field treatment of common K9 injuries and accidents within search and rescue work. The emphasis will be on determining which injuries need advanced medical treatment, stabilizing the K9 for transport, and how to properly treat more minor injuries in the field. The session also reviews specific medical supplies that should be carried by the handler.

K-9 Scent Theory Parts I and II – Bart Wilson Created by Bart Wilson, this presentation separates theory from fact in canine detection of human scent. Bart details, and explains the aspects of scent movement and locations where scent collects, why it collects where it does, and how to get the dog in the right place to be successful. With plain talk about scientific principles and eye-catching demonstrations, as well as 3-D graphics, Bart’s presentation will leave you educated, enthused, and entertained.

Lesson's Learned from the Real World: From the Field to Management – Bart Wilson Bart Wilson will present an overview and then lead an interactive discussion of real-world SAR cases. The discussion will highlight a variety of aspects of a real search, including search strategies, communications, what to do and not do, court consequences, and other vital lessons learned from actual SAR cases.

Managing External Influences – Lt. Col. Timothy Hahn Dealing with National and International Media, influences from all levels of Government and topping it all off with psychics hoping to make a name for themselves can drive even highly experienced Incident Commanders to the asylum. Dealing with these influences can take both expertise and a firm hand. Understanding how to get them off your phone so you can do your job is a bit of time well spent learning from an IC with 40 years of dealing with them all.

Panel on Individuals with Alzheimer’s and Autistism – Heather Mulder (Alzheimer’s Association), Karin McDowell (Autism Society) and Julia Bozarth (American Red Cross) This panel discussion will feature experts from the Alzheimer’s Association, the American Red Cross and the Autism Society will discuss the unique challenges facing the Search and Rescue community for persons with Alzheimer’s disease and Autism. The panel will present characteristics and guidance for enhancing the probability of successful searches. There will be plenty of opportunities for interactive question and answer

Search in an Urban Environment – Bart Wilson Created for all facets of the search team, LE, Searchers and Search Managers. This interactive event and discussion on the differences between urban and wilderness search strategies and tactics, is designed to highlight the latest statistics, best practices, strategies and tactics and reflect commonalities that bridge the gap and forge effective mission focus.

Show ‘n Tell, Revisited – Lt. Jonathan Orns, Chief Domingo Kaller This year for the equipment show and tell we will be reviewing many of the items from last year along with some new equipment. Some of the items will include: what's the best way to carry equipment in the field, GPS's and compasses, medical equipment, equipment for night searches, and many other topics. Please join us for an informative and hands on presentation.

Team Leaders Round Table- Moderated by Chief Eric Hodges This informal gathering will give Search and Rescue team leaders an opportunity to discuss common issues. Attendees are encouraged to bring topics. Example topics may include: Recruitment & retention, Educating the public safety community about organized SAR resources, funding, liability, breadth of SAR services, training & validation, team organization structures & roles, program development, etc. Only personnel who manage SAR team leaders should attend this session. 7|P a g e

Biographies Lt Col Timothy Hahn is a Level one IC with the Civil Air Patrol and has been working in the Search and Rescue field for over 40 years. He has a Fire and Law Enforcement background and is a line-ofduty disability retired Homicide Investigator having worked a Police career in the Washington D.C. area. He has numerous awards for valor and lifesaving. He has run some of the largest and most involved searches in the nation and dedicates a great deal of time to teaching others how to manage the seemingly unmanageable search. His expertise in the NIMS-ICS system has proven invaluable when dealing with multi-agency incidents. He is currently the Chief of Staff of the Nevada Wing, Civil Air Patrol after serving for 3 years as the Wing Director of Operations. He is a former Commander of the Bowie "Aces of Hearts", a CAP squadron that in four years sent 8 cadets to Military Academies. Bart Wilson is the owner of Wilson Consulting. A Total Quality Management Consulting company that specializes in Individual, as well as Corporate Leadership, contract negotiations, life skills, and conflict resolution. Bart is a Professional Consultant, Life Coach, Lecturer, Author and Motivational Speaker who brings a humorous magic to every presentation. His clients range from Volunteer Organizations and Schools to Construction companies, Professional Entertainers, and Government Research Facilities, both Domestic as well as Internationally. Bart has 22 years as a K-9 handler, 15 years as a master trainer and 10 years as a seminar instructor for LE and Search and Rescue teams across the country. Bart is a certified and experienced Incident Commander and Search Manager with 22 years of experience searching for lost or missing people and has served Local, Regional, State, and Federal Government entities on Search And Rescue Events.

Continuing Education Credits ISARC is currently working with IDPH for EMS CEUs and with IEMA for emergency management CEUs.

Registration, Lodging & Dining Registration Pre-registration is $50/person. The conference center has a limit of 150 persons so we will cap attendance accordingly. If spaces are still available, on-site registrations will be accepted for $60/person.
