Q: Will the Materials Testing services be procured through the agency or through the General Contractor? A: Materials Testing services will be procured through the General Contractor.

Q: Can you advise on the estimated value for the project? A: The engineer’s estimate of probable cost can be found at the following location: http://www.srwmd.state.fl.us/bids.aspx?bidID=225.

Q: Provide the address of the Sisters Welcome Sprayfield Facility. A: As provided in the bid solicitation, the address is Sisters Welcome Sprayfield Facility, 3999 SW Sisters Welcome Road, Lake City, FL 32024.

4.

Q: Section 2.06 Geoweb Cellular Confinement System: Please clarify what cell diameter (GW20V, GW30V or GW40V), and Cell Depth (4”, 6” or 8”) is required for this project (2.06 Section C). A: The cell diameter is GW40V and the cell depth is 3”.

Q. Section 2.09 Tendon Anchorage: Please clarify if Tendons will be required on this project, and if required which Tendon should be used? TP-67 or TP-93? (TP-31 is no longer available.) A: Tendons will not be required for this project; however Atra Anchors are required as shown in the plans.

Q. Can CADD FILES by provided to assist contractors in verifying quantities on the ICHETUCKNEE SPRINGSHED WATER QUALITY IMPROVEMENT PROJECT? A: A CAD file titled “Ichetucknee Springs Water Quality Improvement Project” has been posted to the District’s FTP site. Additionally, the files associated with the aerial imagery were uploaded to the same folder and are titled “CAD xrefs for aerial imagery. (ftp://ftp.srwmd.state.fl.us/Ichetucknee%20Springshed%20WQ%20Project/)

Q. We request Coldwell-Wilcox be added as an engineer-approved manufacturer for Aluminum Gates, meeting the requirements under Specification Sections 11285 Slide Gates and 11287 Fabricated Gates for this project. A: In addition to Waterman Industries, Coldwell-Wilcox, Rodney Hunt Company, and Hydro Gate Inc. are included as approved manufacturers.

Q. Please advise if the off-site clay is available for use on the project at no cost. If not, how much? A: The offsite clay material is available to be used on the Sprayfield-wetland conversion project at no cost. A map of the spoil pile locations is attached. Q. Please advise if there will be an extension on the project? Currently, the project requires completion in 7 months. At the pre-bid meeting, it was stated that the project must be finished by the end of May 2016, therefore equaling 6 months according to projected start date. There is not enough time for the site contractor to perform all required site work & earthwork and then complete all required plantings. Many of the wetland/mitigation contractors have publicly stated at the pre-bid that there is not enough time to complete their work. A: An extension will be granted by the Department due to the seasonality of the planting but the total project must be completed by September 1, 2016.

Q. Will the SRWMD consider extending the project completion date in order to provide a realistic time to construct the project? Given the statement that project funding with DEP runs out in May 2016 – please clarify the contract timeframe for substantial and final completion A: An extension will be granted by the Department due to the seasonality of the planting but the total project must be completed by September 1, 2016.

Q. Please elaborate on the specific procedures regarding structure removals/demolition/disposal. A: See the addendum to the technical specifications that has been added to the website posting.

13.

Q. Who is responsible for soils/compaction testing? A: The contractor is responsible for compaction testing. As mentioned in the technical specifications, during berm construction a compaction test will need to be performed after every 2000 cubic yard interval or once per lift (whichever is the highest test frequency). The test data will need to be sent to Amec Foster Wheeler regularly for geotechnical review.

14.

Q. Please confirm all applicable permits are in place. A: All documents needed for the ERP and wastewater permit have been submitted and we are awaiting issuance of both permits. The contractor will need to coordinate with the County on any permits required for the open cut of County Road 242.

15.

Q. It was mentioned at the pre-bid that SRWMD received an estimate for the value of the existing timber to be removed. If it is the intension for SRWMD to reap profits from the lumber, then SRWMD should directly have the site cleared outside of this contract. No site clearing contractor will consider clearing the site and forking profits. Please consider removing the shared profits clause from the contract or clear the site directly. A: SRWMD will have the timber clear cut on Sprayfield one. Minor amounts of timber may remain, but the majority of the harvestable timber will be removed. Stumps will remain and must be removed in the areas specified in the bid specification.

16.

Q. Please confirm the bid item “Total Denitrification Walls” will be removed from our scope of work. A: All of the bid items in the Denitrification Walls section are part of the scope of work. The only item to be removed from the bid sheet is the “Trash Rack” item in the Cell to Cell Structures section.

17.

Q. Planting of cells – it was stated at the pre-bid that Contractor would build, plant and flood cells as they are built – however it was noted that the only planting period allowed is during March through September. This only allows for planting during the months of March, April & May based on current contract timeframes. Additionally it was noted that if we do not plant the cells we would need to at least flood the cells and plant later. Please clarify this process and the impacts to the project and the planting process. A: The acceptable period for wetland planting is from March 1 to September 1, as described in the Technical Specifications (Section 02910). In the event that individual wetland cell completion schedules conflict with the acceptable planting period, completed wetland cells should be flooded and maintained at a depth of 1 foot above design grade to minimize the establishment of terrestrial plant species across the cell bottoms. If terrestrial plant species become established on the cell bottoms, herbicide application, mowing, disking, or a combination of control methods may be required prior to wetland planting. The Owner and/or Engineer shall make the determination whether wetland cells are suitable for planting. Effluent discharge from higher elevation to lower elevation wetland cells is allowable once the lower elevation cells are also completed and capable of receiving flow. In preparation for wetland planting, water levels in inundated cells should be lowered and maintained at a depth of approximately 0.3 feet throughout planting activities and during maintenance period. Flow through operations are allowable during the planting and maintenance periods as long as target water depths (0.3 feet) are maintained. All water delivery operations must be coordinated with City staff.

18.

Q. It was stated that the Trash Rack should not be on the Bid Form or Estimate; please provide a revised Bid Form. A: Revised Bid Form is available for download on District website.

19.

Q. The bid item for trash racks within the Cell to Cell Structures breakdown has a quantity of 10 ea. There are 10 Cell to Cell structures, however the details show grating. The only detail that shows trash racks is on sheet C1060 and they’re on Type H and D structures. Please confirm the exact location of the trash racks. A. The bid sheet was revised to remove reference to the trash racks on the cell to cell structures, as they will not be installed on those structures. Trash racks will remain on Type H structures, per the details in the plans. Trash racks are not required on the Type D structures. See the updated bid sheet for these revisions.

20.

Q. It was stated that the Weir Gates would not have a riser stem as supplied in specs and plans, please clarify in writing. A: In the technical specifications, Section 11287 Fabricated Gates, 2.02 Equipment, item B.4 should be omitted and replaced with Section 11285 Slide Gates, 2.02 Equipment Design and Fabrication, items A.7 and A.8. Item B.4 mentioned the weir gates as a rising-stem type gate, however both the weir gates and the slide gates should be non-rising stem gates. The plans show the weir gates with non-rising stems (sheet C1050) and do not require any edits. The cell-to-cell structures are meant to be driven over, so all gate components must be flush with the structure grates

21.

Q. Please note based on previous experience Slide gates from Waterman Industries usually have at least a 120 day lead time after a 60 day submittal process; please evaluate in terms of overall project timeframe. A: Noted.

22.

Q. It was stated that burning will be allowed with burn permit noted that there are residents in the area - please verify. A: In the technical specifications it mentions no burning onsite, but if the City will allow it and permits are acquired, that portion of the technical specifications can be ignored. As long as the proper permits are obtained, contractor may burn onsite.

23.

Q. Section 02920 SODDING references pallet sod with minimum size measuring 12-inches by 24-inches or larger. Is standard size rolled sod an acceptable alternative to pallet sod? A. Standard sized rolled sod is acceptable.

24.

Q. In regards to the bid item for Rip Rap with filter fabric within the Cell to Cell Structures breakdown, where does this work occur? It is not clear. A. Refer to sheets C410 through C418 for location of the rip rap with filter fabric at the downstream side of each cell to cell structure. Also refer to sheets C420 through C431 for specific locations and dimensions of the rip rap associated with the cell to cell structures.

Q. Please confirm that all excavated material shall be used for embankment on-site. The specifications elude to select material. A. Not all material excavated onsite will be suitable for use in the embankments. There is a potential underlying clay layer in certain areas onsite, which will not meet structural material requirements. Fill in the embankments shall meet the material requirements detailed in the technical specifications.

26.

Q. Please provide additional data on the borings shown on the plans; i.e. Plasticity, sieve analysis, moisture content, etc. A. For additional information on the geotechnical borings see the pdf files on District FTP site: (ftp://ftp.srwmd.state.fl.us/Ichetucknee%20Springshed%20WQ%20Project/. In addition, please refer to plan sheets C230 and C231 for boring locations and additional boring information.

Additional items brought up at the pre-bid meeting:  There is no onsite potable water available, but the contractor may coordinate with the City/County to use a fire hydrant adjacent to the site. There will be a charge if potable water is used, the contractor can use pond water to prevent a charge.  Contractor is responsible for maintaining water levels during construction.  The pole barn in Sprayfield 1 may be disposed of as the contractor sees fit. No portion of the building needs to be returned to the City. Clarifications:  Specification 11285 Slide Gate Schedule on page 111 list minimum openings of 1’-6” x 1’-6”. Plan Sheet C-1050 Structure Cross Section calls out 2’ x 2’. Minimum opening needs to be 2’ x 2’ for structures 3 through 12 to allow clearance for 18” RCP penetration/grouting into the structure.





Specification 11287 Fabricated Gates, Part 3 Execution, 3.01 Installation Paragraph Dthe recommended sealing method between the gate frame and wall surface is 1” of nonshrink grout to allow for wall irregularities and fully support the frame. This is also recommended for the Slide Gates Specification 11285. As noted in Section 11287 Fabricated Gates, Part 3 Execution, 3.01 Installation Paragraph D, "The sealant type shall be as recommended by the fabricated gate manufacturer and shall be suitable for submerged applications". If the contractor gets confirmation from the manufacturer that using "1 inch of non-shrink grout" is acceptable, then this method can be applied to both the weir gates and slide gates.
