In the month of August, 1862, a complete enrollment was made of the number of men in the respective townships of the county subject to military duty, as, also, of the number who had up to that time volunteered in the service of their country. Wardlaw, examining surgeon for the county, would open a temporary office at the court house, Bowling Green, Monday, September 1, for the examination of applicants claiming exemption because of disabilities. So numerous were the applications that the examinations were protracted during the week; practically fifty percent of the enrolled subject to duty having appeared and asked for examination, and three hundred and fifty-six certificates of exemption were issued. When the first draft of the war was ordered, in the fall of 1862, Clay county was exempt from its execution, having already filled the measure of its quota by previous enlistments, having sent to the front for the first eighteen months of the war forty percent of its eligible and acceptable population. Sugar Ridge was the banner township, not only of the county but of the state, having at that time already contributed fifty-one percent of its population subject to military service. At a special session of the board of commissioners held July 25, 1862, an order was made allowing ten dollars out of the county treasury to the family of each who had enlisted or might thereafter enlist in the service of the United States on the call of the president for 300,000 volunteers, on condition that such families were left in destitute circumstances. C. W. Thompson and D. W. Bridges were appointed by the board to determine upon the claims made for such allowance, and make their recommendations to the county auditor fororder on county treasurer. The firm of Wingate and Black at about the same time gave out that they would give to the head of each family volunteering in Washington township the sum of ten dollars on the certificate of the captain that they had been mustered into the service. Elisha Adamson also tendered to a committee all the products of his farm for the sea--- Son of 1862 for distribution among the families of the volunteers in Washington township, reserving only the supply for his own family. Many voluntary subscriptions and donations were made throughout the county by private individuals and societies in aid of the families of soldiers in their respective localities of which no public accounting was ever made. A special session of the board of county commissioners was held on the 30th day of January, 1865, to consider petitions filed asking for an appropriation in aid of enlistments to meet the contingency of further drafts upon the able-bodied men of the county, all of whom not yet in the service being needed in the productive industries of the county. The board of commissioners responded by ordering an issue of $100,000 in bonds, payable in three annual installments—April 1st, 1866, 1867, 1868, bearing six per cent interest.
