Main Library throwing a party to celebrate decade

The 10th anniversary of the Main Library Downtown will be celebrated Saturday with authors, live entertainment and guided tours. Jacksonville Public Library Director Barbara Gubbin said since October 2014, six branches have marked 10 years of opening or reopening due to the Better Jacksonville Plan’s funding for library system improvement. It’s fitting that the largest and busiest library should have the largest celebration of the first decade. “We’ve been honing our skills for a year and we’ve been planning this celebration for a year. We want people to come to the Main Library and have a fun day,” said Gubbin. Former Mayor John Delaney, who was in office when Library continued on Page A-3

Disagreement was expected after a highly critical report on the Police and Fire Pension Fund. “Just a bunch of personal opinions” that lacked evidence, says the fund’s board chair. Real issues that need answers, countered the City Council member who spearheaded the review. Yet, despite the disagreements on display Monday during a public meeting, one detail emerged that could have immediate consequences — and has both sides working together. After an hour-long discussion about the $85,000 report, Chief Larry Schmitt dropped some unexpected news. The report, said the fund’s board chair, was the “main reason” the top choice to replace retired fund administrator John Keane was backing away. Lynn Wenguer, head of the Fort Lauderdale Police and Fire Retirement System, had been offered a five-year, $200,000 annual contract for the position. Details had been ironed out and all that was needed was Wenguer’s OK. “She called me this morning,” Schmitt told council member Bill Gulliford and others. “She … saw no need to put herself in the middle of all of this.” It was an announcement that surprised those around the table and resulted in a full-court press to fix it. Gulliford said he’d reach out to talk to her. So did council member Tommy Hazouri, the board’s liaison. Bill Scheu, the newest of the five-member board, also said he wanted to speak with her. Schmitt said he’d give it a couple of days before reaching back out. A message left for Wenguer on Monday evening seeking comment wasn’t returned. Gulliford said after the meeting the development was disappointing but hoped further conversation could change the outcome. Pension continued on Page A-2

Publix tosses salad plant into Jacksonville mix Publix Super Markets Inc. is considering construction of a production plant for salads in West Jacksonville near its distribution center. It could be a big one, or at least part of the more than 600,000 square feet of development rights the Lakeland-based supermarket chain has on the almost 34-acre vacant site along West Beaver Street. Publix wanted to build a dairy products manufacturing facility on the land, which it bought in late 2012. The market changed that decision. “Declining consumer demand and preferences have obviated

the need for the contemplated dairy facility,” says a proposed city ordinance to extend Publix’s development agreement on the property until Sept. 7, 2020. Ordinance 2015-746 also amends the calculation of the annual renewal fee for reserving traffic circulation capacity. Plans include building a facility for the production and packaging of ready-to-serve salads, such as mixed green salads, potato salads, coleslaw and fruit salads. Publix seeks approval from the city for the five-year extension “to continue its good faith efforts to develop the remaining capacity” under the agreement.

More than $27,000 in prepaid debit cards missing from city

Items were bought by Brown administration By David Chapman Staff Writer Mayor Lenny Curry’s administration says it can’t find more than $27,000 in prepaid debit cards purchased by predecessor Alvin Brown’s team meant to reward city employees who go above and beyond in their jobs. In emails last week, Sam Mousa, Curry’s chief administrative officer, said it wasn’t known if the cards were distributed but not recorded or simply are missing. In all, the 507 missing cards total $27,425. Additionally, $2.75 was spent per card for an activation fee, pushing the total spent to $28,819 for the batch that hasn’t been found. Curry spokeswoman Marsha Oliver said Monday the mayor

couldn’t speak to who handled the cards in the prior administration or whether they were properly utilized. But, the cards were purchased through the city’s employee services department. The program was started by former Mayor John Delaney to “encourage, educate and motivate employees,” according to the executive order he signed in 1999. The missing 507 cards were part of 729 bought from VyStar Credit Union in October 2013, said Oliver. They comprised 130 $100 cards, 200 $50 cards and 399 $25 cards. All of the $100 and $50 cards are missing, while 177 of the $25 cards can’t be accounted for. The other 222 $25 cards were properly logged with a department head and employee name in addition to the recognition

awarded. Another 246 cards purchased in November 2014 totaling close to $25,000 also are available. They were found by the Curry administration in a safe used by Brown’s former chief financial officer, Ronnie Belton. Belton did not return a call Monday seeking comment. David Hunt, who is handling communications for the former mayor, said he didn’t have immediate answers Monday. Oliver said the administration is working with VyStar to review sequence numbers to determine if the missing cards have been spent. The administration will then determine its next course of action. Other performance measures, he said, were consistently updated on the fund’s website. “There’s nothing secret going on here,” said Schmitt, the Jacksonville Sheriff’s Office’s representative. Instead, he said the fund was managed much like the pension plans for the city’s general employees and corrections officers — both which also are underfunded. Schmitt said the city’s lack of proper funding and lower millage rates are the main cause,

a longtime common defense among fund supporters. Schmitt, Hazouri and Scheu called the board’s recent actions involving limiting travel and transparency steps in the right direction. But council still has outstanding subpoenas relating to documents Siedle said he needs to truly evaluate performance. “I don’t view it (the report) to have been political,” Gulliford said, which drew a laugh from Schmitt. City, EverBank Field seeking money from state for stadium improvements

By Jim Turner The News Service of Florida Florida’s three professional football stadiums, including EverBank Field in Jacksonville, and Daytona International Speedway are seeking millions of dollars from the state to help pay for upgrades that in most cases are underway. The applications have been filed despite continued opposition from House leaders to such funding. Applications submitted Monday — the deadline to file — were from the city of Jacksonville and the Jacksonville Jaguars for EverBank Field and Buccaneers Football Stadium Limited Partnership for Raymond James Stadium in Tampa. The speedway filed its application Friday, joining an earlier submission from South Florida

Stadium LLC, which oversees the Miami Dolphins’ home, Sun Life Stadium. The Department of Economic Opportunity will begin reviewing the applications to determine the potential returns on investment and to rank the proposals for the 2016 stadium funding process. Earlier this year, House leaders turned back attempts to steer state money to Sun Life Stadium, the speedway, EverBank Field and a soccer stadium in downtown Orlando. The state process allows stadium backers to apply for as much as $3 million a year when projects total more than $200 million. They can seek up to $2 million a year if construction or improvements are between $100 million and $200 million. The requested amount is limited to $1 million a year when the work is below $100 million. Jacksonville sought $1 million

a year for three decades from the state during the 2015 process. In a letter accompanying its latest application, Jacksonville Chief Administrative Officer Sam Mousa and Jaguars General Counsel Megha Parekh indicated the proposal could soon be updated. “The city and the Jaguars are currently negotiating $90 million in additional improvements to EverBank Field and its surrounding premises, including club space improvements, a covered practice field, and an amphitheater; this will bring the total public-private investment in the stadium to $172.7 million during the application period,” they wrote the state. Jaguars owner Shad Khan wants to develop the Shipyards property near the stadium. The city is negotiating with Khan’s investment company.

He’ll be joined by former Mayor John Peyton, who was in office when the Main Library opened in November 2005. Mayor Lenny Curry will be out of town, but will appear in a video, Gubbin said. Since it opened in November 2005, more than 8 million people have visited the five-level, 300,000-square-foot building, the largest public library in Florida. They have borrowed nearly 9 million books and other library materials. More than 606,000 adults and 421,000 children and teens have attended programs at the Main Library. “Let us look back and see all the wonderful things that have happened here,” said Gubbin. The library director is looking ahead as much as looking back. Gubbin said the next 10 years of the Main Library will be devoted to “continuing to be the community’s learning space” and adapting the space to meet the city’s evolving needs. “I hope people will leave Saturday enthusiastic about the library and understanding that we must continue to invest in our libraries,” she said. “It’s a critical component of arts and culture and quality of life.” Celebration activities, like all programs at Jacksonville Public Libraries, are free and open to the public. On Saturday, two authors will talk about their work and sign copies of their books in the Hicks Auditorium in the Conference Center near the Main Street entrance to the library. Beginning at 11 a.m., Gainesville resident Lauren Groff will talk about her New York Times best-seller “Fates and Furies.” It’s an examination of a young couple’s marriage with the premise that every story has two sides. “When we invited her (to be part of the celebration) we didn’t know she’d be on The New York Times list,” Gubbin said. Former governor reboots campaign on familiar turf

Trailing in the presidential polls and overshadowed by his onetime protege, former Florida Gov. Jeb Bush hit the campaignreset button Monday in his home state. Bush debuted the “Jeb Can Fix It” tour at the Tampa Garden Club, nestled on Bayshore Boulevard amid mansions that are home to some of his most affluent supporters in the area, before making stops in Winter Park and Jacksonville later in the day. Aided by twin teleprompters, Bush spoke to a friendly crowd of about 400 supporters in Tampa, rarely deviating from a 20-minute speech that focused on his eightyear tenure as Florida governor. Acknowledging criticism that the policy-oriented Bush had given his advisers too much control over a campaign that has failed to gain traction on the national level, Bush noted that he has received “more than enough” advice lately, including some related to his style. “Take off the suit coat. Ditch the glasses. Get rid of the purple striped tie,” Bush said, flapping his tie. “I like this tie. It only cost 20 bucks.” But even that moment of apparent candor was highly scripted — only the price of the tie wasn’t included in his prepared remarks. Bush went on to share some other suggestions that he indicated he also intends to ignore. “Some advice is more strategic. Nail that zinger. Be angrier. Hide your inner wonk,” he said. “But I have learned two important things from my time serving the people of Florida. One, I can’t be someone I’m not. And, two, getting things done isn’t about yelling into a camera, or regurgitating sound bites free of substance.” Later in the day, Bush told reporters the Florida tour was “the start of our journey,” four months after he officially entered the presidential race. Bush’s “Jeb Can Fix It” tour coincides with the release of an e-book, “Reply All,” which includes some of the thousands

of emails Bush sent and received while governor from 1999 to 2007. While widely viewed, even by Bush, as a campaign restart, the Florida tour had been planned long before last week’s third Republican primary debate, which many supporters viewed as a disappointment. Critics complained that Bush came out the loser in an attack on U.S. Sen. Marco Rubio, a former Florida House speaker whom Bush helped groom. In his speech Monday, Bush said he is eschewing the negative stance some of his opponents have adopted and is instead embracing a more positive message. “I will not make anyone feel small so I can feel big,” he said. Bush supporters said his performance Monday was indicative of the leader they knew and what voters can expect to see from the former governor as he stumps later in the week. “Jeb is going to be Jeb. He’s not angry. He’s a guy who’s strong. There’s a difference in anger and strength,” Sally Bradshaw, one of Bush’s closest advisers, told The News Service of Florida after the Tampa event. Later, Bush told the News Service he is “rarin’ to go” and downplayed the retooling of his campaign. “The message is the same message. Maybe people will listen to it differently,” he said. Asked whether the candidate appearing onstage Monday morning is the “authentic Jeb,” Bush smiled. “I hope so. I spoke from my heart up there. It’s what I believe,” he said. Bush and his backers are quick to point out that, at this time in the 2012 election cycle, Herman Cain was GOP voters’ top pick. “I have not hit the alarm button,” said Hillsborough County Commissioner Al Higginbotham, a longtime Bush supporter and former county GOP chairman. “It’s a crowded field, and I’m confident he has the staying power.” But Rubio supporters maintain that Bush is out of touch with a more youthful electorate and that his family name is a disadvantage that can’t be overcome.

A Public Hearing on the proposed text change, (Ordinance No. 2015-8065) is scheduled as follows: Jacksonville Beach City Council, 1st Reading November 9, 2015 @ 5:15 p.m. The public hearings will be held on the dates and times listed above, in City Council chambers, located at 11 North 3rd Street, Jacksonville Beach, Florida. Copies of the application and other documents are available for review in the office of the Planning and Development Department, City Hall, 11 North 3rd Street, during normal business hours (M-F, 8am-5pm). Interested parties may appear at the public hearing and be heard with respect to the ordinance.
