The Government of t h e PPR and t h e Government of t h e USSR, i n accordance with t h e Treaty on t h e Legal S t a t u s o f Soviet Troo s Tentporarily Stationed i n Poland, signed on 17 December 1956, Rave resolved t o e n t e r i n t o t h i s Accord, and t o t h i s end they have designated as t h e i r p l e n i p o t e n t i a r i e s : f o r t h e Government o f t h e PPR--J. ZARZYCKI, Major General, Undersecretary of S t a t e i n t h e Ministry o f National Defense,

for the Government of t h e USSR--R. Y. MALINOVSKIY, Marshal o f t h e Soviet Union, CINC Ground Forces, who, a f t e r t h e exchange o f c r e d e n t i a l s , which w e r ~found t o be i n order and drawn up i n t h e proper manner, reached agreement on t h e following provisions : Article 1 A l l Soviet troops temporarily s t a t i o n e d on the t e r r i t o r y o f the PPR, including naval units, a r e represented by t h e Command of t h e Northern Group o f Forces, h e r e i n a f t e r r e f e r r e d t o as t h e S o v i e t Anned Forces Command.

Article 2 1. The P a r t i e s t o t h i s Accord have agreed t h a t t h e t o t a l numerical s t r e n g t h o f Soviet forces temporarily s t a t i o n e d on t h e t e r r i t o r y o f t h e PPR amounts t o 62,000-66,000 troopsD o f which t h e Ground Forces comprise 40,000 troops, t h e A i r Force--17,000 t r o o p s D and t h e Navy--7,000 troops.

He w i l l f u r n i s t h i s information i n the event chan es a r e made i n t h e composition o f Soviet f o r c e s ; however, no ess frequently than once every 6 months.

2 . I n order t o change t h e t o t a l numerical s t r e n g t h o f Soviet f o r c e s s p e c i f i e d i n p o i n t 1 of t h i s a r t i c l e the Parties t o t h i s Accord must e n t e r i n t o 8 [new?] accord.

Article 3 1. The l o c a l i t i e s agreed upon f o r s t a t i o n i n g of Soviet f o r c e s temporarily on t h e t e r r i t o r y of t h e PPR a r e desi nated on a map drawn t o a s c a l e o f 1 : 1 , 0 0 0 , 0 0 0 (Attachment No. and t h e i r s t a t i o n i n g areas a r e designated on maps drawn t o a s c a l e of 1:50,000 (Attachments No. 2-19). 8

When P o l i s h and S o v i e t t r o o s a r e s t a t i o n e d i n t h e same l o c a l i t y (settlement) a l l matters r e ated t o g a r r i s o n services and based on t h e f a c t t h a t t h e s e troops a r e sharing t h e same area a r e t o be handled by the commsnders of t h e g a r r i s o n s manned by P o l i s h and S o v i e t troops on t h e basfs of t h e i r mutual agreement.

Article 4

1. The r e l o c a t i o n of a close-formation armed subunit (company, b a t t a l i o n ) , u n i t or t a c t i c a l l a r g e u n i t , as well as t h e passage of naval c r a f t throu h the t e r r i t o r y of the PPR, o u t s i d e the s t a t i o n i n g l o c a l i t i e s an% a r e a s s p e c i f i e d i n t h i s Accord, c o n s t i t u t e movements of Soviet forces which r e q u i r e t h e approval of the Government o f t h e PPR o r o t h e r P o l i s h a u t h o r i t i e s empowered by t h e government t o act i n i t s behalf. 2. I n o r d e r t o o b t a i n approval f o r t h e movement o f Soviet f o r c e s mentioned i n p o i n t 1 of t h i s article t h e Soviet Armed Forces Command, a c t i n g within 5 t o 7 days r i o r t o t h e s t a r t o f the proposed troop movement, w i l l inform t e appropriate P o l i s h government a u t h o r i t i e s as t o t h e time, march i t i n e r a r y , and purpose of t h e r e l o c a t i o n a s well as t h e d e s t i n a t i o n . A t the same time, the Command w i l l v e r b a l l y inform t h e Chief of t h e General S t a f f o f t h e P o l i s h Armed Forces a s t o the composition of t h e s e troops.

I n exceptional cases such a p l i c a t i o n s f o r approval f o r Soviet troop movements may be su mitted on shorter n o t i c e t b u t no l a t e r than 24 hours p r i o r t o t h e s t a r t of t h e proposed t r o o p movement.

3 . I n t h e case of n a t u r a l d i s a s t e r s t h a t pose a t h r e a t t o t h e s a f e t y of Soviet troops, t h e Soviet Armed Forces Command may e f f e c t necessary t r o o p movesments without having t o o b t a i n t h e approval o f t h e appropriate P o l i s h a u t h o r i t i e s , provided t h a t i t n o t i f i e s t h e a u t h o r i t i e s of completed troop movements as soon as pos s i b l e

4 . The Nav Command of t h e PPR w i l l be n o t i f i e d , through t h e Command o f trl e P o l i s h naval base a t SWINOUJSCIB, concerning a l l occasions involving t h e tern orary docking o f naval v e s e l s a t t h e permanent Soviet naval s t a t on a t SWINOUJSCIE. This n o t i f i c a t i o n w i l l be given no l a t e r than 2 4 hours p r i o r t o the e n t r y of t h e s e v e s s e l s i n t o p o r t .

a) w i t h i n s t a t i o n i n g l o c a l i t i e s and a r e a s , including t h e p u t t i n g o u t t o sea and r e t u r n t o permanent basing a r e a s of Soviet naval c r a f t ; b) along roads t h a t l i n k t r o o p s t a t i o n i n g l o c a l i t i e s with proving grounds, e x e r c i s e areas, f i r i n g ranges and a i r f i e l d s designated on maps w i t h a s c a l e o f 1:50,000; E) along roads t h a t connect t h e following s t a t i o n i n g l o c a l i t i e s o f Soviet troops:

1) EOLOBRZBG, B I A L O O , POLCZYN ZDROJ, BORNE-SULINOWO, WALCZ, GORZOW WIELKOPOLSKI, ZIELONA GORA, LUBLIN, LEGNICA, SWIDNICA;

BAGICZ, SWINOUJSC IE ; 3)

SZCZECINEK, DRAWSKO, STARGARD, CHOJNA;

4)

LUBIN, CHOCIANOW, PRZEMKOW, ZAGAN;

5)

OPOLE, BRZBG, TUPLICE, (superhighway); GORZOW WIELKOPOLSKI, PYRZYCE , SZCZEC IN ;

7)

ZAGAN, SWIBTOSZOW;

8)

S ZPROTAWA, STRACHOW

6. F l i g h t s and o v e r f l i g h t s of Soviet m i l i t a r y a i r c r a f t over t h e t e r r i t o r y of t h e PPR are t o be made on the b a s i s of r e g u l a t i o n s agreed upon by t h e appropriate organs of the P a r t i e s t o t h i s Accord.

Article 5

1, Eixercises o r maneuvers of Soviet troops o u t s i d e t h e i r s t a t i o n i n g a r e a s a r e t o be conducted i n conformity with plans drawn up by t h e Soviet Armed Forces Command and coordinated with t h e PPR Ministry of National Defense by no l a t e r than 1 month p r i o r t o t h e s t a r t o f t h e exercises o r maneuvers.

In s p e c i a l cases e x e r c i s e s o r maneuvers o u t s i d e s t a t i o n i n g a r e a s t h a t a r e n o t covered by plans w i l l be conducted a f t e r obtaining t h e approval of t h e PPR Minister of National Defense. --

When coordinating plans for exercises and maneuvers n o t

provided f o r i n formal plans t h e Soviet Armed Forces Command w i l l identify t h e a r e a , t r o o p march i t i n e r a r y , and timetables governing t h e conduct o f exercises o r maneuvers. A t t h e same time, t h e Command w i l l v e r b a l l y inform t h e Chief o f t h e General Staff of t h e Polish Armed Forces as t o t h e troop composition. 2. Soviet n a v a l v e s s e l s may, f o r t r a i n i n g purposes, make temporary use o f t r a i n i n g a r e a s of t h e P o l i s h Navy i n Puck Bay o r o t h e r t r a i n i n g a r e a s in PPR t e r r i t o r i a l waters, a f t e r obtaining the approval of t h e PPK Minister of National Defense. This approval is obtained through t h e Commander o f , t h e PPR Navy.

The a r e a s and d u r a t i o n o f t r a i n i n g missions such a s a r t i l l e r y and torpedo f i r i n , minelaying, bombin , s s t t i n up smokescreens, e t c . , a r e t o e coordinated with t e Comman e r of t h e PPR Navy.

Troops of t h e Soviet Army and Navy who are using m i l i t a r y t r a n s p o r t a t i o n , en r o u t e t o and from Soviet f o r c e s temporarily s t a t i o n e d i n Poland, o r who a r e i n t r a n s i t a c r o s s PPR t e r r i t o r y , cross t h e border on t h e a u t h o r i t y of a r o s t e r of names v a l i d a t e d by t h e Soviet Armed Forces Command.

The t r a n s p o r t commandant presents his o f f i c e r ' s i d e n t i t y card, t r a v e l o r d e r s , and personnel r o s t e r t o t h e PPR border authorities. 2 . S o v i e t Armed Forces personnel who are t r a v e l l i n g alone o r i n groups t o j o i n Soviet f o r c e s temporarily s t a t i o n e d i n . Poland o r who are leaving Poland, as well as those who are i n t r a n s i t across PPR t e r r i t o r y , should have i n t h e i r possession t h e following documents i s s u e d by Soviet a u t h o r i t i e s i n o r d e r t o cross t h e border: a)

Article 9

This Accord goes i n t o effect on t h e d a t e of its s i g n a t u r e and it w i l l remain i n force f o r the l i f e of t h e Treaty on t h e Legal S t a t u s o f S o v i e t Troops Temporarily Stationed i n Poland, signed i n WARSAW on 17 December 1956, This Accord was drawn up i n MOSCOW on 23 October 1957 i n two copies, each i n t h e P o l i s h and Russian languages, and both t e x t s a r e equally binding.
